Horizon Hospital System Authority Representative PRESENTATION OF 2023 AUDITED FINANCIALS - McGill, Power, Bell, and Associates UNFINISHED BUSINESS: A. Advise Council of the need to adopt Ordinance 1643, amending Chapter 350, Parks and Recreation Areas, to include feeding of wildlife as a prohibited activity. NEW BUSINESS: A. Advise Council of the need to adopt the 2023 Audited Financial Statements. Page 2 of 4 B. Advise Council of the recommendation from the Planning Commission to award the contract for consulting services related to the zoning and subdivision land development ordinance and to enter into a professional services agreement with Mackin Engineers & Consultants. C. Advise Council of the recommendation from the Street/Public Services Committee to enter into an engineering agreement with Rea Engineers & Consultants Inc. to provide engineering service for resealing runway 15-33 at the Greenville Municipal Airport in the amount of $96,565.00. This is covered by the additional grants received by the airport that are covered at 100% reimbursement. D. Advise Council of the recommendation from the Budget and Finance Committee to cover $5,000 of the cost for the installation of a water line in Riverside Park for the Jaycee and Bandstand pavilions. E. Advise Council of the need to appoint a voting delegate to the 2024 PSAB Annual Conference. F. Advise Council of the need to appoint an alternate voting delegate to the 2024 PSAB Annual Conference. G. Advise Council of the recommendation from the Budget and Finance Committee to apply for a Municipal Fire Department Capital Grant of up to $100,000.00 for updates to the fire station. H. Advise Council of the recommendation from the Budget and Finance Committee to appoint Sharp Collections as the agency for the collection of delinquent Per Capita taxes from July 1st, 2024, through June 30th, 2025. I. Advise Council of the recommendation from the Budget and Finance Committee to accept the donation from Hillside Presbyterian Church in the amount of $5,610.00 and split the cost to pave N Smoyer Way from Main Street to Brackin Alley at a total cost of $11,220.00. Funds will be paid from the Liquid Fuels Fund. J. Advise Council of the recommendation from the Budget and Finance Committee to purchase a small tractor with a mowing deck and loader for use in maintaining the outer parks and the Trinity North properties at a cost of $12,183.45. Funds are to be paid from the Capital Fund. K. Advise Council of the recommendation from the Strategic Management Committee to enter into a sales and transfer agreement with Trinity Industries to purchase the parcels listed in Exhibit A of the sales agreement for $1,000.00. L. Advise Council of the need to advertise for the following open board seats, which will expire on June 30, 2024: a. Horizon Hospital System Authority (Mario Marini) – 5-year term b. Greenville Sanitary Authority (Robin Douglas) – 5-year term c. Shenango Valley Enterprise Zone (Brent Ward) – 3-year term Page 3 of 4  M. Advise Council of the request from Councilor Bromley to allow open containers on Main Street between Water Street and College Avenue on July 6th from 12:00 pm to 5:00 pm. N. Advise Council of the request to support Penn-Northwest in retaining a consultant to study traffic along the Main Street corridor. The Town will commit $25,000.00 in funds for the study, and Penn NorthWest will provide $25,000. O. Advise Council of the request to advertise an RFP for a consultant to assist with implementing STMP grant initiatives. P. Advise Council of the request to retain Cohen Law Group to assist with the cable franchise renewal process at a cost of $7,900.00. Q. Advise Council of the request by the Borough Engineer to approve change orders 1 ($8,469.00) and 2R ($9,529.00) for the Lebanon Avenue Bridge repair submitted by Mar- Allen. R. Advise Council of the request to advertise Ordinance 1644 authorizing debt to be incurred by way of a General Obligation Note in the amount not to exceed $797,674.00 through PENNVEST for the N.
