Town of Greenville Council Minutes 08/25/25 www.greenvilleborough.com MINUTES OF A SPECIAL SESSION OF THE TOWN OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Thursday, August 25, 2025, at 6:30 p.m. 1. Call to Order Paul Hamill, Mayor If you are a visitor to council, we ask you to please sign in at the door and turn off all cellular telephones. If you wish to record the meeting (video or audio), please announce that you are recording to notify the public in the room that they are being recorded. 2. Invocation: Mayor Paul Hamill Flag Salute led by Councilor Chad Bromley 3. Roll Call: Paul Hamill, Mayor Jean Carr, Deputy Mayor Chad Bromley, Councilor Anne Butcher, Councilor Evan Hereford, Councilor Brian Shipley, Councilor Linda Zuschlag, Councilor Jasson W. Urey, Town Manager Solicitor, Douglas, Joseph & Olson Also present: Frank Vanderslice Lisa Hamill Michelle Mueller Joel Rinella – audio recording Gary Mueller Chad Sankey Tracy Beil Joy Peterson Staff: Media: Rosalynn Reagle, Assistant Manager Amy Hollowell, Administrative Assistant 4. Public Comments – (3-minute time limit) Residents: Ms. Joy Peterson, 30 Lebanon Avenue, commented on the improvements made to roads. Non-Residents: Gary Mueller, 701 Vernon Road, commented on fuel tax and paving more roads. Page 1 of 2 Town of Greenville Council Minutes 08/25/25 Council Consideration 5. New Business A. Motion by Councilor Bromley, seconded by Councilor Hereford, to accept the recommendation from the old Street Committee to approve the change order from Youngblood Paving, Inc. of $13,000.00 for additional work needed on Clinton Street for the 2025 Paving Project. Councilor Shipley asked Mr. Urey what the fund balance is for the liquid fuels account. Mr. Urey said with this change order taken out and adding the potential interest for last month, it will be approximately $8,000.00. Councilor Hereford feels this change order should be funded from the storm water fund. Councilor Bromley agreed. Councilor Butcher said the item would need to go before the Sanitary Authority and they do not meet until October. Mayor Hamill reminded the board we are under contract to have the work done and waiting for a Sanitary Authority meeting will put the contractor behind. Councilor Bromley requested the Sanitary Authority reimburse the liquid fuels fund. Councilor Shipley reminded the board of his recommendation to add a contingency amount to the project for issues like this. Mayor Hamill called for the roll call vote. ROLL CALL VOTE: Councilor Bromley – Yes, Councilor Butcher- Yes, Councilor Carr-Fisher – Yes, Mayor Hamill – Yes, Councilor Shipley – Yes, Councilor Zuschlag – Yes. Motion carried 7-0. 6. Council Comments Councilor Bromley is hopeful everyone sees the progress. 7. Mayor Comments – asked if painting the crosswalks was included in the project, noting concern with the recently completed streets between North and South Main Streets. 8. Town Manager Comments – reminded the public this is the second major paving project the borough has done in the last 5-6 years. Approximately $2 million was saved up to use for these projects and we have been able to stretch the liquid fuels funds well. 9. Adjournment - Having no other business, Motion by Councilor Butcher, seconded by Councilor Bromley, to adjourn this session of Council at 6:39 p.m. Motion carried 7-0.
