Town of Greenville Council Minutes 08/12/24 www.greenvilleborough.com MINUTES OF A REGULAR MEETING OF THE TOWN OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Monday, August 12, 2024, at 6:30 p.m. 1. Call to Order Jean Carr, Deputy Mayor If you are a visitor to council, we ask you to please sign in at the door and turn off all cellular telephones. If you wish to record the meeting (video or audio), please announce that you are recording to notify the public in the room that they are being recorded. 2. Invocation: Rev. Brenda Martin, Holy Trinity Lutheran Church Flag Salute led by Jean Carr, Deputy Mayor 3. Roll Call: Paul Hamill, Mayor - Excused Jean Carr, Deputy Mayor Chad Bromley, Councilor - Excused Anne Butcher, Councilor Evan Hereford, Councilor - Excused Brian Shipley, Councilor Linda Zuschlag, Councilor Jasson W. Approval of Minutes Motion by Councilor Butcher, seconded by Councilor Shipley, to approve the minutes from the July 3, 2024, Work Session. July 8, 2024, Regular Meeting. Motion carried 4-0. 6. Approval of Budget Report & Bills Payroll $183,513.20 Administration 12,881.21 Police 10,145.15 Fire 15,402.00 Code 8,100.53 Public Works 7,460.32 Airport 5,270.91 Parks 10,898.39 Community Development 795.00 Storm Water 5,272.91 Capital Fund 39,958.01 ARPA Fund 0.00 PENNVEST 5,588.83 USDA Grant/Loan 1,131.00 Fire Escrow Fund 0.00 Sewer 101,137.44 Total $407,554.90 Motion by Councilor Shipley, seconded by Councilor Zuschlag, to approve the monthly bills as presented. Motion carried 4-0. 7. Approval of Department and Staff Reports A. Financial – July 2024 B. Code – July 2024 C. Fire – July 2024 D. Police – July 2024 Motion by Councilor Zuschlag, seconded by Councilor Butcher, to accept June Financial, Code, Fire, and Police reports as presented. Motion carried 4-0. 8. Unfinished Business None 9. New Business A. Motion by Councilor Butcher, seconded by Councilor Shipley, to accept the recommendation from the Personnel Committee to hire Donald Polley, Jr. as a Full-Time Public Works Laborer. Motion by Councilor Butcher, seconded by Councilor Shipley, to accept the recommendation from the Personnel Committee to hire Nicholas Show as a Part-Time Public Works Laborer. Motion carried 4-0. C. Motion by Councilor Zuschlag, seconded by Councilor Butcher, to advertise for a public input hearing regarding the cable franchise renewal on September 4, 2024, at 6:00 p.m. Motion carried 4-0. D. Motion by Councilor Shipley, seconded by Councilor Butcher, to accept the recommendation from the Budget and Finance Committee to accept the 2025 Budget Preparation Calendar and 2025 Multi-Year Capital Plan Preparation Calendar. Motion carried 4-0. 10. Council Comments Councilor Butcher welcomed all of the Greenville Area School District and Thiel College students back to school and reminded residents to watch for high schoolers walking to school. Councilor Carr thanked the volunteers who painted 194 Main Street over the weekend and hopes this will start a trend of volunteerism in town. 11. Mayor Comment – The Mayor was excused from the meeting 12. Town Manager Comments expressed appreciation to the volunteers working on 194 Main Street, stating it is good to partner with those who have the same vision. 13. Adjournment having no other business, Motion by Councilor Butcher, seconded by Councilor Zuschlag, to adjourn this session of Council at 6:40 p.m. Motion carried 4-0.
