5. Approval of Minutes

Motion by Councilor Hollowell, seconded by Councilor Bailey that the October 10, 2016 regular
session minutes and the October 17, 2016 special session minutes be approved as written. Motion
carried 5-0.
6. Approval of Budget Report
Motion by Councilor Bailey, seconded by Councilor Zuschlag to approve the monthly budget
report. Mr. Urey commented on current month along with the year-to-date figures. Motion
carried 5-0.

Motion by Councilor Hollowell, seconded by Councilor Bailey to pay the bills as presented.
Motion carried 5-0.
8. Approval of Department and Staff Reports

Motion by Councilor Zuschlag, seconded by Councilor Hollowell to accept the monthly reports as
presented. Motion carried 5-0.
9. Mayor Report
Mayor Stephens reported that the Canal Museum has closed for the season and that the Heritage
Days Committee has begun to meet to plan the 10 year anniversary.
10. Council Committee Reports
Councilor Hollowell reported that the Railroad Museum has closed for the season.
Councilor Zuschlag announced the Water Authority met Wednesday and are moving ahead with
contracts associated with the hotel construction in Hempfield Township and have also sold some
timber.
Councilor Bailey reported that this Saturday, November 19th, is the Downtown Showcase event
and is hoping the weather cooperates. The Task Force is anticipating a nice turnout.

11. Unfinished Business
A. Motion by Councilor Bailey, seconded by Councilor Hollowell to appoint Samantha Iliff
to the open council seat with the term expiring on December 31, 2017. Motion carried by
roll call vote as follows: Councilor Hollowell - Yes
Councilor Earle – Yes
Councilor Zuschlag – Yes
Councilor Bailey – Yes
Council President Shipley – Yes
Mayor Stephens administered the Oath of Office with Samantha Iliff and she took her
place at the Council table.
B. Motion by Councilor Zuschlag, seconded by Councilor Bailey to appoint Dow Lindholm
to the open seat on the Greenville Airport Commission board with a term expiring on
December 31, 2016. Motion carried 6-0.
12. New Business
A. Motion by Councilor Hollowell, seconded by Councilor Bailey to accept the Tax
Collector’s report of zero (0) additions to the Per Capita roll and one (1) permanent
exonerations in the amount of $5.00 from the Greenville Tax Office. Motion carried 6-0.
B. Motion by Councilor Zuschlag, seconded by Councilor Hollowell to accept the resignation
of Paul Dart from the Horizon Hospital System Authority with a term expiring on June 30,
2017. Motion carried 6-0.
C. Motion by Councilor Hollowell, seconded by Councilor Zuschlag to advertise for the open
Horizon Hospital System Authority seat with a term expiring on June 30, 2017. Motion
carried 6-0.
D. Motion by Councilor Hollowell, seconded by Councilor Bailey to advertise for the open
Shenango Valley Enterprise Zone seat vacated by Kristy Fox with a term expiring on June
30, 2020. Motion carried 6-0.
E. Motion by Councilor Hollowell, seconded by Councilor Bailey to adopt the Cooperation
Agreement between Mercer County and the Borough of Greenville for the FY2016 CDBG
Program Administration. Motion carried 6-0.
F. Motion by Councilor Hollowell, seconded by Councilor Bailey to adopt Resolution 2016-
10 2016 CDBG Program. Motion carried 6-0.
G. Motion by Councilor Zuschlag, seconded by Councilor Bailey to adopt Resolution 2016-
11 Citizen Participation. Motion carried 6-0.
H. Motion by Councilor Hollowell, seconded by Councilor Zuschlag to adopt Resolution
2016-12 Housing Rehabilitation Guidebook, June 2016. Motion carried 6-0.
I. Motion by Councilor Hollowell, seconded by Councilor Bailey to advertise the 2017
proposed Airport, General, Sewer, and Storm Water Utility budgets. Motion carried 6-0.

J. Motion by Councilor Hollowell, seconded by Councilor Bailey to advertise Ordinance
1562 establishing the 2017 General Purposes Tax Rate (24.5 mills). Motion carried 6-0.
K. Motion by Councilor Hollowell, seconded by Councilor Bailey to advertise Ordinance
1563 establishing the 2017 Special Purposes Fire Protection Services Tax Rate (3 mills).
Motion carried 6-0.
L. Motion by Councilor Hollowell, seconded by Councilor Bailey to advertise Ordinance
1564 establishing the 2017 General Tax Rate for Indebtedness (8.58 mills). Motion
carried 6-0.
M. Motion by Councilor Bailey, seconded by Councilor Hollowell to advertise Ordinance
1565 establishing the 2017 Earned Income Tax Rate (Lowering rates to 1%for residents,
1% for non-residents. Current rates are 1/125% for resident and 1/046% for non-resident).
Motion carried 6-0.
N. Motion by Councilor Bailey, seconded by Councilor Hollowell to renew contract with
Reeves Information Technology, current contract expires October 31, 2016. Motion
carried 6-0.
O. Motion by Councilor Zuschlag, seconded by Councilor Bailey to hire Joshua Carlini as
Part-Time Firefighter with the Greenville Fire Department as of October 26, 2016 from
the Civil Service eligibility list. Motion carried 6-0.
P. Motion by Councilor Hollowell, seconded by Councilor Bailey to hire Zachary Pfeifer as
Part-Time Firefighter with the Greenville Fire Department as of October 26, 2016 from
the Civil Service eligibility list. Motion carried 6-0.
Q. Motion by Councilor Bailey, seconded by Councilor Zuschlag to hire Andrew Thompson
as Part-Time Police officer with the Greenville/West Salem Police Department as of
November 2, 2016 from the Civil Service eligibility list. Motion carried 6-0.
R. Motion by Councilor Hollowell, seconded by Councilor Bailey to adopt Resolution 2016-
13 Sale of 1973 Seagrave Ladder Truck. Motion carried 6-0.
S. Motion by Councilor Hollowell, seconded by Councilor Bailey to accept the
recommendation from the Borough Manager to purchase 1993 Pierce Ladder Truck in the
amount of $50,000.00 from Harmony Fire District. Motion carried 6-0.
T. Motion by Councilor Bailey, seconded by Councilor Hollowell to authorize the Borough
Manager to apply for the DEP Growing Greener Grant for the parking lot at the Senior
Center. Matching funds will be provided through in kind services. Motion carried 6-0.
U. Motion by Councilor Hollowell, seconded by Councilor Bailey to accept the resignation of
Dr. Henry Mueller from the Greenville Sanitary Authority with a term expiring on June
30, 2017. Motion carried 6-0.

V. Motion by Councilor Hollowell, seconded by Councilor Zuschlag to advertise for the open
Greenville Sanitary Authority seat with a term expiring on June 30, 2017. Motion carried
6-0.
W. Motion by Councilor Hollowell, seconded by Councilor Bailey to advertise the following
open board seats which will expire December 31, 2016:
Greenville/Hempfield Consistency Review Committee (Brian Shipley) – 3 year term.
Greenville Planning Commission (Keith Martin) – 4 year term.
Motion carried 6-0.
13. Council Comments
Councilor Hollowell thanked the Street Department for the work in the flower beds and gardens.
Councilor Hollowell announced that the Christmas in Central Park committee has begun to
decorate and are looking for volunteers. They will be in Central Park this Saturday. Councilor
Hollowell also thanked all of the applicants for the open seats and provided a reminder to those
that were not appointed that five Council position will be open in the upcoming election.
Councilor Earle commented that she is encouraged to see multiple people showing interest in the
openings.
Councilor Zuschlag welcomed Councilor Iliff and commented that it was nice to have a choice of
several qualified applicants.
Councilor Bailey welcomed the Cub Scout Pack and provided a reminder about the Downtown
Task Force event. Councilor Bailey also thanked the applicants for their interest and welcomed
Councilor Iliff.
Junior Councilor Amos welcomed Councilor Iliff.
14. Mayor Comments
Mayor Stephens thanked all of the applicants and informed them that there are many ways to get
involved and not to be discouraged.
15. Council President Comments
President Shipley thanked the Cub Scouts for attending and gave a brief explanation of why there
was not much discussion during this session. President Shipley explained that the discussions all
take place during the Work Session so the members can be prepared to take action during the
regular session. President Shipley also acknowledged Mr. Dart and Dr. Mueller for the dedication
and years of service. President Shipley welcomed Councilor Iliff to the board and explained that
it will be both rewarding and challenging. Lastly, President Shipley thanked the other applicants
and encouraged them to stay involved.
16. Borough Manager Comments
Mr. Urey had no comments.

18. Adjournment
Motion by Councilor Hollowell, seconded by Councilor Bailey to adjourn this session of Council
at 7:25pm. Motion carried 6-0.
