MINUTES OF A SPECIAL MEETING
OF THE TOWN OF GREENVILLE COUNCIL
HELD IN COUNCIL CHAMBERS
Monday, November 25, 2024, at 6:30 p.m.
1. Call to Order Paul Hamill, Mayor
If you are a visitor to council, we ask you to please sign in at the door and turn off all

announce that you are recording to notify the public in the room that they are being

Council Consideration
5. New Business
A. Motion by Councilor Butcher, seconded by Councilor Shipley, to accept the recommendation
from the Budget and Finance Committee to adopt the 2025 Airport, General, Sewer, Fire Service
Fee, Storm Water Utility, and Capital Budgets. Motion carried 5-0.
B. Motion by Councilor Butcher, seconded by Councilor Carr-Fisher, to accept the
recommendation from the Budget and Finance Committee to adopt Ordinance 1647, establishing
the 2025 General Purposes Tax Rate (11 mills). A reduction of 1 mill. Motion carried 5-0.
C. Motion by Councilor Butcher, seconded by Councilor Bromley, to accept the recommendation
from the Budget and Finance Committee to adopt Ordinance 1648, establishing the 2025 Special
Purposes Fire Protection Service Tax Rate (3 mills). No change from the 2024 rate. Motion
carried 5-0.
D. Motion by Councilor Shipley, seconded by Councilor Butcher, to accept the recommendation
from the Budget and Finance Committee to adopt Ordinance 1649, establishing the 2025 General
Tax Rate for Indebtedness (9.19 mills). A reduction of 1.39 mills. Motion carried 5-0.
E. Motion by councilor Butcher, seconded by Councilor Carr-Fisher, to accept the recommendation
from the Budget and Finance Committee to adopt Ordinance 1650, establishing the 2025 Earned
Income Tax Rate (2.25% for residents (1.75% for the Town and .5% for the School District) and
1.0% for non-residents). No change from the 2024 rate. Motion carried 5-0.
F. Motion by Councilor Butcher, seconded by Councilor Bromley, to accept the recommendation
from the Budget and Finance Committee to adopt Ordinance 1651, establishing the 2025 Realty
Transfer Rate of 2.0% (1.5% for the Town and .5% for the School District. No change to the
2024 rate. Motion carried 5-0.
G. Motion by Councilor Butcher, seconded by Councilor Carr-Fisher, to accept the
recommendation from the Budget and Finance Committee to adopt Resolution 2024-18, Fee
Schedule. The Sewer Debt Service Fee will increase from $6.93 to $11.81 per EDU. The
retaining wall fee will be removed. Motion carried 5-0.
6. Council Comments
Councilor Bromley thanked Mr. Vanderslice and Mr. Stright for attending the meeting.
Councilor Butcher wished everyone a Happy Thanksgiving and encouraged them to participate in Shop
Small Saturday.
Councilor Carr-Fisher wished everyone a Happy Thanksgiving.

9. Adjournment to Executive Session – Motion by Councilor Shipley, Seconded by Councilor Butcher to
adjourn to Executive Session to discuss a litigation matter at 6:38 pm. Motion carried 5-0
10. Resume Special Session – Motion by Councilor Butcher, seconded by Councilor Carr-Fisher to return
to the special session of council at 7:05 p.m. Motion carried 5-0.
11. Adjournment – Having no other business, Motion by Councilor Butcher, seconded by Councilor Carr-
Fisher to adjourn this special session of council at 7:06 p.m. Motion carried 5-0.
