VILLAGE OF GREENWICH – STATE OF OHIO Administration Offices: 45 Main Street. Greenwich, Ohio 44837 (419) 752-2441 April 19, 2016 Called to order at 7:00 PM. Moment of silence Pledge Council met in regular session with following members present: Phillips, King, Wilson, Shoemaker, Bovia, Lloyd, Officer Lenmeyer, Mayor Wes Sallee, Clerk Betty Inmon, and Zoning Inspector Inmon, Solicitor Palmer. (Norwalk Reflector and Shopper’s Helper) Shoemaker move to accept the minutes April 5, 2016, Phillips seconded; Vote as follows: King Yes, Wilson Yes, Phillips Yes, Shoemaker Yes, Bovia Yes, Lloyd Abstain Lloyd moved to pay bills in the amount of $133,028.88, Wilson seconded; Vote as follows: King Yes, Wilson Yes, Phillips Yes, Shoemaker Yes, Bovia Yes, Lloyd Yes Visitors: Mike Etzler would like council to reopen Ordinance 2010-02 and see if certain changes can be made dealing with bow and arrows. Further discussion is required by council. Mike and Mary Barr wanted to watch council in session. Paul Dolce was introduced as possible new hearing officer for village. Clerk: All council members to have social security taken from checks instead of OPERS because of being paid per meeting. Committee Mtgs. Fireboard 5/2 7:00 PM Ambulance 5/9 7:00 PM Records Committee 5/03 6:30 PM Park Committee 5/17 6:00 PM Cemetery 5/3 6:00 PM Administrator: Touched base on several topics, Septic Tank inspections are to be complete by 12/31/2016, Chip and Seal will take place and discussed possible spring or fall trash pickup. Police Chief’s Report: Lemmeyer filling in for chief; certified letters were sent to residents for excessive junk around home, Police Department participated in mock prom accident. Zoning Inspector: Lots of calls for information and wrote one permit for zoning @$50.00. Solicitor’s Report: Introduced Paul Dolce as possible hearing officer. Mayor’s Report: Village cleanup will take place rain or shine on May 30th from 9-12am; SC band will be selling American Flags to residents that will be erected on flag holidays, such as Flag Day, Veterans Day, and 4th of July. Mayor is still working to implement training forms for village employees who would like to attend classes or specialty school. Lloyd move to adopt Resolution 2016-R-06, Phillips second. Vote as follows: King Yes, Wilson Yes, Phillips Yes, Shoemaker NO, Bovia Yes AN ORDINANCE OF THE COUNCIL OF THE VILLAGE OF GREENWICH, OHIO ADJUSTING THE BASE WAGE AND CERTAIN BENEFITS OF VILLAGE EMPLOYEES PURSUANT TO RC 731.13 Lloyd moved to adopt Ordinance 2016-03, Bovia second. Greenwich, Ohio 44837 (419) 752-2441 for trash pickup. Census around council is to shoot for late May or June. Mayor listened to census of council on the matter of Mike Etzler’s request. Council feels that this would lead to opening up Pandora’s Box and census was to keep as written. Lloyd move to have first reading of Resolution 2016-R-07 by title only, Shoemaker second. Vote as follows: King Yes, Wilson Yes, Phillips Yes, Shoemaker Yes, Bovia Yes, Lloyd Yes A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO CONTRACT FOR A HEARING OFFICER TO ADMINISTRATIVE APPEALS OF LIABILITY IN THE AUTOMATED SPEED ENDORECEMENT PROGRAM AS REQUIRED BY GREENWICH CODE 434.10 AND DECLARING AN EMERGENCY. Wilson moved to waive the second and third reading of Resolution 2016-R-07, Phillips second.
