MINUTES OF A WORK SESSION MEETING
OF THE TOWN OF GREENVILLE COUNCIL
HELD IN COUNCIL CHAMBERS
WEDNESDAY, SEPTEMBER 3, 2025, at 6:30 p.m.
1. Call to Order Paul Hamill, Mayor

during the meeting.

4. Public Comments – (3-minute time limit)
Residents: Mr. Joel Rinella, 424 South Main Street, feels the liquid fuels fund should be reimbursed by
the Sanitary Authority for the most recent street paving change order.

5. Unfinished Business - None
6. New Business
A. Council was advised of the need to adopt Resolution 2025-13, Citizen Participation and Language
Access Plans. There was no deliberation.
B. Council was advised of the need to adopt Resolution 2025-14, making an application for the 2025
CDBG Program. There was no deliberation.
C. Council was advised of the need to adopt Resolution 2025-15, rescinding Resolution 2025-12 and
amending the policy and grievance procedures, Nondiscrimination for programs receiving Federal
Assistance from the U.S. Environmental Protection Agency. Mr. Urey noted that after the adoption
of Resolution 2025-12, he received recommendations for changes, and because this is needed to
receive funding from this agency, he is recommending that the council adopt the changes. There was
no deliberation.
D. Council was advised of the need to accept the resignation of Brandon Mirizio from the Greenville
Redevelopment Authority. Councilor Butcher noted Mr. Mirizio was a tremendous asset to the
authority and she is sad to see him go. There was no deliberation.
E. Council was advised of the need to advertise the open seat on the Greenville Redevelopment
Authority with a term ending December 31, 2028. There was no deliberation.
F. Council was advised of the need to accept the recommendation from the Greenville Volunteer Fire
Company and Relief Association to appoint Shawn Baltodano to the Greenville Volunteer Fire
Company. There was no deliberation.
G. Council was advised of the recommendation from the Personnel Committee to enter into an
employment agreement with Tiffany McJunkin as an Administrative Assistant through January 12,
2026, at an annual salary of $45,000.00 to be prorated for 2025. Councilor Butcher noted Ms.
McJunkin is an excellent candidate. Councilor Carr-Fisher said she was upbeat and knowledgeable.
Councilor Hereford thought her resume was impressive. Councilor Zuschlag questioned the January
12, 2026, end date. Mr. Urey said this is to keep in line with the other administrative staff contracts.
There was no other deliberation.
H. Council was advised of the 2026 Minimum Municipal Obligation (MMO) for the pension plans.
Police $104,454.00, Fire $131,957.00 and Non-Uniform $74,841.00. There was no deliberation.
I. Council was advised of the need to dissolve the Greenville Water Authority upon transfer of
ownership of the assets to Aqua Pennsylvania. Councilor Butcher asked if it was needed after the
transfer. The solicitor answered in the affirmative. There was no other deliberation.
7. Public Comments – (Agenda items only)

Non-Residents: Gary Mueller, 701 Vernon Road, commented on Item G.
8. Council Comments
Councilor Bromley read from the capital plan draft regarding stormwater funds and paving. He also said
he had other comments but would hold them until he was allowed to speak on the 2026 Multi-Year
Capital Plan.
Councilor Shipley noted his comment on the past audits of liquid fuels was a caution and no decision has
not been made yet.

11. Adjournment to Executive Session– This session of council was adjourned to executive session to
discuss a personnel matter at 6:54 p.m.
