Call to Order Town Manager, Jasson Urey 2. Swearing in of Council: Mayor, Paul Hamill Chad Bromley Brian Shipley Linda Zuschlag 3. Pledge of Allegiance: Invocation let by Councilor Linda Zuschlag Flag Salute led by Councilor Anne Butcher 4. Roll Call: Paul Hamill, Mayor Chad Bromley Anne Butcher Jean Carr Evan Hereford Brian Shipley Linda Zuschlag Jasson W. Urey, Borough Manager Solicitor, Douglas, Joseph & Olson – via Teams Also present: Katherine Kerr Frank Vanderslice Ashley Rush Edith Foulk Catrina Graffius Joel Rinella Tracy Beil Staff: Media: Amy Hollowell, Administrative Assistant Caleb Stright, The Record-Argus Rosalynn Reagle, Assistant Town Manager Matt Breedlove, Assistant Code Officer 5. Public Comments 1 Town of Greenville Council Minutes 01-02-24 Resident – Joel Rinella, 424 S. Main St, suggested with the sewer money coming in the next year, council should start putting in place and oversight committee and separate the secretary/treasurer duties from Mr. Urey to an independent party. Non-Resident – None 6. Nominations and election of Deputy Mayor Motion by Councilor Butcher, seconded by Councilor Shipley to nominate Councilor Jean Carr to the Deputy Mayor position. Councilor Butcher commented that Councilor Carr has been very active in the community and has enough experience to fill this position. Having no additional nominations, Mayor Hamill called for the vote on the nomination of Jean Carr to be appointed as Deputy Mayor. Nomination/motion carried 7-0. 8. Motion to Appoint A. Town Manager – Jasson W. Urey B. Secretary/Treasurer – Jasson W. Urey C. Emergency Management Coordinator (EMC) – Jasson W. Urey D. Open Records Officer – Jasson W. Urey E. Assistant Open Records Officer – Rosalynn Reagle F. Code Enforcement/Zoning Officer – Matthew Breedlove G. Building Code Official – Bureau Veritas H. Solicitor – Douglas, Joseph & Olson I. Engineer – KLH Engineers J. Received of Wage Taxes – Berkheimer Associates K. Auditor – McGill, Power, Bell & Associates, LLP Motion by Councilor Bromley, seconded by Councilor Hereford to make the appointments as listed. Motion carried 7-0. 9. 2022 Meeting Schedule Motion by Councilor Hereford, seconded by Councilor Zuschlag to hold the 2024 regular sessions on the second Monday of each month and the work sessions on the Wednesday prior to the regular meeting. All meetings will begin at 6:30pm. Motion carried 7-0. 11. Adjournment Having no other re-organizational business before Council, the meeting adjourned to the work session meeting at 6:40pm. Public Comments Resident – Joel Rinella, 424 S. Main St, commented on the Home Rule Charter Review will take place next year. Non-Resident – None 2. Public Comments Resident – None Non-Resident - None 3. Council Comments Councilor Hereford welcomed Councilors Bromley and Shipley. Councilor Bromley is excited to have a voice, looking forward to providing more transparency & informing the community. Councilor Shipley is happy to be back. Councilor Carr wished everyone a Happy New Year and appreciated the good discussion tonight. 4. Mayor’s Comments Mayor Hamill echoed Councilor Carr’s comments. 5. Town Manager’s Comments None 6.
