Call to Order Jean Carr-Fisher, Deputy Mayor If you are a visitor to council, we ask you to please sign in at the door and turn off all cellular telephones. The public was reminded they may be audio or video recorded during the meeting. 2. Public Comments – (3-minute time limit) Residents: Mr. Patrick Eaton, 124 North Second Street, questioned handicap parking. Page 1 of 3 Town of Greenville Work Session Minutes 06/04/25 Ms. Ellen Pardee, 34 North Third Street, asked for police patrols on the trail after a neighbor’s recent experience. Ms. Jen Cornell, 32 Ohl Street, commented on the fence at the Ohl Street bridge. Ms. Joy Peterson, 30 Lebanon Avenue, inquired on the sewer line at the former Trinity property, garbage and grass violations. Mr. Joel Rinella, 424 South Main Street, commented on last month’s committee reassignments. Non-Residents: None 5. Unfinished Business A. Council was advised of the need to award the highest bid of $101.00 per acre to Horizon Acres for leasing the Airport land for agricultural use (approximately 60 acres). Councilor Butcher asked if this was the same group as in the last lease, with Mr. Urey answering yes. There was no deliberation. B. Council was advised of the need to appoint _______ to the Horizon Hospital System Authority for a 5-year term, expiring on June 30, 2030. The only letter of intent received was from Mr. Earl Palmiter, Jr. There was no deliberation. C. Council was advised of the need to appoint _______ to the Horizon Hospital System Authority for a 5-year term, expiring on June 30, 2030. No letters of intent were received. There was no deliberation. D. Council was advised of the need to appoint _______ to the Greenville Sanitary Authority for a 5-year term, expiring on June 30, 2030. The only letter of intent received was from Anne Butcher. There was no deliberation. E. Council was advised of the need to appoint _______ to the Shenango Valley Enterprise Zone for a 3-year term, expiring on June 30, 2038. The only letter of intent received was from Jasson Urey. There were no deliberations. F. Council was advised of the need to advertise Ordinance 1661, amending repair requirements for street cuts. Councilor Butcher asked if National Fuel came back with any feedback. Mr. Urey said we have not received feedback. Councilor Butcher questioned the big deal they made about the proposed changes last month. There was no deliberation. 6. New Business A. Council was advised of the need to advertise Ordinance 1662, authorizing the filing of Articles of Taking for the Green-Light-Go project at Main Street and Columbia Avenue. Deer Park Realty Co., LLC – parcel number 55 520 035 – 335 Main Street. Mr. Urey explained that there has not been a response from Deer Park Realty Co. LLC. Councilor Butcher asked what the plan is if they do not get back to us. Attorney Douglas stated that this was eminent domain for the easement. Council was advised of the need to retain KLH Engineers to do a topographical survey and deed research for the former Trinity North Site at a cost of $15,000.00. Councilor Butcher asked for clarification. Solicitor Douglas noted that a railway rights-of-way search is not part of a title search. There was no deliberation. C. Council was advised of the need to adopt the 2026 Budget Preparation Calendar. There was no deliberation. D. Council was advised of the need to adopt the 2026 Multi-Year Capital Plan Preparation Calendar. There was no deliberation. 7. Public Comments – Mr. Joel Rinella, 424 South Main Street, suggested the Rite-Aid building as a possible location for the municipal offices. Ms. Joy Peterson, 20 Lebanon Avenue, commented on unmaintained properties (grass), asking for a policy to require maintenance. Mr. Patrick Eaton, 124 North Second Street, asked why the borough does not go after properties in foreclosure. Ms. Ellen Pardee, 34 North Third Street, asked for clarification on Unfinished Business Item A. 8. Council Comments Councilor Bromley thanked everyone for coming. He stated he has received code violations in the past and corrected them and did not end up in court. He recommended taking pride in your property and not the attack mentality. Make the repairs, stating we will have terrible looking community if these things are ignored. He also thanked Mrs. Reagle and Mrs. Hollowell for weeding the flower beds on Main Street today. Councilor Carr-Fisher thanked Mr. Rinella and another volunteer for assisting with the weeding in Central Park so mulch could be placed before Memorial Day Parade. 9. Mayor's Comments – Excused 10.
