4. Public Comments
Resident –
John McDonald, W. Main Street – Spoke on the earned income tax rate.
Paul Hamill, East Avenue – Spoke on the parking attendant position and asked why it is needed.

5. Approval of Minutes
Motion by Councilor Bailey, seconded by Councilor Zuschlag, that the October 14, 2014 and the
October 27, 2014 minutes be approved as written. Motion carried.
6. Approval of Budget Report
Motion by Councilor Auchter, seconded by Councilor Hollowell, to approve the monthly budget
report. Mr. Urey stated that as of the end of October we are running a small deficit. He added
that we haven’t received the bulk of our 3rd quarter collections from Berkheimer, which usually
come in November. Mr. Urey also stated that we paid for the computer upgrades and that he just
submitted paperwork to get reimbursed, which will be another $31,000. Motion carried.

Motion by Councilor Peden, seconded by Councilor Auchter, to pay the bills as presented.
Motion carried.
8. Approval of department and staff reports

Motion by Councilor Auchter, seconded by Councilor Hollowell, to accept the monthly reports as
presented. Motion carried.
9. Mayor report
Mayor Stephens said that the library is searching for a new director. He said that Canal Museum
didn’t have a quorum this month.
10. Council Committee reports

Councilor Hollowell said that the Railroad Park is closed for the year. She said that she is still
looking for another Junior Councilor.
Councilor Auchter said that the Sanitary Authority meeting will be on Thursday at 6pm in
Council Chambers.
Councilor Zuschlag said that the Hospital meeting is next month. She also said that the Water
Authority hired a new manager.
Councilor Bailey said that the Planning Commission meets next month. He said that the Chamber
of Commerce meeting is tomorrow morning.
11. Unfinished Business
A. None.
12. New Business
A. Motion by Councilor Auchter, seconded by Councilor Peden, to accept the Tax
Collector's report of forty four (44) additions to the Per Capita roll and one (1)
permanent exonerations in the amount of $5.00 from the Greenville tax office. Motion
carried.
B. Motion by Councilor Hollowell, seconded by Councilor Zuschlag, to accept the
resignation of David Walsh from the Code Appeals Board effective November 10,
2014. Motion carried.
C. Motion by Councilor Zuschlag, seconded by Councilor Hollowell, to accept the
resignation of Colin Banco as Part-Time Firefighter effective October 31, 2014.
Motion carried.
D. Motion by Councilor Auchter, seconded by Councilor Peden, to advertise the
following open board seats which will expire December 31, 2014:
a. Airport Commission (6 Open Seats) – 1 year term
b. Code Appeals Board (1 Open Seat) – 2 year term
c. Code Appeals Board (2 Open Seats) – 4 year term & 5 year term
d. Consistency Review Committee (3 Open Seats) – 3 year term
e. Planning Commission (1 Open Seat) – 4 year term
f. Water Authority Board (1 Open Seat) – 5 year term
g. Zoning Hearing Board (2 Open Seats) – 3 year term
Motion carried.
E. Motion by Councilor Auchter, seconded by Councilor Bailey, to advertise for the
special meeting to pass the 2015 budget and tax ordinances on Monday, November
24th at 6:00pm. Motion carried.
F. Motion by Councilor Peden, seconded by Councilor Zuschlag, to advertise the 2015
proposed budget. Motion carried.

G. Motion by Councilor Auchter, seconded by Councilor Bailey, to advertise Ordinance
1539 establishing the 2015 General Purposes Tax Rate (Raising the rate to 24.5
mills. Current rate is 21.5 mills). Council President Shipley said that Mr. Urey is
still working with the County on how to word the referendum. Once that is figured
out then it will be brought to Council. Motion carried.
H. Motion by Councilor Auchter, seconded by Councilor Bailey, to advertise Ordinance
1540 establishing the 2015 General Tax Rate for Indebtedness (8.58 mills). Motion
carried.
I. Motion by Councilor Auchter, seconded by Councilor Bailey, to advertise Ordinance
1541 establishing the 2015 Earned Income Tax Rate (Lowering rates to 1.25% for
residents, 1.092% for non-residents. Current rates are 1.28% for resident and
1.185% for non-resident). Motion carried.

Junior Councilor had no comments.

Mayor has no comments.
16. Council President Comments
Council President Shipley said he appreciates Thiel College stepping forward and paving
Ridgeway Avenue.
17. Borough Manager Comments
Mr. Urey had no comments.
18. Adjournment to Executive Session
Motion by Councilor Auchter, seconded by Councilor Bailey, to adjourn to executive session to
discuss a legal matter at 6:50pm. Motion carried.
18. Adjournment from Executive Session
Motion by Councilor Hollowell, seconded by Councilor Bailey, to adjourn from executive session
at 7:15pm. Motion carried.
