Council met in regular session with additional members present: Police Chief Steve Dorsey, Administrator Virgil Giles, Mayor Wes Sallee, Utility Billing Clerk/Tax Admin Jennifer Meyer, and Zoning Inspector Cles Inmon. Absence: Council Clerk, Betty Inmon and Solicitor, Attorney Palmer. Mr. Lloyd Move to excuse Council Clerk, Betty Inmon and Solicitor Steve Palmer from this Council meeting with Mr. Wilson seconding. Clerks Report: Ms. Meyer stated on behalf of Betty Inmon that the reason why the bills were so high this time is due to the AMP invoice and the purchase of the Hydrovac. Interview Records Committee 05/02 @ 6:30 PM Committee Reports: N/A Reports to Council: Administrator’s Report: Administrator Giles handed out information to council concerning the rates for the PCA charges and went over the calculations and possible future costs of those charges. Greenwich, Ohio 44837 (419) 752-2441 Police Chief’s Report: Chief Dorsey stated that within the month the department has been called out to 4 domestic violence cases and that they seem to be picking up, possibly due to the holidays. Chief Dorsey stated that the police records, that are on the Villages web site, are up to date and asked council members to go to the site they could see the reports that were taken, even up to today’s date. The Christmas Parade went fine there was a smaller domestic dispute during the parade but the police department was able to calm the down and they went on their way. The Christmas tree lighting was nice and the Chief would like to thank the Greenwich Improvement Group for doing such a great job and for the free food and drinks. Zoning Inspector: Inspector Inmon stated that zoning was going really good and wanted to thank the Chief for a great job during the parade and during the tree lighting. Greenwich Improvement Group went through 216 Hot dogs. Mr. Bovia stated that there was 5 Gallons of Hot Chocolate along with chili on the side for the hot dogs. Solicitor’s Report: N/A Mayor’s Report: Mayor Sallee wanted to give a big thank you to the Friends of the Library and the Greenwich Improvement Group. The parade was a good turn out and a lot of family’s came, so many that you couldn’t get into the fire station. Council Discussion: (1.) Mr. Bovia stated that the Utility guys did a super job on the tree when putting it up and by decorating it. He wanted to say thank you! Mr. Giles stated he would let them know that. (2.) Mrs. Phillips stated that there will be a discussion at the fire board meeting to change the date and time of siren testing (3.) Mayor Sallee briefly went over Ordinance #618.15 and #618.15 subsection (B) to the concerns of some residents keeping or having, within village limits, certain animals that are against the ordinance. Stating: no person shall own, keep, harbor or otherwise have control of any of the following animals at any premises, any property (public or private), horses, cattle, swine, poultry (including: chickens and roosters) sheep and goats. The list is quite long but owning horses prior to May 1, 2011 can continue to house them within Village corporation limits. Mrs. Phillips stated that there are possibly 10 roosters tied up to a clothes line at a residents home, Mayor Sallee stated that the Chief Dorsey will take care of that. Mr. Inmon asked about all of the trash that is located at another resident’s home, Mayor Sallee stated that the Police Chief will take care of that as well. Mr. Inmon also asked about the 3 Semi tractors located at a residents home, Mayor Sallee stated Mr. Palmer is working on a new ordinance for semi-truck parking, and Mr. Inmon stated that a new camper has been parked behind the grocery store as well, Chief Dorsey stated that he will take care of that as well. 2|Page Wesley Sallee Mayor  VILLAGE OF GREENWICH – STATE OF OHIO Administration Offices: 45 Main Street. TEMPORARY APPROPRIATIONS MEASURE RC 5705.38 (A RESOLUTION POSTPONING THE ANNUAL APPROPRATIONS MEASURE AND PROVIDING FOR TEMPORARY APPROPRIATIONS FOR MEETING ORDINARY EXPENSES AS PROVIDED BY OHIO REVISED CODE SECTION 5705.38 AND DECLARING AN EMERGENCY) Vote as follows: Shoemaker Yes, Lloyd Yes, Wilson Yes, King Yes, Phillips Yes, and Bovia Yes.
