VILLAGE OF GREENWICH – STATE OF OHIO Administration Offices: 45 Main Street. Greenwich, Ohio 44837 (419) 752-2441 April 5, 2016 Called to order at 7:00 PM. Moment of silence Pledge Council met in regular session with following members present: Phillips, King, Wilson, Shoemaker, Bovia, Chief Dorsey, Mayor Wes Sallee, Clerk Betty Inmon, and Zoning Inspector Inmon, Solicitor Palmer. (Norwalk Reflector and Shopper’s Helper) Shoemaker move to accept the minutes of March 15, 2016 (with corrections), Wilson seconded; Vote as follows: King Yes, Wilson Yes, Phillips Yes, Shoemaker Yes, Bovia Yes Phillips moved to pay bills in the amount of $166,334.98, Bovia seconded; Vote as follows: King Yes, Wilson Yes, Phillips Yes, Shoemaker Yes, Bovia Yes Visitors: Carol Knapp from HCDC will be holding a “Business Appreciation” Week with Admin. Virgil Giles, Council Members Lynn Phillips and Jerry Shoemaker plus several other people. They will visit with 31 businesses throughout the village to let them know how we appreciate their business in our village. Carol will attend May 17th meeting for feedback. Gayle Bovia and Erica Stevens from GIG discussed upcoming projects. Farmer’s Market, Gun raffle, and Village Cleanup are just a few projects they discussed. Proceeds from gun raffle will be used evidently help put up a Wall of Honor for Service Members which would be placed at Memorial in Park. Erica suggested that the new age of technology is allowing people to purchase items from Garage Sales on line and people need to find safe public places to make transactions such as in front of police station or place of business such as in front of Dollar Store. The more technology the less safe our world is. Mike Etzler would like council to reopen Ordinance 2010-02 and see if certain changes can be made dealing with bow and arrows. Further discussion is required by council. Bovia referred to this as Pandora’s Box and would cause unwanted problems. Clerk: N/A Committee Mtgs. Seasonal employees will be starting this next week. Zoning Inspector: Inmon turned in two building permits and discussed complaints from residents about semi-trucks on side streets; this will be discussed further in Zoning Committee meeting April 11, 2016. Solicitor’s Report: Palmer reported that Municipal Collection will be collecting the $100 from Opto-Traffic fines; Lloyd has asked Solicitor to update concession stand lease. Mayor’s Report: Easter egg hunt at Library was success; will start working on Current Expense for General Fund Levy. Wilson move to have second of Resolution 2016-R-04 by title only, King second. Vote as follows: King Yes, Wilson Yes, Phillips Yes, Shoemaker Yes, , Bovia Yes A RESOLUTION AUTHORIZING THE VILLAGE ADMINISTRATOR TO ENTER INTO A CONTRACT FOR 2016 ENGINEERING SERVICES. Bovia move to have second reading of Resolution 2016-R-05 by title only, Phillips second. Vote as follows: King Yes, Wilson Yes, Phillips Yes, Shoemaker Yes, Bovia Yes A RESOLUTION AUTHORIZING THE VILLAGE ENGINEER TO COMPLETE AN APPLICATION FOR THE 2016 FISCAL YEAR HURON COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT. Wilson move to have first reading Resolution 2016-R-06 by title only, Shoemaker second. Vote as follows: King Yes, Wilson Yes, Phillips Yes, Shoemaker Yes, Bovia Yes A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A COLLECTION SERVICES AGREEMENT FOR THE COLLECTION OF UNPAID CIVIL PENALITIES FOR AUTOMATED SPEED VIOLATIONS. Bovia move to have second reading of Ordinance 2016-03 by title only, Wilson second. Vote as follows: King Yes, Wilson Yes, Phillips Yes, Shoemaker Yes, Bovia Yes AN ORDINANCE OF THE COUNCIL OF THE VILLAGE OF GREENWICH, OHIO ADJUSTING THE BASE WAGE AND CERTAIN BENEFITS OF VILLAGE EMPLOYEES PURSUANT TO RC 731.13 New Business: Wilson move to have first reading of Ordinance 2016-04 by title only, Phillips second.
