Call to Order Paul Hamill, Mayor If you are a visitor to council, we ask you please sign in at the door and turn off all cellular telephones. 2. Approval of Minutes Motion by Councilor Hall, seconded by Councilor Butcher to approve the minutes from the August 8, 2022, regular session meeting. Motion carried 7-0 Page 1 of 4 6. Motion carried 7-0 7. Approval of Department and Staff Reports A. Financials – August 2022 B. Code – August 2022 C. Fire – July 2022 and August 2022 D. Police – August 2022 Motion by Councilor Hall, seconded by Councilor Carr to accept monthly reports as presented. Motion carried 7-0 8. Unfinished Business A. Motion by Councilor Hereford, seconded by Councilor Butcher to adopt Ordinance 1621, setting a non-use aquifer in a designed area of the Town of Greenville. Motion carried 7-0. 9. New Business A. Motion by Councilor Zuschlag, seconded by Councilor Hall to accept the low bid of $112,600.00 from Dore & Associates, Inc. for the 211 and 213 Main Street Demolition Project. Motion carried 7-0. B. Motion by Councilor Hall, seconded by Councilor Carr to accept the low bid of $167,300.00 from Dore & Associates, Inc. for the 173 and 175 Main Street Demolition Project. Motion carried 7-0. C. Motion by Councilor Hall, seconded by Councilor Butcher to accept the low bid of $48,600.00 from Dore & Associates for the 132 Main Street Demolition Project. Motion carried 7-0. D. Motion by Councilor Butcher, seconded by Councilor Carr to appoint Pennsylvania Construction Inspections as BCO for the Town of Greenville. Motion carried 7-0. E. Motion by Councilor Zuschlag, seconded by Councilor Beil to appoint Rosalynn Reagle as Zoning & Code officer for the Town of Greenville. Motion carried 7-0. Page 2 of 4  F. Motion by Councilor Butcher, seconded by Councilor Hall to approve the 2023 Minimum Municipal Obligations (MMO’s) for the pension plans. Motion carried 7-0. G. Motion by Councilor Butcher, seconded by Councilor Carr to accept the resignation of Edward Taczanowsky from the Zoning Hearing Board. Motion carried 7-0. H. Motion by Councilor Hall, seconded by Councilor Beil to advertise for the vacant seat on the Zoning Hearing Board with a term expiring on December 31, 2022. Council held discussions regarding the expiration date of this specific term. Motion carried 7-0 I. Motion by Councilor Hereford, seconded by Councilor Hall to accept the Proposal for Professional Engineering Services from KLH Engineering for the Municipal Building Feasibility Study. Motion carried 7-0. J. Motion by Councilor Butcher, seconded by Councilor Hall to hire David Harris as a Full Time Police Officer with the Greenville Police Department from the Civil Service Commission Certified List. Motion carried 7-0. K. Motion by Councilor Beil, seconded by Councilor Butcher to authorize the Town Manager to apply to the Local Law Enforcement Support Grant Program. Motion carried 7-0. 10. Council Comments Councilor Hereford announced that next week he will be undergoing leg surgery again which will leave him bound to a wheelchair again for three months. He asked for continued support and prayers during this time. Councilor Carr reminded everyone about the upcoming Chamber event, Meet Me on Main Street. It will be Saturday from 10am – 4pm with local vendors and food trucks. Councilor Hall discussed the cost of tearing down the buildings and how this is needed to help and will go a long way towards beautifying the town and is looking forward to seeing what will become ten years from now. Councilor Beil commented as much as it is bad that we have to tear buildings down, we do have to start somewhere. 11. Junior Councilor Comments - spoke regarding the cost of demolition. 12. Mayor Comments - No comment 13. Town Manager Comments – Discussed using the Blight Remediation Grant, including amounts, to cover the expenses of demolition for the three projects. 14.
