Wilson Yes, Phillips Yes Absence: Clerk Betty Inmon Council met in regular session with additional members present: Mayor Wesley Sallee, Police Chief Steve Dorsey, Zoning Inspector Cles Inmon, and Utility Billing Jennifer Meyer, Lloyd moved to amend Resolution 2018-R-15. Changing the words Resolution to Ordinance and change Resolution number 2018-R-15 to Ordinance number 2018-13. T. Wilson Seconded. Vote as followed: Lloyd Yes, King Yes, Shoemaker Yes, R. Vote as followed: R. Wilson Yes, T. Wilson Yes, Lloyd Yes, King Yes, Shoemaker Yes, Phillips Yes Visitor’s Addressing Council: Gayle Bovia of G.I.G., Fire Chief Dave Seidel, Steve Back, Fire Dept. Jason Weaver, Fire Dept. Steve Smith, Fire Dept. Mark Evans, Fire Dept. Seth Fishbaugh, Fire Dept. and Charles Seidel, Fire Dept. Mrs. Bovia updated council about the pavers and bench sales that are still available for purchase and forms are available in many locations including the Village office. Mrs. Bovia would like to make a proposal to council to purchase a bench on behalf of the Village. There is 5 benches being placed back in the park, one each representing each branch of the service. Fire Chief Seidel wanted to express his concerns on the proposed ordinance that is up on the addenda this evening. He feels that alcohol related accidents and incidents will increase and he is there to ask council to reconsider this ordinance. Steve Smith of the fire department had questions on where the idea had come from, response from Councilman Lloyd was that residents had inquired about it no just pertaining to the actual festival itself and Councilman R. Wilson stated that residents had inquired about wine tasting events in the park. Chief Dorsey was asked if he thought it would be a good idea, chief stated that he would enforce any ordinance that council would pass but that he changed his mind on supporting alcohol at the fireman’s festival and he feared it would make the Village liable for future lawsuits. 1|Page Wesley Sallee Mayor VILLAGE OF GREENWICH – STATE OF OHIO Administration Offices: 45 Main Street. Police Committee 08/28 @ 6:00 PM Tree Commission 09/18 @ 6:30 PM Records Committee 11/06 @ 6:30 PM Annexation Committee 10/06 @ 6:00 PM Fire Board 09/03 @ 7:00 PM Ambulance Board 09/10 @ 7:00 PM Administrator’s Report: Administrator Giles handed out the SCO monitoring plan with is being finalized with Huron County Health Department and will be submitted to EPA by the end of the month. After that we will be working on the asset management plan which is due in October. No date yet on requirements on knocking the rust out of the lines. Chief’s Report: Chief Dorsey States that the Police log is up to date. School starts tomorrow, two officers will be available. There is a 5K run put on the South Central’s Band Director, so some of the roads will be shut down on September 22nd, Zoning Inspector: Cles turned in money for two out buildings. There are problems with some of these buildings that residents are putting up and that they could be placed over water or sewer lines. Chief Dorsey has assigned Officer Painter to working zoning violations every Friday. Solicitor’s Report: Attorney Palmer was actively working on an assault case with Officer Painter who took extra time with this case and did a real nice job preparing it. Mayor’s Report: Mayor Sallee informs everyone that The EMA is holding a training HazMat Awareness course for public officials, if anyone is interested information will be available. Tonight there is a resolution urging the governor to stop taking Local Government Funds, Ohio Municipal League would like as many Municipalities to write the Governor and State Representative and Senators. Also Huron County is going to start funding 911 currently people are paying for it with their phones and now they would like cities and villages to pay for it. The State of Ohio is now enforcing the counties to collect from the cities and villages, Greenwich received its invoice already for 2019 at $3,500.00. Wilson No, R. Wilson Yes. (AN ORDINANCE AMENDING SECTION 1066.3 OF GREENWICH CODIFIED CODE PERMITTING ALCOHOL AT RESERVOIR LAKE PARK COUNCIL APPROVAL AND A STATE PERMIT.)
