VILLAGE OF GREENWICH – STATE OF OHIO Administration Offices: 45 Main Street. Greenwich, Ohio 44837 (419) 752-2441 May 3, 2016 Called to order at 7:00 PM. Moment of silence Pledge Council met in regular session with following members present: Phillips, King, Wilson, Shoemaker, Bovia, Lloyd, Chief Dorsey, Mayor Wes Sallee, Clerk Betty Inmon, Zoning Inspector Inmon, Solicitor Palmer and Village Administrator Virgil Giles, (Shopper’s Helper) Lloyd move to accept the minutes April 19, 2016, Shoemaker seconded; Vote as follows: King Yes, Wilson Yes, Phillips Yes, Shoemaker Yes, Bovia Yes, Lloyd Yes Wilson moved to pay bills in the amount of $17,292.59, Phillips seconded; Vote as follows: King Yes, Wilson Yes, Phillips Yes, Shoemaker Yes, Bovia Yes, Lloyd Yes Visitors: Gayle Bovia updated council on the village trash pickup that took place over the weekend with 17 people helping out. Council Person Phillips not only showed up to help but donated large trash bags. After Gayle talked about the difference between trash collected last year and this year, Chief let council know that he had someone picking up trash for community service. Clerk: N/A Committee Mtgs. Fireboard 6/6 7:00 PM Ambulance 6/13 7:00 PM Records Committee 11/1 6:30 PM Park Committee 5/17 6:00 PM Cemetery 6/14 6:00 PM Police 5/17 5:30 PM Administrator: Touched base on several topics, flushing of fire hydrants taking place 5/26; Senior Dr. received partial depth repairs; replacing pavilion #2 will be pay first reimbursement later, which $20,000 from General under land and buildings will help with cost. Police Chief’s Report: Spring seems to bring in traffic problems with controlling their speed. Several have been clocked at 50 plus on Townsend St. and downtown area. Jacy Smith received certificate for being tasered during police class. Zoning Inspector: Lots of calls for information and wrote one permit for building @$150.00. Solicitor’s Report: N/A Mayor’s Report: Dumpsters will be brought in and placed at same location as last year for any trash removal from residents. Vote as follows: King Yes, Wilson Yes, Phillips Yes, Shoemaker Yes, Bovia Yes, Lloyd NO Wilson moved to have third reading of Ordinance 2015-06, Phillips second. Vote as follows: King Yes, Wilson Yes, Phillips Yes, Shoemaker Yes, Bovia Yes, Lloyd No Wilson moved to adopt Ordinance 2015-06, Philips second. Vote as follows: King Yes, Wilson Yes, Phillips Yes, Shoemaker Yes, Bovia NO, Lloyd NO Wilson move to have second reading of Resolution 2016-R-08 by title only, Lloyd second. Vote as follows: King Yes, Wilson Yes, Phillips Yes, Shoemaker Yes, Bovia Yes, Lloyd Yes A RESOLUTION AUTHORIZING THE CHIEF EXECUTIVE TO ENTER INTO WRITTEN AGREEMENT EXTABLISHING A COUNTYWIDE EMERGENCY MANAGEMENT AGENCY AND FOR EMERGENCY MANAGEMENT SERVICES; AND SELECTING A REPRESENTATIVE TO THE COUNTYWIDE ADVISORY GROUP. New Business: Chief would like executive session. Wilson move to go into executive session to discuss Personnel Issues, Phillips second.
