Greenville Sanitary Authority 7-25-19 GREENVILLE SANITARY AUTHORITY GREENVILLE, PENNSYLVANIA SPECIAL MEETING MINUTES Thursday, October 24, 2019 ~ 6:00 p.m. CALL TO ORDER Mr. Bailey called the meeting to order at 6:00 pm ROLL CALL: Jonathan Bailey, Chairperson Pamela Auchter, Vice Chairperson Casey Shilling Amy Hollowell - Excused Joshua Stephens - Absent OTHERS PRESENT: Jasson Urey, Borough Manager Lyle Huffman, Director of Public Services James Douglas, Solicitor John Mowry, KLH Engineers *No public or press in attendance. 1. PUBLIC COMMENTS None 2. ACCEPTANCE OF MINUTES A. Motion by Mrs. Auchter, second by Mr. Shilling to accept the minutes from the July 25, 2019 regular meeting. Motion carried 3-0. 3. FINANCIAL REPORTS A. Motion by Mrs. Auchter, second by Mr. Shilling to accept the September 2019 treasurer’s report for the Sanitary Fund. Motion carried 3-0. B. Motion by Mrs. Auchter, second by Mr. Shilling to accept the September 2019 Treasurer’s report for the Stormwater Fund. Motion carried 3-0. 4. ENGINEER’S REPORT(S) A. Motion by Mrs. Auchter, second by Mr. Shilling to accept the October 2019 engineer’s report. Motion Carried 3-0. 5. UNFINISHED BUSINESS A. None Page 1 of 2 Greenville Sanitary Authority 7-25-19 6. NEW BUSINESS A. Motion by Mrs. Auchter, second by Mr. Shilling to approve KLH to work with ESG to continue with the feasibility study for revenue enhancements at the plant. Motion carried 3-0. B. Motion by Mrs. Auchter, second by Mr. Shilling to advertise an RFP for PA Act 77 Guaranteed Energy Savings Agreements (GESA). Motion carried 3-0. 7. ADJOURNMENT TO EXECUTIVE SESSION A. Motion by Mrs. Auchter, second by Mr. Shilling at to adjourn to executive session to discuss potential litigation matter. Motion carried 3-0 @ 7:10 PM. B. Motion by Mrs. Auchter, second by Mr. Shilling to exit executive session and return to the regular meeting. Motion carried 3-0 @ 7:20 PM. 8. NEW BUSINESS A. Motion by Mrs. Auchter, second by Mr. Shilling to approve the solicitor to work with the Borough Manager to develop a strategy for the entrance to the plant. Motion carried 3-0. 9. AUTHORITY MEMBERS COMMENTS A. Mrs. Auchter and Mr. Shilling thanked ESG for their presentation and appreciated the new ideas to generate revenue. 8. BOROUGH MANAGER COMMENTS None 9.
