Borough of Greenville Work Session Minutes 04/08/26 www.greenvilleborough.com MINUTES OF A WORK SESSION MEETING OF THE BOROUGH OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS WEDNESDAY, APRIL 8, 2026 AT 6:30 p.m. 1. Call to Order Jean Carr-Fisher, Mayor If you are a visitor to council, we ask you to please sign in at the door and turn off all cellular telephones. The public was reminded they may be audio or video recorded during the meeting. Mrs. Hollowell, Acting Borough Manager, read the following statement: Before we begin, I would like to acknowledge the agenda for tonight’s meeting was posted at 6:00pm on Tuesday evening, but under the Special Meeting category. When the error was found at 6:58pm, the agenda was posted in the Work Session category and remains posted in the Special Meeting category. Because the agenda was posted within the requirement of 24 hours prior to tonight’s meeting, we will proceed as planned. 2. Invocation: Linda Zuschlag, Councilor Flag Salute led by Councilor Trey Wilt 4. Informational: • Tri-County will conduct the first of three leaf collections on Friday, April 24, 2026. Please place leaves in biodegradable bags at the curb on the evening of Thursday, April 23, 2026. The fall leaf collection dates will be Friday, October 23, 2026, and December 18, 2026. • Charter Communications’ Notice of Changes effective April 29, 2026, is in file in the borough office. • The Spring 2026 Mercer County Boroughs Association Meeting/Dinner is hosted by Greenville Borough and will be held Thursday, April 23, 2026, at the Greenville Senior Center. Please RSVP to the office by April 13th. 5. Public Comments – (3-minute time limit) Residents: Becky Savchuk, 119 East Avenue, asked where the money is from the water sale and if it is in a high interest account, she suggested that the interest should be used to alleviate the cost of the storm water fire service fees of $450. Joe Cushman, 56 South Second Street, questioned why Mayor Carr-Fisher will not communicate with him regarding 41 Shenango Street. Solicitor Douglas reiterated to Mr. Cushman that he no longer owns 41 Shenango Street and it is now the property of the Borough. It was also explained to Mr. Cushman that the Borough did extend a grace period for Mr. Cushman to obtain funds through fundraising, but Mr. Cushman was unable to obtain funding. Mr. Cushman wanted an explanation of why Mr. Urey left his position. Mr. Cushman received the explanation that Mr. Urey received a better job opportunity. Joel Rinella, 424 South. Main Street, questioned why the search for a new Borough Manager was not on the agenda as he feels it is the number one priority of the Borough. Mr. Rinella asked what the qualifications and job description for the position would be. Mr. Rinella also stated that the people need to know who is qualified as the Borough needs qualified employees and no more musical chairs when it comes to employee positions. Mr. Rinella stated that having an Acting Borough Manager is not in the home rule charter. Mr. Rinella was corrected by Councilor Shipley by stating the wording in the home rule charter. Non-Residents: None 6. Quarterly Budget Review - Mr. Jasson Urey presented the Budget Review for the first quarter of 2026. Mr. Urey listed a few items that will need to be watched due to unforeseen expenses, rising fuel costs, overtime and employee changes. Overall, the budget is on target to what has been budgeted. Page 2 of 5 Borough of Greenville Work Session Minutes 04/08/26 7. State of the Town Address – Mayor Jean Carr-Fisher will present the annual State of the Town Address as per the Home Rule Charter. The address focused on the support of the administrative staff due to recent changes, building the community up, encouraging others to help and looking forward to making Greenville a successful community. 8. Unfinished Business: A. Council was advised of the recommendation from the Planning Committee to adopt Ordinance 1676, Adopting Zoning and Ordinance Map. There was no deliberation. B. Council was advised of the need to award the low bid of Youngblood Paving to $36,800.46 for Project 2026-02, 293 East Avenue Storm Sewer Project. This project was included in the 2026 Stormwater Fund Budget. There was no deliberation. C. Council was advised of the need to award the low bid of Segall Excavating to $162,000.00 for Project 2026-03, 200-202-204 Main Street Demolition Project. This project is funded by the LSA grant and has no matching requirements. There was no deliberation. D. Council was advised of the need to award the low bid of ______ to _________ for Project 2026-04, 194 Main Street Renovation. This project is funded by the LSA grant and has no matching requirements. There were no bids received. There will be a motion to rebid for project at the regular session council meeting on Monday. There was no deliberation. E. Council was advised of the need to appoint _________ to the Mercer County Metropolitan Planning Organization as an alternative voting delegate. This appointment is to fill the vacancy left by Mr. Jasson Urey and has no term limit. There were no letters of interest received. Councilor Butcher expressed interest in being delegate and will submit a letter of interest to the office. There was no deliberation. F. Council was advised of the need to appoint ________ to the Shenango Valley Enterprise Zone with a term ending June 30, 2028. This is to fill the vacancy left by Mr. Jasson Urey. There were no letters of interest received. Councilor Wilt expressed interest in filling the vacancy. There was no deliberation. 9. New Business: A. Council was advised of the need to advertise for one seat on the Redevelopment Authority with at term ending December 31, 2028. This seat was vacated by Mrs. Robin Douglas. Councilor Butcher said that she was sorry to see Mrs. Douglass vacate the seat. There was no deliberation. B. Council was advised of the need to authorize revising FY2023 CDBG line items by decreasing Code Enforcement by $35,000.00 and increasing Housing Rehabilitation by $35,000.00, making the allocation for Ced Enforcement $0.00 and the allocation for Housing Rehabilitation $38,263.00. Council was advised of the need to authorize revising FY2024 CDBG line items by decreasing Code Enforcement by $35,000.00 and increasing Housing Rehabilitation by $35,000.00, making the allocation for Code Enforcement $0.00 and the allocation for Housing Rehabilitation $80,233.00. There was no deliberation. D. Council was advised of the recommendation from the Street Committee to accept the proposal from Growing Grenville to implement a Pocket Garden Program, starting with 21 South Race Street Parking Lot D. There is no cost to the Borough and Growing Greenville will maintain the pocket garden. Councilor Wilt stated that Growing Greenville is a non-profit organization and will be obtaining funding through grants, the group will do all of the work at the pocket gardens, will be done on Borough property only and they are not asking for any money. Councilor Shipley stated a Resolution will need to be created for this program. There was no deliberation. E. Council was advised of the need to advertise for bids for the demolition of 9 North Front Street parcel 55 509 100, owned by the Borough of Greenville. There was no deliberation. F. Council was advised of the need to advertise for bids for the demolition of 41 Shenango Street parcel 55 510 089 001, owned by the Borough of Greenville. After multiple interruptions from Mr. Cushman, there was no deliberation. G. Council was advised of the need to advertise for bids for the augmentation brickwork to stabilize wall at 206 Main Street. This work will be done in conjunction with the 200-202-204 Main Street Demolition Project. There was no deliberation. H. Council was advised of the request from Carolyn Krachkowski of 55 North Wood Street Parcel 55 500 041 to be assessed entirely in West Salem Township and authorize the Acting Borough Manager to send a letter confirming approval, contingent on Mercer County, West Salem Township and Greenville Area School District approvals. There is a 50/50 change that parcel will remain in the Borough. Councilor Shipley suggested to defer decision until School District takes action as they have more to lose. Solicitor Douglas stated in a letter the borough received wishes to hear within 45 days. Council asked the solicitor to reach out to the school district and table this to a later meeting. There were no other deliberations. I. Council was advised of the need to accept the proposal of $4,800.00 from KU Resources, Inc. to conduct a Phase I Environmental Site Assessment of the Former Trinity North Plant Site. This will be paid for out of the General Fund. Mrs. Hollowell stated this is needed to continue for the EPA/Brownfield Grant. There was no other deliberation. J. Council was advised of the need to adopt Resolution 2026-06, authorizing, empowering and directing the council to appoint a liaison between the Borough and Berkhimer. Mrs. Hollowell noted this is required by Berkheimer and written with Acting/Subsequent Manager on resolution. There was no deliberation. K. Council was advised of the need to adopt Resolution 2026-07, transferring ownership of 132 Main Street 55 510 053, 211 Main Street 55 516 063, and 213 Main Street 55 516 064 from the Page 4 of 5 Borough of Greenville Work Session Minutes 04/08/26 Borough of Greenville to the Redevelopment Authority. Mrs. Hollowell noted this is needed for the deed. There was no deliberation. L. Council was advised of the need to adopt Resolution 2026-08, transferring ownership of the RW Sidley properties directly to the Redevelopment Authority. Parcels 55 518 090, 55 518 097, 55 518 093, 55 518 092, 55 518 091, and 55 518 089. This is needed for the deed. There was no deliberation The agenda was amended to discuss the following two items: M. Council was advised of the need to adopt Resolution 2026-09, Sale of to sell 1993 ladder truck. Councilor Butcher asked for this to be added to the Regular Session agenda. N. Council was advised of the request for a lien waiver for property on Main St. Councilor Shipley would like proposal added for Regular Session agenda. 10. Councilor Comments Councilor Butcher – We are actively looking for a Borough Manager. The process will take time. Councilor Shipley – Commended Lieutenant Brian Albaugh for his great leadership within the Greenville Fire Department and the number of volunteers that have recently came on. Councilor Wilt – The Redevelopment Authority has more properties with great improvement for business growth. 11. Junior Councilor Comments – was excused from meeting. 12. Mayor Comments – Said she feels the Borough can come through the challenges we are currently facing. Working with Ms. Hockenberry, we will do our best and will be better in the end. 13. Acting Borough Manager Comments Provided an update from the Riverside Park group that work on disc golf course expansion should be completed in June. Mrs. Hollowell also asked the public for leniency, patience, understanding and grace while the administrative staff works through daily operations with very few employees during this time of change. 14.
