Public Comments – 3 Minutes time limit Residents: Joel Rinella, 424 South Main Street, stated he e-mailed items to every council member and the press of his records and details of his concerns regarding the storm water and fire service money, and asked where are the fiscal controls in the Borough, Mr. Rinella gave a deadline of noon on Monday, June 16, 2026, to receive answers or he would utilize the right to know request. Page 1 of 4 Regular Session 6/8/26 Beth Hosek, 60 North Race Street, stated she dropped off calculations at the Borough Office for her storm water fire service fees at her commercial property and has not gotten a response in two weeks. The Solicitor addressed Mrs. Hosek and told her the calculations are done by a third party, and they will be in soon. Mrs. Hosek asked if she would be taken to court for non-payment as per the letter that goes out with the statement due to the dispute and stated that she will pay her fire service bill but is not trying to buy a fire truck. Carol McQueen – 17 Davidson Street, had multiple comments and concerns regarding non-profits and the storm water fire service fees lawsuit that is currently going through the court system. She believes the most recent assessment was lazy & unfair and the storm water fire service fees should be shared with everyone as the town runs on non-profits. Ms. McQueen does not want additional fees slapped on those who help and suggested that the Borough raises taxes, the Solicitor explained that the current court case does not apply to authorities, there are many hearings and does not apply to the Borough at this time, he also stated that the Borough is on top of the issue, we are paying attention to it and working on it, Councilor Wilt told Mrs. McQueen that he would call her to discuss her concerns Non-Residents - None Council Consideration 5. Approval of Minutes Motion by Councilor Zuschlag, seconded by Councilor Wilt to approve the minutes from May 6, 2026, Work Session Meeting, May 11, 2026, Unofficial Meeting and May 20, 2026, Regular Session Meeting. Motion by Councilor Butcher, seconded by Councilor Henderson to appoint _____________ to the Shenango Valley Enterprise Zone for a term expiring June 30, 2029. Due to no candidates, Motion was amended by Councilor Butcher, seconded by Councilor Henderson to table appointment until July. Council Comments Councilor Shipley – Addressing Mr. Rinella, stated he had received the e-mail documents and will review them. The Borough has nothing to hide and that there is no need to make unveiled threats and that constructive dialogue is the best way to have discussions and make progress. Councilor Wilt – Growing Greenville’s Pocket Gardens, last workday was for planting and that mulch is coming to be put down. Looking for volunteers to help with the nine gardens in the community. Workdays are online and Facebook if anyone is interested. Juvenile Characteristics is playing at Riverside Park Amphitheatre on June 18, 2026 and it will be a great show. There is still an open seat on the Shenango Enterprise Zone, if interested please apply. Councilor Stephens – Concerning Mr. Rinella, we need to work together. Councilor Henderson – Due to Ms. McQueen’s hearing deficit, Councilor Henderson walked to her and addressed her concerns, showing her a drawn-out chart to help her understand some of her concerns. Councilor Butcher – Canal Museum is now open on Saturdays & Sundays. Don Achenbach is giving a talk that will be informative and interesting, lots of activities going on in Riverside Park including the reading program and goes up to sixth grade, also Heritage Days and car show are upcoming events this summer to look forward to. 11. Junior Councilor Comments – was not present. 12. Acting Borough Manager Comments - None 13. Mayor Comments - Thank you to Jasson Urey and his son for their work getting the weeding done at Central Park and there is more work to do at Central Park. We are working with Arrow Electric to get the fountain to light up different colors. This will not be a charge to the Borough, and the money will come from the Central Park funding. Thank you to Rick Brown for all of his work. Lastly, a reminder that the fountain at Central Park is not a swimming pool or a splash pad. The fountain is chemically treated and meant for viewing only. 14.
