Jones, Council President Pro Tempore Anthony D’Alfonso, Councilor – absent Kateri Linn, Councilor Alfred L. Peden, Councilor – excused Donald B. Shaw, Councilor Joshua Stephens, Mayor Jasson W. Urey, Borough Manager James E. Douglas, J. D., Esquire, Douglas, Joseph & Olson, Solicitor – excused Also present: Frank Vanderslice Staff: Media: David Hetrick, Financial Assistant Caleb Stright, Record-Argus Megan Heathcote, Administrative Assistant Lyle Huffman, Director of Public Services 3. Public Comments – related to special meeting agenda items. None. 4. Unfinished Business A. Motion by Councilor Jones, seconded by Councilor Auchter, to adopt proposed 2014 budget. Councilor Linn asked if there were any changes since the last copy. President Shipley said it was just refined with more accurate numbers. No substantive changes were made. Motion carried. B. Motion by Councilor Shaw, seconded by Councilor Auchter, for a first and final reading of Ordinance 1525 establishing the 2014 General Purposes Tax Rate (21.5 mills). Motion carried. Motion by Councilor Linn, seconded by Councilor Auchter, to enact Ordinance 1525 establishing the 2014 General Purposes Tax Rate (21.5 mills). Motion carried. D. Motion by Councilor Auchter, seconded by Councilor Shaw, for a first and final reading of Ordinance 1526 establishing the 2014 General Tax Rate for Indebtedness (8.58 mills). Motion carried. Mr. Urey read the ordinance aloud. E. Motion by Councilor Jones, seconded by Councilor Linn, to enact Ordinance 1526 establishing the 2014 General Tax Rate for Indebtedness (8.58 mills). Motion carried. F. Motion by Councilor Linn, seconded by Councilor Auchter, for a first and final reading of Ordinance 1527 establishing the 2014 Earned Income Tax Rate (lowering rate 1.28% for residents, 1.185% for non-residents. Current rates are 1.56% for resident and 1.37% for non-residents). Motion carried. Mr. Urey read the ordinance aloud. G. Motion by Councilor Auchter, seconded by Councilor Shaw, to enact Ordinance 1527 establishing the 2014 Earned Income Tax Rate (lowering rate 1.28% for residents, 1.185% for non-residents). Motion carried. H. Motion by Councilor Auchter, seconded by Councilor Linn, for a first and final reading of Ordinance 1529 ACT 47 Revised Recovery Plan Amendment. Motion carried. Mr. Urey read the ordinance aloud. I. Motion by Councilor Auchter, seconded by Councilor Shaw, to enact Ordinance 1529 ACT 47 Revised Recovery Plan Amendment. Motion carried. 5. New Business None. 6.
