Motion carried 7-0. 8. Unfinished Business A. Motion by Councilor Carr-Fisher, seconded by Councilor Zuschlag, to award the highest bid of $101.00 per acre to Horizon Acres for leasing the airport land for agricultural use (approximately 60 acres). ROLL CALL VOTE: Councilor Butcher – Yes, Councilor Bromley – Yes, Councilor Hereford – Yes, Councilor Shipley – Yes, Councilor Zuschlag – Yes, Councilor Carr-Fisher – Yes, Mayor Hamill – Yes. Motion by Councilor Butcher, seconded by Councilor Hereford, to appoint Mr. Earl Palmiter, Jr., to the Horizon Hospital System Authority for a 5-year term, expiring June 30, 2030. ROLL CALL VOTE: Councilor Butcher – Yes, Councilor Bromley – Yes, Councilor Hereford – Yes, Councilor Shipley – Yes, Councilor Zuschlag – Yes, Councilor Carr-Fisher – Yes, Mayor Hamill – Yes. Motion carried 7-0. C. The appointment of ______ to the Horizon Hospital System Authority for a 5-year term, expiring June 30, 2030. No letter of interest was received. Council took no action upon this item. D. Motion by Councilor Hereford, seconded by Councilor Shipley, to appoint Mrs. Anne Butcher to the Greenville Sanitary Authority System for a 5-year term, expiring June 30, 2025. Councilor Zuschlag asked how long the board would continue to meet, having sold the sewer system. ROLL CALL VOTE: Councilor Butcher – abstained from voting, stating she did not feel comfortable voting to appoint herself to a committee – see Attachment A, Councilor Bromley – Yes, Councilor Hereford – Yes, Councilor Shipley – Yes, Councilor Zuschlag – Yes, Councilor Carr-Fisher – Yes, Mayor Hamill – Yes. Motion carried 6-0. See Exhibit A for Councilor Butcher’s reason for abstaining from voting. E. Motion by Councilor by Councilor Butcher, seconded by Councilor Shipley to appoint Mr. Jasson Urey to the Shenango Valley Enterprise Zone for a 3-year term, expiring June 30, 2028. Motion carried 7-0. F. Motion by Councilor Butcher, seconded by Councilor Zuschlag, to advertise Ordinance 1661, amending repair requirements for street cuts. Councilor Bromley and Councilor Butcher commented on the lack of feedback from National Fuel after sending so many representatives to last month’s meeting. Motion carried 7-0. G. Motion by Councilor Hereford, Councilor Shipley to adopt Resolution 2025-10, Fee Schedule. Motion by Councilor Butcher, seconded by Councilor Hereford, to advertise Ordinance 1662, authorizing the filing of Articles of Taking for the Green-Light-Go project at Main Street and Columbia Avenue. Deer Park Realty Co, LLC – parcel number 55 520 035 – 335 Main Street. Mr. Urey reminded council this was to place a control box at the corner of the property. ROLL CALL VOTE: Councilor Butcher – Yes, Councilor Bromley – Yes, Councilor Hereford – Yes, Councilor Shipley – Yes, Councilor Zuschlag – Yes, Councilor Carr-Fisher – Yes, Mayor Hamill – Yes. Motion carried 7-0. B. Motion by Councilor butcher, seconded by Councilor Zuschlag, to retain KLH Engineers to do a topographical survey and deed research for the former Trinity North Site at a cost of $15,000.00. Motion carried 7-0. C. Motion by Councilor Shipley, seconded by Councilor Butcher to adopt the 2026 Budget Preparation Calendar. Motion carried 7-0. D. Motion by Councilor Shipley, seconded by Councilor Butcher to adopt the 2026 Multi-Year Capital Preparation Calendar. Motion carried 7-0. E. Motion by Councilor Bromley, seconded by Councilor Butcher to appoint Abigail Rottman to the Greenville Volunteer Fire Company. Motion carried 7-0. 10. Council Comments Councilor Hereford said Councilors Carr-Fisher, Bromley, and himself worked hard for seven months to put together the best possible paving program utilizing the funds available and allowing an emergency cushion, should a problem arise. As to the Property Maintenance Observation letter, he explained it was just an observation, and he is sorry Ms. Peterson took offense to it. Councilor Bromley reminded the public that Property Maintenance Observations must be a blanket of the entire area for litigation purposes, stating when he receives them, he does not take it personally because sometimes they are things he has not noticed wrong with his property. He also questioned the need for an item yet to be discussed by the street committee. He feels it is too much to pay for something that he, Councilor Carr-Fisher and Councilor Hereford did themselves for free. Councilor Butcher mentioned community driven programs for housing redevelopment in Crawford County. She also noted PENNVEST will only cover half of the trenching for the storm water project on Lebanon Avenue, and we are looking for additional funding sources. Page 4 of 5 Town of Greenville Council Minutes 06/09/25 Councilor Shipley noted according to the Home Rule Charter, the mayor has the authority to appoint members to committees. The Administrative Code states Council “may”. According to the Home Rule Charter, the mayor is the prevailing officer. Councilor Carr-Fisher feels we should be glad as a council that people keep an eye on what is going on. Just because we can, doesn’t mean we should. She said council has a divide and might not be able to come back. 13. Mayor Comment – Mayor Hamill thanked the public for their comments. 14. Town Manager Comments – Mr. Urey notified council he drove around to look at the complaint of garbage bins left in the street by Tri-County last week. He said he addressed this with the Tri-County foreman, and he will correct it. He advised he has a meeting this week with a program called Heart and Soul. This group assists with locating funds for community driven projects, much like the ones Councilor Butcher referenced. 15.
