Greenville Sanitary Authority 11-13-14 GREENVILLE SANITARY AUTHORITY GREENVILLE, PENNSYLVANIA REGULAR MEETING MINUTES Thursday, November 13, 2014 ~ 6:00p.m. CALL TO ORDER Dr. Mueller called the meeting to order at 6:00pm ROLL CALL: Donald Shaw, Chairperson – excused Henry M. Mueller, Vice Chairperson Roberta Leonard, Secretary – absent Pamela Auchter Todd Heathcote OTHERS PRESENT: Jasson W. Urey, Borough Manager Lyle Huffman, Director of Public Services James Douglas, Solicitor – excused John Mowry, KLH Engineers Also present: Media: Megan Johnson, Borough Administrative Assistant Caleb Stright 1. INFORMATIONAL A. Hempfield Township requested a sewer tap-in for 25 Woodbine Drive. B. West Salem Township requested a sewer tap-in for 102 Chestnut Street. C. Sewer lateral inspection list. a. Ms. Auchter asked if the ones that are highlighted in yellow are rental properties. Mr. Urey said that some are businesses, owner occupied, and non-owner occupied. He added that 14 S. Mercer Street is a business and has already been to court – they have until the 25th according to Judge Arthur’s Office to get it fixed. Ms. Auchter asked about properties that change hands a lot. Mr. Huffman said that the inspection is good for 2 years. 2. PUBLIC COMMENTS None. 3. ACCEPTANCE OF MINUTES Motion by Mr. Heathcote, seconded by Ms. Auchter, to accept the minutes of the August 14, 2014 regular meeting. Motion carried. 4. FINANCIAL REPORTS Page 1 of 4 Greenville Sanitary Authority 11-13-14 Motion by Ms. Auchter, seconded by Mr. Heathcote, to accept the August, September, and October treasurer’s reports. • Mr. Urey said that October report shows a surplus of $256,000 due to a few projects that are still open. Those being the digester cleaning, manhole replacement project, and storm sewer mapping. Motion carried. 5. ENGINEER’S REPORT Motion by Ms. Auchter, seconded by Mr. Heathcote, to accept the November Engineer’s report. Mr. Mowry said that he will be the new face for KLH Engineers from now on. • Mr. Mowry said that he has located a company that is interested in doing the work and is working on getting a quote. • Mr. Mowry, and Borough staff met with Penn Dot to discuss the future replacement of the N. Race Street Bridge. He stated that there are 2 siphon lines that run along the N. Race Street Bridge area. One siphon line in the bridge abutment has been abandoned and should be replaced. He recommended that we replace both lines. After a lengthy discussion with Penn Dot, it was recommended to combine it with the bridge project. All the Authority will need to do is submit all the paperwork and drawings to PennDOT by the middle of December. Mr. Mowry said that after discussions with DEP, we will not need a permit for the project. • Mr. Mowry said that DEP is looking for our corrective action plan update. He said that it is his suggestion that we get rid of the CAP. Mr. Mowry said that we are going to receive high points anyways because of our status. He said that he will set up a meeting between KLH Engineers, DEP, Mr. Urey, and Mr. Huffman to see what we need to do to exit the CAP. • Mr. Mowry said that he will get the storm sewer maps to Mr. Huffman as soon as possible for him to review. Dr. Mueller asked if the sewer lines in the Trinity site are coming back online. Mr. Huffman said that they aren’t and that they have been abandoned by DEP. Ms. Auchter asked what will happen if someone builds there. Mr. Huffman said that they would have to build new. The existing sewer lines are collapsed and needed to be replaced anyways. Mr. Urey said that all the utilities in the Trinity site are mapped out. Motion carried. 6. WASTE WATER TREATMENT PLANT REPORT Motion by Ms. Auchter, seconded by Mr. Heathcote, to accept the September, October, and November waste water treatment plant reports. • Mr. Huffman said that there was only one issue and that was back in August (picture attached to report). He said that the picture is of the basement at the sewer plant and that there was a problem with the grit in the pumps. Mr. Huffman said that it cost us $10 to $15,000 to fix. Dr. Mueller asked where we stand on the new head works project. Mr. Huffman said he sent a proposal for funding to Hempfield and see what their thoughts are and then go from there. • Mr. Heathcote asked if the employees were still happy with their schedules. Mr. Huffman said that it is working out very well. Motion carried. Page 2 of 4 Greenville Sanitary Authority 11-13-14 7. UNFINISHED BUSINESS A. None. 8. NEW BUSINESS A. Motion by Ms. Auchter, seconded by Mr. Heathcote, to retain KLH Engineers to design siphon lines at N. Race Street Bridge. Motion carried. B. Motion by Ms. Auchter, seconded by Mr. Heathcote, to authorize HRG Engineering to conduct an audit on sewer billing for Hempfield Township, West Salem Township, and the Borough of Greenville/Greenville Water Authority. Mr. Urey said that we have never looked into billing to make sure what we are getting is accurate. He said that it is going to prepare us for the ACT 537 plan on what we can afford for a bond payment. Mr. Urey also said that it will help see if our current rate structure is sufficient or if we need to increase it. Ms. Auchter asked if we will be going to residential and commercial places to double check at the sites. Mr. Huffman said that HRG will be looking into the billing, EDU’s, and the structures. Mr. Urey said that we will need to be able to tell PennVest what we can afford. Dr. Mueller asked why we are doing it now since the numbers will change by the time we do the project. Mr. Huffman said that we will at least get a baseline and that once we set that set up, it will be easy to keep track when new ones are added or subtracted. He said that it will be 4-8 weeks before they come back with results. Mr. Huffman said that he was talking to HRG about doing the project before Mr. Hanley started working for them. He wants a company that had nothing to do with Borough to conduct the audit. He said that Mr. Hanley will not be doing the project and that it will be a lady from Harrisburg and a lady from Cleveland. Mr. Urey said that we will be able to compare the checks we receive to the EDU’s. The Authority should periodically have these records audited as a good business practice. Motion carried. 9. AUTHORITY MEMBER’S COMMENTS Authority members had no comments. 10. DIRECTOR OF PUBLIC SERVICES COMMENTS Mr. Huffman had no comments. 11. BOROUGH MANAGER COMMENTS Mr. Urey had no comments. 12. NEXT MEETING The next meeting of Greenville Sanitary Authority is Thursday, December 11, 2014 at 6:00p in Council Chambers. 13.
