Town of Greenville Work Session Minutes 12/04/24 www.greenvilleborough.com MINUTES OF A WORK SESSION MEETING OF THE TOWN OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS WEDNESDAY, DECEMBER 4, 2024, at 6:30 p.m. 1. Call to Order Jean Carr-Fisher, Deputy Mayor If you are a visitor to council, we ask you to please sign in at the door and turn off all cellular telephones. The public was reminded that they may be audio or video recorded during the meeting. 2. Invocation: Flag Salute led by Councilor Evan Hereford 4. Public Comments – (3-minute time limit) Residents: Ms. Becky Savchuk, 119 East Avenue, asked if streets were included in the $600,000.00 for road improvements she read about in the paper and strongly recommended North Water Street be Page 1 of 4 Town of Greenville Work Session Minutes 12/04/24 included. She asked how long the alley beside Kathy’s Creation would be closed. She also asked about crosswalk signs. Patick Eaton. 18 Leet Avenue questioned the protocol of getting questions answered and the status of the ally on Clinton Street. Joel Rinella, 424 South Main Street, asked if the council meeting would be broadcast with the recent technological upgrades. Tracy Beil, 6 Ferguson Way, commented on the achievements in town when it comes to growth and milestones. Non-Residents: None 5. Unfinished Business A. Council was advised of the need to appoint _________ (6) seats on the Airport Commission expiring December 31, 2025, from the following list of applicants: Fred Murrin, Dow Lindholm, Gordon Richardson, Richard Feydo, Robert Murrin, and Roderick Paul. There were no deliberations. B. Council was advised of the need to appoint _________ (1) seat on the Civil Service Commission with a term expiring December 31, 2030, from the following list of applicants: John O’Malley and Jennifer Alexander. There were no deliberations. C. Council was advised of the need to appoint _________ (1) seat on the Code Appeals Board with a term ending December 31, 2029, from the following list of applicants: Jennifer Alexander. There were no deliberations. D. Council was advised of the need to appoint ________ (1) seat on the Mercer County Regional Planning Commission with a term ending December 31, 2027. There are no applicants. There were no deliberations. E. Council was advised of the need to appoint ________ (1) seat on the Greenville Planning Commission with a term ending December 31, 2028, from the following list of applicants: Roy (Trey)Wilt. There were no deliberations. F. Council was advised of the need to appoint _________ (1) seat on the Greenville Redevelopment Authority with a term ending December 31, 2029, from the following list of applicants: Martin Johnson. There were no deliberations. G. Council was advised of the need to appoint _________ (1) seat on the Vacancy Board with a term ending December 31, 2025, from the following list of applicants: Frank Vanderslice and Jennifer Alexander. There were no deliberations. H. Council was advised of the need to appoint _________ (1) seat on the Greenville Water Authority with a term ending December 31, 2029, from the following list of applicants: Thomas Strahler. There were no deliberations. I. Council was advised of the need to appoint _________ (1) seat on the Zoning Hearing Board with a term ending December 31, 2027, from the following list of applicants: John O’Malley and Jennifer Page 2 of 4 Town of Greenville Work Session Minutes 12/04/24 Alexander. Deputy Mayor Carr-Fisher advised council that Mr. Joel Rinella submitted a resignation letter for this board with an effective date of 12/31/2024. The agenda for the December 9, 2024, Regular Meeting will reflect two open seats, one expiring December 31, 2026 and one expiring December 31, 2027. There were no other deliberations. J. Council was advised of the need to adopt Ordinance 1646, amending the police pension to waive the member contribution requirement for 2025. Mr. Urey reminded council when the pension is fully funded this option is available. There were no deliberations. 6. New Business A. Council was advised of the recommendation from the Personnel Committee to promote Jeff Savchuk from Part-Time to Full-Time Firefighter in the Greenville Fire Department from the Civil Service Commissions Certified List of Three. There were no deliberations. B. Council was advised of the need to modify the FY 2022 Mercer County Community Block Grant (OBO the Town of Greenville) by transferring $17,000.00 from the Code Enforcement line item 2025 budget to the Demolition/Clearance line item. Code Enforcement ($18.000.00), Demolition/Clearance ($18,000.00), and Housing Rehabilitation ($46,564.00) will remain funded activities. Councilor Butcher asked for clarification. Mr. Urey explained that up to $35,000.00 can be used for Code Office, but for the 2025bidget that was scaled back to $17,000.00, so half of it will be moved to demolition/clearance to be spent by April 2026. There were no other deliberations. C. Council was advised of the proposed 2025 Council Meeting Dates. D. Council was advised of the recommendation from the Budget and Financee committee to authorize the Town Manager to purchase a used fire truck at a cost not to exceed $325,000.00. Councilor Hereford asked which truck we were looking to replace. Mr. Urey said the 2000 HME pumper. Councilor Bromley asked if the truck that was sent out is still available. Mr. Urey said, as of now it is, but they go quickly. He also added we have moved away from considering a new truck because the cost is the range of $600,000 for a pumper and a quint unit is $1.2 million. We have found a used one around 10 years old and can still provide the town with about 15 years of service, so this option is more cost effective. There were no other deliberations. 7. Public Comments – Mr. Joel Rinella, 242 South Main Street, asked for clarification on New Business Item D for the funding source. 8. Council Comments Councilor Hereford thanked the public for attending. Councilor Bromley thanked the public for attending and asked the public for patience with our Street Department over the next few days. We have a young crew that is still learning the routes. Town Manager's Comments – advised council we are down an employee in the street department and two of them have not plowed snow yet. It will take time for them to learn the routes. We have four routes that take 4-5 hours on average to complete. We will do the best we can with sidewalks. 11.
