Called to order at 7:00 PM.

Council met in regular session with following members present: Phillips, King, Wilson,
Shoemaker, Bovia, Lloyd, Chief Dorsey, Mayor Wes Sallee, Clerk Betty Inmon, Zoning
Inspector Inmon, Solicitor Steve Palmer.
Lloyd move to accept the minutes July 19, 2016, Wilson seconded; Vote as follows:

Shoemaker moved to pay bills in the amount of $185,505.24, Phillip’s seconded; Vote as
follows: Wilson Yes, Phillips Yes, Shoemaker Yes, Bovia Yes, Lloyd Yes
Visitors: Gene Barre, L.K. June, and Cole Shepherd were on hand to discuss the sewer
separation project. Mr. Barre discussed the fact that when they had bought land to build
they were told that septic tanks did not have to be added. Mr. Barre also stated that EPA
was not the problem but the village ordinance/resolution requiring all residents to have
septic tanks.

Administrator: Stated the last communication to water plant from wells was Friday 29th due
to lost power through Frontier. This caused 2 employees to work during weekend to keep
water flowing to residents. Connection was repaired Monday 1st.
Police Chief’s Report: Chief gave report during Police Committee.
Zoning Inspector: Residents are not following Zoning rules for pools and out buildings.
Solicitor’s Report: N/A
Mayor’s Report: Wants to encourage residents to call 811 – Call before You Dig. Their
mission is to prevent damage to member facilities and promote public safety. This may
prevent you from spending money to repair the problems you created.

A RESOLUTION AUTHORIZING THE MAYOR TO FILL AND APPOINT THE POSITION
OF “POLICE OFFICER/PATROLMAN” WITHIN THE GREENWICH POLICE
DEPARTMENT SUBJECT TO CONSURRENCE, FINAL APPOINTMENT AND
CONFIRMATION BY THE LEGISLATIVE AUTHORITY.

Yes.
Wilson move to have first reading of Resolution 2016-R-16 by title only, Phillips second.
A RESOLUTION AUTHORIZING AND DIRECTING THE VILLAGE ADMINISTRATOR
TO PREPARE AND SUBMIT AND APPLICATION TO PARTICIPATE IN THE 2016 OHIO
PUBLIC WORKS COMMISSION (OPWC) STATE CAPITAL IMPROVEMENT AND /OR
LOCAL TRANSPORTATION IMPROVEMENT PROGRAM(S), AND TO EXECUTE
NECESSARY CONTRACTS AND DECLARING AN EMERGENGY.
Shoemaker move to waive second and third reading of Resolution 2016-R-16; Bovia
