Presentation Regarding the Creation of a Storm Water Authority Mr. Urey gave a presentation reviewing the need for the storm water utility fee and what has been accomplished and discovered since its creation. 4. Public Comments Mr. Ben Beil spoke questioning where in the system are most of the issues and where has the videoing been completed. Mr. Urey responded. Mr. Ron Gruber spoke questioning why the need to create an Authority. Mr. Urey responded. 1 Borough of Greenville Council Minutes 02-15-18 Mr. Marc Rinella spoke regarding the rate structure and the Advisory Committee that he participated on. Councilor Zuschlag and Councilor Bailey responded. Mr. Warren Shaw spoke regarding collections and fund balances. Mr. Bob Grover spoke questioning what was being accomplished by the creation of an Authority and details regarding how the Authority would be operated. Councilor Bailey responded. Mr. Marc Rinella spoke again regarding the recommendations from the Advisory Committee. Mr. Mark Scelsi spoke regarding the spending of the funds collected. Mrs. Betty Mincer spoke regarding the creation of the Authority should be completely separate from the Borough. Ms. Faith Ann Miller spoke questioning what will happen to the fee if a debt is taken on. Mr. Mark Scelsi spoke questioning if there would employees and if so how many and their pay. Mr. Urey responded. Mr. Urey presented the 2017 and 2018 Storm Water Budget and reviewed the entire budget with the attendees. Mr. Ron Gerber spoke questioning why the need to borrow more. Mr. Mark Scelsi spoke commenting not everything will need fixed at once, to live within your means and only fix what there are enough funds available to cover. Mrs. Tracy Beil spoke commenting that she feels the same as everyone else. Council President Beck responded. Mr. Ben Beil spoke questioning if contractors were local or from out of town. Mr. Urey responded. Mr. Ben Beil then questioned if the Authority would be a brick and mortar or just a board. Mr. Urey responded. Council then held discussions. Council President ended the discussions with having the Street Committee meet with the Advisory Committee prior to the next regular session meeting. 5.
