Call to Order Paul Hamill, Council President 2. Roll Call: Paul Hamill, Council President Jonathan Bailey, Council Vice President – Excused Sean Hall, Council President Pro Tempore - Excused Anne Butcher Dane Mincer Evian Zukas-Oguz Linda Zuschlag Evan Hereford, Mayor Jasson W. Urey, Borough Manager James E. Douglas, Solicitor - Excused Also present: Frank Vanderslice Lisa Hamill Staff: Media: Rosalynn Reagle, Administrate Assistant Caleb Stright, Record Argus Heidi Warren, The Herald 3. Public Comments (5 minutes time limit) Resident – None. Non-Resident – None. 4. Unfinished Business A. Motion by Councilor Mincer, seconded by Councilor Butcher to adopt Ordinance 1589, issuing a general obligation note of $150,000 for repairs to the Municipal Building roof and interior repair due to water damage. Motion carried 5 - 0 B. Motion by Councilor Mincer, seconded by Councilor Zuschlag to adopt Ordinance 1590, establishing the 2020 General Purposes Tax Rate (24.5 mills). Motion by Councilor Zukas-Oguz, seconded by Councilor Butcher to adopt Ordinance 1591, establishing the 2020 Special Purposes Fire Protection Services Tax Rate (3 mills). Motion carried 5-0. D. Motion by Councilor Mincer, seconded by Councilor Zuschlag to adopt Ordinance 1592, establishing the 2020 General Tax Rate for Indebtedness (10.58 mills. This is a 2 mill increase from the 2019 rate). Motion carried 5-0. E. Motion by Councilor Mincer, Seconded by Councilor Butcher to adopt Ordinance 1593, establishing the 2020 Earned Income Tax Rate (1% for residents and 1% for non- residents). Motion carried 5-0. F. Motion by Councilor Zuschlag, seconded by Councilor Butcher to adopt Ordinance 1594, Home Rule Charter. Motion carried 5-0. G. Motion by Councilor Butcher, seconded by Councilor Zukas-Oguz to adopt Ordinance 1594, Home Rule Charter. Motion carried 5-0. 5. New Business A. Motion Councilor Mincer, seconded by Councilor Zukas-Oguz to adopt Resolution 2019- 15 establishing a Fire Service Fee Advisory Committee. Motion carried 5-0. 6. Council Comments Councilor Zuschlag wished everyone a Happy Thanksgiving. Councilor Mincer wished everyone a Happy Thanksgiving and announced how happy he is for the Fire Service Fee Advisory Committee being created and getting the public input on the process. Councilor Zukas-Oguz wished everyone a Happy Thanksgiving. Councilor Butcher wished announced that Padrone’s will be hosting a Pizza for a Cause as a fundraiser for the Greenville High School Band Boosters. Councilor Butcher also wished everyone a Happy Thanksgiving. 7. Mayor Comments Mayor Hereford wished everyone a Happy Thanksgiving and mentioned he had noticed that the fencing is being removed from around the Straits Settlement building. Mr. Urey informed Council that we had received a letter from the Engineer stating that the work has been completed and the building is now stable. 8. Council President Comments Council President Hamill wished everyone a Happy Thanksgiving and announced that we have received the new street sweeper. 2 Borough of Greenville Council Minutes 11-25-19 9.
