Page 1 of 5 Borough of Greenville Work Session Minutes 6/3/26 INFORMATIONAL: • The residents of Eagle Street will be conducting their annual “Fix the Bricks” workday on June 20, 2026. • Main Street will be closed Saturday, June 20, 2026, for the Chamber of Commerce’s “Meet Me on Main” Event. • Main Street will be closed on Saturday, July 4, 2026, for the Heritage Days Super Cruise. • There will be a Public Hearing on July 8, 2026, to make comments on the 2026 CDBG allocations. • The Heritage Days Festival will be held on Saturday, July 11, 2026, with fireworks at dusk. PUBLIC COMMENTS – (3 Minute time limit) Residents: Becky Savchuk, 119 East Avenue, asked what the interest from the sale of the sewer and water authority was going to be used for. Ms. Savchuk suggested that it be used to take some of the burden off of the residents for their storm water and fire service bill. The Solicitor explained to Ms. Savchuk that they are working on a plan for the interest, however, there are complicated issues being that there are two authorities involved and one of them has debt. The money will stay invested until everything can be worked out and approved. Ms. Savchuk asked for a time frame for the alley to be reopened by Kathy’s Creations. The Solicitor addressed this matter by stating it would be inappropriate to make any decisions or statements regarding the completion of this issue due to the many appeals made by Mr. Cushman and waiting for their time in court. The Solicitor is hoping to prevail on July 1, 2026 to get the matter taken care of. Joel Rinella, 424 South Main Street, Mr. Rinella reminded council of his request for an audit at the March work session due to Mr. Urey vacating the Borough Manager position for another job opportunity and the Solicitor stated that an audit was required to be done. The Solicitor said he misinterpreted the rules and corrected his previous statement regarding the audit. The Solicitor addressed Mr. Rinella and stated that an audit does not need to be completed unless Council feels it is needed. He also notified Mr. Rinella that all employees in the administration office who manage any incoming money are bonded. Lastly, he told Mr. Rinella that Council has been exhausted regarding the exit audit. Councilor Butcher stated that Mr. Bailey decided to stay at the Authority and he has done a good job. There was no deliberation. Advise council of the need to appoint _________ to the Shenango Valley Enterprise Zone with a term expiring June 30, 2029. There was no deliberation. • NEW BUSINESS: A. Advise council of the need to adopt the 2027 Budget Preparation Calendar. There was no deliberation. B. Advise council of the need to adopt the 2027 Multi-Year Capital Preparation Calendar. There was no deliberation. PUBLIC COMMENTS (3 Minute time limit – Agenda Items Only) Residents: None Non-Residents: None COUNCILOR COMMENTS Councilor Butcher – Great things are going on in the community. Going through the park, the pickleball courts were full, horseshoe tournament was going on and it is nice to see people out in the community and noticing all the improvements. Councilor Henderson – Not needing an exit audit is a credit to what council and the administration has done. I was on council when the audit was required, it was expensive and a horrible run for the Borough. Council and the administration should be proud of their work and the budget looks great. Councilor Stephens – Fireworks are promptly at 10pm for Heritage Days. There are a couple of new activities that will take place also. Congratulations to the Greenville High School graduates. Councilor Wilt – Pocket Gardens received a $5,000 grant from Aqua. They are looking for help with composting and planting the nine pocket gardens. Information to help is online. Lots of cool stuff and concerts in the park are coming this summer. There is an open seat on the Enterprise Zone. Councilor Shipley – Responded to Mr. Rinella, in reference to your concern about having another audit, please submit any concerns you may have in writing to the Budget & Finance Committee and they will address this with you. Councilor Zuschlag – None JUNIOR COUNCILOR COMMENTS – Excused from meeting. Page 4 of 5 Borough of Greenville Work Session Minutes 6/3/26 MAYOR COMMENTS - Attended the Rotary meeting and gave a speech about the Borough and there were lots of questions. Going to WFMJ to discuss all the positive aspects in Greenville with Matt Stone. It will air on June 4, 2026. ACTING BOROUGH MANAGER COMMENTS - Checking into railroad and hole at railroad crossing. There will be a complete redo at railroad crossing coming this summer. They are waiting for all utilities to be disconnected before proceeding further. The demolition at 200 & 202 Main St. will be starting soon, currently waiting on all utilities to be shut off. ADJOURNMENT - Having no other business, meeting adjourned at 7:04pm.
