Town of Greenville Council Minutes 03/16/26 www.greenvilleborough.com MINUTES OF A SPECIAL SESSION OF THE BOROUGH OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Monday, March 16, 2026, at 6:30 p.m. 1. Call to Order Jean Carr-Fisher, Mayor If you are a visitor to council, we ask you to please sign in at the door and turn off all cellular telephones. If you wish to record the meeting (video or audio), please announce that you are recording to notify the public in the room that they are being recorded. 2. Roll Call: Jean Carr-Fisher, Mayor Brian Shipley, Deputy Mayor - Excused Linda Zuschlag, President Pro Tempor – Via Phone (on speaker) Chad Bromley, Councilor – Excused Anne Butcher, Councilor Joshua Stephens, Councilor Trey Wilt, Councilor Aryiana Knauf, Junior Councilor - Excused Jasson W. Urey, Borough Manager Solicitor, Douglas, Joseph & Olson - Excused Also present: Paul Hamill Greg Butcher Frank Vanderslice Joy Peterson Staff: Media: Amy Hollowell, Assistant Manager Carrie Marsteller, Clerical Assistant 3. Public Comments – (3-minute time limit) Residents: Joy Peterson, Lebanon Ave. Due to the circumstances, this is a difficult position for Mrs. Hollowell to be in, and she hopes interviews for a new town manager will be conducted soon. It is going to be tough to find a qualified candidate willing to come here due to the current hostile environment, getting trust back in place, and providing answers for people. Non-Residents: None. Page 1 of 3 Town of Greenville Council Minutes 03/16/26 4. Motion to Appoint the Following Effective March 26, 2026 A. Acting Borough Manager – Amy Hollowell B. Borough Clerk/Secretary/Treasurer – Amy Hollowell C. Open Records Officer – Amy Hollowell D. Public Safety Director – Amy Hollowell E. Emergency Management Coordinator (EMC) – John Libonati - Motion by Councilor Butcher, Seconded by Councilor Stephens, to make the appointments for the positions listed above (A-E). ROLL CALL VOTE: Councilor Bromley – Excused, Councilor Butcher – Yes, Councilor Shipley – Excused, Councilor Stephens – Yes, Councilor Wilt – Yes, Councilor Zuschlag – Yes, Mayor Carr-Fisher – Yes. Motion carried 5-0 - Councilor Butcher – Mrs. Hollowell is taking on these positions because they must be in place when Mr. Urey leaves his position as Borough Manager. 5. New Business A. Motion by Councilor Butcher, Seconded by Councilor Wilt, to enter into an Employment Agreement with Carrie Marsteller as a Borough Administrative Assistant beginning March 13, 2026, for a 2- year term at a salary of $46,125 to be prorated for 2026 and an annual 2.5% increase on January 1, 2027. ROLL CALL VOTE: Councilor Bromley – Excused, Councilor Butcher – Yes, Councilor Shipley – Excused, Councilor Stephens – Yes, Councilor Wilt – Yes, Councilor Zuschlag – Yes, Mayor Carr-Fisher – Yes. Motion carried 5-0 - Councilor Wilt asked if this was the same wage as budgeted for. Councilor Butcher responded yes. B. Motion by Councilor Butcher, Seconded by Councilor Wilt, to enter into a Supplemental Employment Agreement with Amy Hollowell as the Acting Borough Manager, effective March 26, 2026, at a salary of $77,000 until a Borough Manager is hired, at which time she will return to the January 26, 2026, Employee Agreement as Assistant Borough Manager. ROLL CALL VOTE: Councilor Bromley – Excused, Councilor Butcher – Yes, Councilor Shipley – Excused, Councilor Stephens – Yes, Councilor Wilt – Yes, Councilor Zuschlag – Yes, Mayor Carr-Fisher – Yes. Motion carried 5-0 C. Motion by Councilor Butcher, Seconded by Councilor Wilt, to enter into an agreement with Susan Hockenberry as an Administrative Consultant. ROLL CALL VOTE: Councilor Bromley – Excused, Councilor Butcher – Yes, Councilor Shipley – Excused, Councilor Stephens – Yes, Councilor Wilt – Yes, Councilor Zuschlag – Yes, Mayor Carr-Fisher – Yes. Motion carried 5-0 - Councilor Butcher – Personnel Committee met with Ms. Hockenberry, and she will work with Mrs. Hollowell to fill in any admin gaps and to assist in the search for a borough manager. Ms. Hockenberry has years of experience and will be good for the Borough. Mayor Carr-Fisher stated that Ms. Hockenberry has done this before. She will meet with each council member individually. Councilor Zuschlag thanked the Personnel Committee for its work. Page 2 of 3 Town of Greenville Council Minutes 03/16/26 6. Council Comments - Councilor Butcher – Thank you to Mayor Carr-Fisher and Councilor Shipley for reaching out to Mr. Libonati for the Emergency Management Coordinator. Let Mrs. Hollowell know that council is here to help her. - Councilor Stephens – We will be here to help Mrs. Hollowell during the transition process. - Councilor Wilt – We need to let the residents know we are filling positions and all the exciting things that are coming to the Borough. - Councilor Zuschlag – Thank you to Mrs. Hollowell for stepping up and offering to help her know if she needs it. - Mayor Carr-Fisher – Explained that she called several municipalities to see what they did for an EMC and told her that Mr. Libonati provides that for them. She reached out to Councilor Shipley to contact Mr. Libonati, and he is willing to provide the EMC services for the Borough at no cost. Eventually, Mr. Libonati would like to have an assistant to help in the Borough if needed. She is also excited about working with Susan. Congrats to Amy. “Good luck!” 7. Adjournment - Having no other business, Motion by Councilor Butcher, seconded by Councilor Wilt, to adjourn this session of Council at 6:44 pm. Motion carried 5-0. Respectfully submitted, Jasson W.
