Town of Greenville Council Minutes 11/28/2022 www.greenvilleborough.com MINUTES OF A SPECIAL MEETING OF THE TOWN OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Monday, November 28, 2022 at 6:30 p.m. 1. Call to Order Paul Hamill, Mayor 2. Invocation: Rev Sean Hall, Hillside Presbyterian Church Flag Salute led by Councilor Linda Zuschlag 3. Roll Call: Paul Hamill, Mayor Linda Zuschlag, Deputy Mayor Tracy Beil, Councilor Jean Carr, Councilor Anne Butcher, Councilor by phone Sean Hall, Councilor by phone Evan Hereford , Councilor Ashton Martin, Junior Councilor Jasson W. Urey, Town Manager James E. Douglas, Solicitor Also present: Joel Rinella Gary Mueller Gary Beatty Michelle Mueller Staff: Media: Billie Jo Rhoades, Administrative Assistant Caleb Stright, Record-Argus 4. Public Comments (5 minutes time limit) Resident – None Non-Resident Gary Mueller- Discussed concerns about Ordinance 1626 involving inspection fees being raised. Stated other surrounding communities are not requiring landlords to do yearly inspections. Also expressed he would like inspections to be every 5 years and when the properties are vacant. Gary Beatty- Discussed letters sent to the editor of the Record Argus. Expressed dislike about code letters going to landlords about tenant violations, and homeowners are not held to the same standards as landlords. 1 Town of Greenville Council Minutes 11/28/2022 5. Unfinished Business A. Motion by Councilor Beil, seconded by Councilor Zuschlag to adopt the 2023 Airport, General, Sewer, Fire Service Fee and Storm Water Utility Budgets. Motion carried 7-0 B. Motion by Councilor Hereford, seconded by Councilor Beil to adopt Ordinance 1622, establishing the 2023 General Purposes Tax Rate (Reducing from 14.5 mills to 12 mills). Motion carried 7-0 C. Motion by Councilor Hall, seconded by Councilor Carr to adopt Ordinance 1623, establishing the 2023 Special Purposes Fire Protection Services Tax Rate (3 mills). Motion 7-0 D. Motion by Councilor Hereford, seconded by Councilor Carr to adopt Ordinance 1624, establishing the 2023 General Tax Rate for Indebtedness (10.58 mills). Motion carried 7-0 E. Motion by Councilor Zuschlag, seconded by Councilor Hall to adopt Ordinance 1625, establishing the 2023 Earned Income Tax Rate (1.75% for residents and 1% for non-residents). Motion carried 7-0 6. New Business- None 7. Public Comments Joel Rinella addressed the License-Regulated Rental Unit line item in the budget and the differences between the 2023 and 2022 revenues. 8. Council Comments Councilor Hall expressed appreciation for landlords coming to express their concerns about the amended ordinances. Also discussed, everyone is bearing the burden because everyone is not paying accordingly. Councilor Butcher thanked Jasson, Rosalynn, and Dave for putting the budget together. Councilor Beil stated being a council member and property owner, she has been assessed the same fees, held to the same standards, and has been out of compliance as everyone else. Also thanked the landlords for coming to the meeting and discussing their concerns. Councilor Hereford addressed the landlords being upset. Believes the town is heading in the right direction. 9. Jr Councilor Comments 2 Town of Greenville Council Minutes 11/28/2022 Jr Councilor Martin addressed the comment made about homeowners not being held to the same standards as landlords. He stated homeowners are putting themselves at risk, whereas landlords are putting others at risk. 10. Mayor Comments Mayor Hamill had no comment 11. Town Manager Comments Mr. Urey had no comment 12.
