Public Comments – 3 Minutes time limit Residents: Joel Rinella, 424 South Main Street, read a prepared typed out statement which listed multiple criticisms, accusations and complaints regarding the Borough Council meeting on May 11, 2026. Some of the items listed in his statement included his disgust of Greenville reaching a new low by denying a council member the right to vote due to attending the meeting online, the council members for being complicit with allowing the council member be silenced, Mayor Carr-Fisher for denying the council member their right to vote, minimal advertising to prevent the public from attending the meeting. Mr. Page 1 of 6 Special Session – May 20, 2026 Rinella ended his statement by stating the council members are lucky to have someone like him there to defend their right to vote. Mr. Rinella brought up his dislike of the use of the wording “administratively necessary” on Item I of the agenda. He argues that it is too vague and should not be used. Mrs. Hollowell attempted to address this issue with Mr. Rinella to which he replied, “I am not speaking to you, I am speaking to the council.” Mr. Rinella then suggested council should make a motion on Item I to have a study done. Jasson Urey, 213 Clinton Street, addressed the fact that there was some fault for error at the May 11, 2026, meeting however, he commended the administration and council for their good work and quick response to fixing the error that occurred. Mr. Urey questioned Mr. Rinella regarding his constant complaints and criticism of the administration and council. Non-Residents - None Council Consideration 5. Approval of Minutes Motion by Councilor Butcher, seconded by Councilor Wilt to approve the minutes from April 8, 2026, Work Session Meeting and April 13, 2026, Regular Session Meeting. Unfinished Business A. Motion by Councilor Shipley, seconded by Councilor Butcher to adopt Resolution 2026-11, appointing David Henderson to the vacant council seat with a term ending December 31, 2027, to fill the seat vacated by Chad Bromley. Motion by Councilor Butcher, seconded by Councilor Stephens to appoint John Cascio to the Redevelopment Authority with a term ending December 31, 2028, to fill the seat vacated by Robin Douglas. Motion by Councilor Zuschlag, seconded by Councilor Wilt to appoint Sharp Collections, Inc. as the collector of delinquent Per Capita Taxes for the Borough for the fiscal year July 1, 2026, through June 30, 2027. Motion by Councilor Butcher, seconded by Councilor Wilt to accept the recommendation of the Acting Borough Manager and fill the vacant position in the Public Works Department by hiring Austin Langdon as a Full-Time Public Works Laborer. Motion by Councilor Butcher, seconded by Councilor Wilt to accept the recommendation of the Acting Brough Manager and enter into an employment agreement with Nicole Young as the Borough Clerical Assistant at $15.00 per hour beginning May 11, 2026, for a two-year term with a 2.5% increase for 2027. Motion by Councilor Butcher, seconded by Councilor Wilt to adopt Resolution 2026-12, authorizing the Acting Borough Manager to apply for a Municipal Fire Department Capital Grant in an amount not to exceed $100,000.00 for equipment room upgrades in the Fire Department. Grant application deadline is May 29, 2026. Motion by Councilor Zuschlag, seconded by Councilor Wilt to adopt Resolution 2026-13, authorizing the Acting Borough Manager to apply for an Emergency Service Training Capital Grant in an amount not to exceed $100,000.00 for upgrades to doors, flooring, and lighting in the Fire Department. Motion by Councilor Butcher, seconded by Councilor Shipley to accept the recommendation from the Civil Service Commission and promote Jordan Turner from Part-Time Firefighter to Full-Time Firefighter from the Civil Service Commission’s Certified List of Three. Motion by Councilor Shipley, seconded by Councilor Butcher to authorize Veridian Civil Design to provide surveying and preliminary engineering services for the South High Street to Outfall Storm Sewer Project, not to exceed $22,00.00. Mrs. Hollowell addressed the addition of Item L to the agenda due to the opportunity for CDBG funding and the need for the application to be completed before the July public meeting. If the Borough is awarded this opportunity, it will be little cost to the Borough. Council Comments Councilor Butcher – Addressed the need for the special council meeting and stated that there was no ill will with the voting incident. Council was given incorrect information from the State at a training session, and she stands by her comment. Once the error was caught, immediate action was taken to correct the error. Furthermore, Mrs. Hollowell did advertise the meeting per the guidelines however, Councilor Butcher was sorry that no personal invitations did not go out. Councilor Butcher also addressed the rudeness that has been continuing to happen in the meetings and addressed Mr. Rinella’s rude comments to Mrs. Hollowell earlier in the meeting stating that the rudeness needs to stop. Councilor Buther also mentioned the Memorial Day Parade on Monday, May 25, 2026. Councilor Henderson – Stated that all council members are bonded and addressed that mistakes are going to happen however, council will fix them. Council addressed and fixed their error regarding the May 11, 2026, meeting and they were happy to fix it. Councilor Henderson wants to see people be civil and nice during the meetings. Councilor Stephens – Addressed that the reason for the special meeting revolved around him and that he was not upset about what happened. It was a mistake; he was told in meeting why it happened and the mistake was fixed. Councilor Stephens stated he too was at the training where council was given the incorrect information. Councilor Wilt – Excited to reorganize and move forward Councilor Shipley – Would like to turn down the toxic environment that is happening during the meetings. Civility needs to be shown towards one another, and the accusatory tone does not make matters better. Councilor Zuschlag – Welcome to Dave. 11. Junior Councilor Comments - None 12. Acting Borough Manager Comments - None 13. Mayor Comments - After checking with solicitor and the home rule charter, council addressed and corrected the mistake. They are here to correct the mistakes made. Thank you to Mr. Urey for his comments. Welcome to Councilor Henderson. Enjoy Memorial Day and hoping to fix up Central Park before the Memorial Day Parade. If anyone can help, it would be greatly appreciated.
