Nominations and election of Council President Motion by Councilor Bailey, seconded by Councilor Zuschlag to nominate Benjamin Beck as Council President. Motion by Councilor Mincer, seconded by Councilor Walsh to nominate Paul Hamill as Council President. Council held discussions regarding the nominees. Motion to nominate Councilor Beck carried as follows: Councilor Zuschlag – Yes, Councilor Mincer – No, Councilor Bailey – Yes, Councilor Beck – Yes, Councilor Hamill – No, Councilor Zukas-Oguz – Yes, Councilor Walsh - No. Council President Beck received the gavel to run the remainder of this session. 7. Nominations and election of Council Vice President Motion by Walsh, seconded by Councilor Mincer, to nominate Paul Hamill as Council Vice President. Motion by Councilor Bailey, seconded by Councilor Zukas-Oguz to nominate Linda Zuschlag as Council Vice President. Motion to nominate Councilor Hamill carried as follows: Councilor Zuschlag – No, Councilor Mincer – Yes, Councilor Bailey – No, Councilor Hamill – Yes, Councilor Zukas-Oguz – Yes, Councilor Walsh – Yes, Council President Beck did not cast a vote. 8. Nominations and election of President Pro Tempore Motion by Councilor Bailey, seconded by Councilor Hamill to nominate Linda Zuschlag as Council President Pro Tempore. Motion by Councilor Zukas-Oguz, seconded by Councilor Walsh to nominate Councilor Bailey as Council President Pro Tempore. Motion to nominate Councilor Zuschlag as Council President Pro Tempore carried as follows: Councilor Zuschlag – Yes, Councilor Mincer – Yes, Councilor Bailey – Yes, Councilor Hamill – Yes, Councilor Zukas- Oguz – Yes, Councilor Walsh – Yes, Council President Beck – Yes. 9. Motion to Appoint A. Motion by Councilor Zuschlag, seconded by Councilor Bailey to appoint Jasson W. Urey as Borough Manager. Motion carried 7-0. B. Motion by Councilor Mincer, seconded by Councilor Bailey to appoint Jasson W. Urey as Secretary/Treasurer. Motion carried 7-0. C. Motion by Council Bailey, seconded by Councilor Mincer to appoint Jasson W. Urey as Emergency Management Coordinator (EMC). Motion carried 7-0. D. Motion by Councilor Zuschlag, seconded by Councilor Bailey to appoint Jasson W. Urey as Open Records Officer. Motion carried 7-0. E. Motion by Councilor Bailey, seconded by Councilor Zuschlag to appoint Rosalynn Reagle as Assistant Open Records Officer. Motion carried 7-0. 2 Borough of Greenville Council Minutes 01-02-18 F. Motion by Councilor Bailey, seconded by Councilor Walsh to appoint Lyle Huffman as Code Enforcement/Zoning Officer. Motion carried 7-0. G. Motion by Councilor Bailey, seconded by Councilor Zuschlag to appoint Lyle Huffman as Building Code Official. Motion carried 7-0. H. Motion by Councilor Bailey, seconded by Councilor Mincer to appoint Douglas & Joseph as Borough Solicitor. Mayor Hereford presented information/letter of interest to Council from H. William White III with Dillon McCandless King Coulter & Graham, LLP for the Borough Solicitor position. Council held discussion. Motion carried 5-2 with Councilor Hamill and Councilor Walsh voting no. I. Motion by Councilor Hamill, seconded by Councilor Bailey to appoint Buchart Horn and Borough Engineer. Mayor Hereford presented information that Patton Engineering would be interested in the Borough Engineer position. Mr. Edward Patton, Patton Engineering was in attendance and spoke regarding his credentials. Council then held discussion. Motion carried 7-0. J. Motion by Councilor Bailey, seconded by Councilor Zuschlag to appoint Berkheimer Associates as the Received of Wage Taxes. Motion carried 7-0. K. Motion by Councilor Bailey, seconded by Councilor Zuschlag to appoint McGill, Power, Bell & Associates, LLP as Borough Auditor. Motion carried 7-0. 10. 2018 Meeting Schedule Council discussed holding the regular sessions on the second Monday of each month and the work sessions on the Wednesday prior beginning at 7pm. 11.
