Approval of Minutes Motion by Councilor Butcher, seconded by Councilor Bailey that the September 9, 2019 regular session meeting and the September 23, 2019 special session minutes be approved as written. Motion carried 6-0. 6. Approval of Budget Report Motion by Councilor Mincer, seconded by Councilor Zuschlag to approve the monthly budget report. Motion carried 6-0. 7. Bills for Approval Payroll $129,326.55 Administration $79,839.86 Police $28,694.88 Fire $15,318.23 Code $2,235.56 Public Works $23,887.63 Airport $3,125.84 Parks $5,950.00 Storm Water $3,713.74 Brownfield Grant $11,358.36 Sewer $139,244.26 Total $442,694.91 Motion by Councilor Hall, seconded by Councilor Bailey to approve the bills as presented. Motion carried 6-0. 8. Approval of Department and Staff Reports A. Financials – September 2019 B. Code – September 2019 C. Fire – August 2019 & September 2019 D. Police – September 2019 Motion by Councilor Mincer, seconded by Councilor Bailey to accept the monthly reports as presented. Motion carried 6-0. 9. Unfinished Business 10. New Business A. Motion by Councilor Zuschlag, seconded by Councilor Butcher to accept the Tax Collector’s report of Zero (0) additions to the Per Capita roll and Three (3) permanent exonerations in the amount of $15.00 from the Greenville Tax Office. Motion carried 6-0. B. Motion by Councilor Hall, seconded by Councilor Bailey to authorize the Borough Manager to apply for the FEMA 2019 Assistance to Firefighters Grant (AFG) for the replacement of firefighting equipment, which has a 5% local match. Motion by Councilor Butcher, seconded by Councilor Mincer to adopt the Cooperation Agreement between Mercer County and the Borough of Greenville for the FY 2019 CDBG Program Administration. Motion carried 6-0. D. Motion by Councilor Butcher, seconded by Councilor Zuschlag to authorize the Borough Manager to apply for the USDA Rural Development Grant/Loan for replacement of the Police Cruisers and Street Sweeper. Motion carried 6-0. E. Motion by Councilor Bailey, seconded by Councilor Butcher to authorize the Borough Manager to apply for an ACT 47 Grant for technology upgrades. Motion carried 6-0. F. Motion by Councilor Mincer, seconded by Councilor Bailey to adopt Resolution 2019-12, to make application for the 2019 CDBG Program. Motion carried 6-0. G. Motion by Councilor Zuschlag, seconded by Councilor Bailey to adopt Resolution 2019- 13, Citizen Participation. Motion carried 6-0. H. Motion by Councilor Butcher, seconded by Councilor Mincer to authorize Borough Manager to apply for the 2019 Multimodal Grant. Council held discussions. Amended motion by Councilor Butcher, seconded by Councilor Mincer to authorize the Engineer to prepare the grant application to apply for the 2019 Multimodal Grant. Amended motion carried 6-0. I. Motion by Councilor Bailey, seconded by Councilor Zuschlag to execute the settlement agreement with Eric McCann. Motion carried 5-1. Council President Hamill called for a roll call vote as follows: Councilor Zuschlag – Yes; Councilor Mincer – Yes; Councilor Bailey – Yes; Councilor Butcher – Yes; Councilor Hall – No; Councilor President Hamill – Yes. J. Motion by Councilor Hall, seconded by Councilor Bailey to renew the contract with Reeves Information Technology, current contract expires October 31, 2019. Motion carried 6-0. K. Motion by Councilor Bailey, seconded by Councilor Mincer for request to allow open containers in a designated and controlled area for the Fraternal Order of Eagles Tailgate Party, on club property, scheduled for December 1, 2019 from 2:00 until 8:00 pm. Motion carried 6-0. L. Motion by Councilor Hall, seconded by Councilor Zuschlag to recognize and appreciate 41 Columbia Avenue as yard of the month. Motion carried 6-0. M. Motion by Councilor Bailey, seconded by Councilor Butcher to recognize and appreciate Marie Julian as citizen of the month. Motion carried 6-0. 11. Council Comments Councilor Hall spoke regarding his excitement about the grants being applied for and also the upcoming events. Councilor Hall is hopeful that this will bring all together and raise the moral of the community. 3 Borough of Greenville Council Minutes 10-14-19 Councilor Butcher spoke regarding several upcoming events in October and along with a reminder that November 5th is Election Day. Councilor Bailey spoke regarding the large crowd in attendance and gave his appreciation for all. 12. Council President Comments Council President Hamill informed all that he had just returned from another session at PSAB. Council President Hamill discussed some of the services provided by COG that our current Mercer County COG does not provide and that he was going to be speaking with them regarding that. 13. Mayor Comments Mayor Hereford proclaimed October 20th through October 26th as Friends of the Greenville Public Library Week. Mayor Hereford also mentioned that he has been impressed with all of the work being completed on the building at the corner of Race Street and Main Street and hopefully that will be completed and all of the roadways and sidewalks can be open again soon. Lastly, Mayor Hereford discussed how happy he was with the street work being done. 14. Borough Manager Comments Mr. Urey informed the board that milling and paving will be completed as the weather permits. PennDOT had extended the timeframe to complete those tasks because the weather has remained nice enough to do so. Mr. Urey also informed the board that Loutzenhiser Way was almost complete. Lastly Mr. Urey commented regarding all of the grant discussions. There are numerous grant opportunities available, but that doesn’t mean that the Borough is able to meet all of the requirements necessary. You must be mindful when submitting applications because there are often matching funds and/or other requirements that we must be aware of prior to submission. 15.
