INFORMATIONAL:
A. There will be a special council meeting on November 28, 2016 at 7:00pm in the Council
Chambers to pass the 2017 budget and tax ordinances.
B. Fall leaf pick up is scheduled for the week of November 28th.
C. Reminder to all residents that obstructions (leaves) of any kind cannot be placed on streets or
sidewalks.
D. The Christmas Parade will be held on December 3rd at 5:30pm.
E. Charter Communications changes in service notification letter is on file at the Borough
office.
F. The Greenville Volunteer Fireman’s Relief Association Compliance Audit for the Period of
January 1, 2013 to December 31, 2015 is on file at the Borough Office.
G. The Greenville Firemen’s Pension Plan Limited Procedures Engagement for the Period of
January 1, 2014 to December 31, 2015 is on file at the Borough Office.

H. The Greenville Non-Uniformed Pension Plan Limited Procedures Engagement for the Period
of January 1, 2014 to December 31, 2015 is on file at the Borough Office.
I. The Greenville Police Pension Plan Limited Procedures Engagement for the Period of
January 1, 2014 to December 31, 2015 is on file at the Borough Office.
J. Mercer County will hold a public hearing to accept comments on the Mercer County 2016
Community Development Block Grant (CDBG) application and a modification of their FY 2014
and FY 2015 (Greenville portion) CDBG programs on Thursday, November 17, 2016, 2:00 PM
at the Mercer County Courthouse Assembly Room, Mercer, PA. This public hearing will be held
jointly with Greenville Borough which intends to modify their FY 2014 CDBG program. In
addition, the county intends to modify their FY 2014 program by transferring funds from the
housing rehabilitation activity to public facility (Greenville senior center) and their FY 2015
program (Greenville portion) by transferring funds from the housing rehabilitation,
demolition/clearance and sidewalk activities to public facility (Greenville senior center).
Greenville Borough intends to modify their FY 2014 program by transferring funds from
housing rehabilitation to public facility (Greenville senior center).

Borough of Greenville for the FY2016 CDBG Program Administration.

I. Discuss motion to advertise Ordinance 1562 establishing the 2017 General Purposes Tax
Rate (24.5 mills).

Protection Services Tax Rate (3 mills).
K. Discuss motion to advertise Ordinance 1564 establishing the 2017 General Tax Rate for
Indebtedness (8.58 mills).
L. Discuss motion to advertise Ordinance 1565 establishing the 2017 Earned Income Tax Rate
(Lowering rates to 1% for residents, 1% for non-residents. Current rates are 1.125% for
resident and 1.046% for non-resident).

expires October 31, 2016.
N. Discuss motion to hire Joshua Carlini as Part-Time Firefighter with the Greenville Fire
Department as of October 26, 2016 from the Civil Service eligibility list.
O. Discuss motion to hire Zachary Pfeifer as Part-Time Firefighter with the Greenville Fire
Department as of October 26, 2016 from the Civil Service eligibility list.
P. Discuss motion to hire Andrew Thompson as Part-Time Police Officer with the
Greenville/West Salem Police Department as of November 2, 2016 from the Civil Service
eligibility list.
Q. Discuss motion to adopt Resolution 2016-13 Sale of 1973 Seagrave Ladder Truck.
R. Discuss motion to accept the recommendation from Borough Manager to purchase 1993
Pierce Ladder Truck in the amount of $50,000.00 from Harmony Fire District.
S. Discuss motion to authorize the Borough Manager to apply for the DEP Growing Greener
Grant for the parking lot at the Senior Center. Matching funds will be provided through in
kind services.

T. Discuss motion to accept the resignation of Dr. Henry Mueller from the Greenville Sanitary
Authority with a term expiring on June 30, 2017.
U. Discuss motion to advertise for the open Greenville Sanitary Authority seat with a term
expiring on June 30, 2017.
V. Discuss motion to advertise the following open board seats which will expire December 31,
2016:
- Greenville/Hempfield Consistency Review Committee (Brian Shipley) – 3 year term
- Greenville Planning Commission (Keith Martin) – 4 year term
