Public Comments Resident – None Non-Resident – None 5. Adjourn to Executive Session Council adjourned to executive session to discuss a legal and personnel matter at 7:02pm. Approval of Minutes Motion by Councilor Hamill, seconded by Councilor Zuschlag that the January 8, 2018 regular session minutes be approved as written. Motion carried 7-0. 7. Approval of Budget Report Motion by Councilor Hamill, seconded by Councilor Mincer to approve the monthly budget report. Motion carried 7-0. 8. Bills for Approval Payroll $201,604.44 Administration $13,849.90 Police $17,224.92 Fire $14,913.61 Code $1,902.13 Public Works $14,263.72 Airport $441.72 Parks $3,108.51 Storm Water $7,171.68 Sewer $52,571.34 Total $327,087.97 Motion by Councilor Hamill, seconded by Councilor Bailey to approve the bills as presented. Motion carried 7-0. 9. Approval of Department and Staff Reports A. Financials – January 2018 B. Code – January 2018 C. Police – January 2018 D. Fire – January 2018 Motion by Councilor Zuschlag, seconded by Councilor Bailey to accept the monthly reports as presented. Motion carried 7-0. 10. Mayor Report Mayor Hereford announced that the year has started out well. On his ninth day in office he issued a parking ban which was successful and he credited the success to social media getting the information out. Mayor Hereford presented that he and five Council members attended the PSAB municipal boot camp classes that were over two days. Mayor Hereford also presented that he had met with the Public Safety Department and spoke with both the interim supervisors and all are working together to hold a meet and greet event possibly this fall. 11. Council Committee Reports Councilor Zukas-Oguz presented the Business Expo is scheduled for March 24th from 10am – 2pm at the Dome at Thiel College. Councilor Zukas-Oguz also presented the job fair. 2 Borough of Greenville Council Minutes 02-12-18 12. Unfinished Business A. Motion by Councilor Mincer, seconded by Councilor Walsh to set the Home Rule Charter information meeting on Tuesday, February 20, 2018 at 7pm at the Greenville Senior Center, 45 Alan Avenue, Greenville, PA 16125. Motion carried 7-0. B. Motion by Councilor Bailey, seconded by Councilor Hamill to appoint Jasson Urey to the Greenville/Hempfield Consistency Review Committee with a term expiring on December 31, 2020. Motion carried 7-0. C. Motion by Councilor Hamill, seconded by Councilor Bailey to appoint Amy Hollowell to the Zoning Hearing Board with a term expiring on December 31, 2020. Motion carried 7- 0. D. Motion by Councilor Hamill, seconded by Councilor Bailey to appoint Samantha Iliff to the Zoning Hearing Board as an Alternate with a term expiring on December 31, 2020. Motion carried 7-0. E. Motion by Councilor Bailey, seconded by Councilor Mincer to appoint Samantha Iliff to the Code Appeals Board with a term expiring on December 31, 2022. Motion carried 7-0. 13. New Business A. Motion by Councilor Hamill, seconded by Councilor Walsh to authorize the settlement agreement for a comp time dispute between the Borough of Greenville and Steve Thompson for the years 2002 through 2014 by allocation 474 FSLA Comp Time hours and 290 Call Back Comp Time hours at a pay rate of $15.71 to equal a total dollar amount of $12,000 to be taken at a later date. Motion carried 7-0. B. Motion by Councilor Mincer, seconded by Councilor Zuschlag to accept the Tax Collector’s report of zero (0) additions to the Per Capita roll and zero (0) permanent exonerations in the amount of $0.00 from the Greenville Tax Office. Motion carried 7-0. C. Motion by Councilor Walsh, seconded by Councilor Bailey to authorize the Borough Manager to make application to the 2018 Municipal Intern Program for a GIS data collection project. The cost to the Borough will be no more than $2,324 for the intern. Motion carried 7-0. D. A motion to follow the recommendation for the Civil Service Commission to purchase or jointly purchase the study materials for the promotional exams failed due to a lack of any members making the motion. E. Motion by Councilor Bailey, seconded by Councilor Hamill to adopt the Borough of Greenville Organizational Flow Chart. Motion carried 7-0. F. Motion by Councilor Hamill, seconded by Councilor Bailey to create a Communications Committee of Council. Motion carried 7-0. G. Motion by Councilor Bailey, seconded by Councilor Hamill to adopt Resolution 2018-04, Mercer County Hazard Mitigation Plan. Motion carried 7-0. 3 Borough of Greenville Council Minutes 02-12-18 H. Motion by Councilor Mincer, seconded by Councilor Bailey to advertise for a farming agreement for the airport land. Motion carried 7-0. I. Motion by Councilor Hamill, seconded by Councilor Bailey to grant the Water Authority permission to open excavate a portion of Bracken Alley as per Borough Code Chapter 476-28 (Borough must grant permission to open excavate any street that has been paved in the last five years for any reason other than an emergency). Motion carried 7-0. J. Motion by Councilor Hamill, seconded by Councilor Bailey to waive the requirement of Borough Code Chapter 476 to pave curb to curb for any open excavation over 50 linear feet for the Water Authority line replacement projects on Vance Street and Elm Street. Motion carried 7-0. K. Motion by Councilor Hamill, seconded by Councilor Walsh to waive the street cut permit fees for the Water Authority line replacement projects on Vance Street, Elm Street, Bracken Alley and Dwyer Court. Motion carried 7-0. L. Motion by Councilor Zukas-Oguz, seconded by Councilor Walsh to accept the recommendation from the Street Committee to purchase a new F-550 utility truck with a plow and salt package in the amount of $69,162 from U.S. Municipal. Council held discussions. Motion carried 7-0. 14. Council President Comments President Beck thanked the mystery person that shoveled his sidewalk. 15. Borough Manager Comments Mr. Urey reminded all of the hearing scheduled for Thursday, February 15th at 7:30pm at the Greenville Area School District High School Lecture Hall to discuss the creation of a Storm Water Authority. 16. Adjournment to Executive Session Motion by Councilor Bailey, seconded by Councilor Hamill to adjourn to executive session to discuss legal strategy at 7:40pm. Motion carried 7-0. Council exited executive session and resumed the open meeting at 7:59pm. 17. Adjournment Motion by Councilor Hamill, seconded by Councilor Walsh to adjourn this session of Council at 8:00pm.
