Lloyd moved to accept council minutes of the August 21, 2018 meeting, T. Wilson

Administrator’s Report: Quote for GIS for Seminary Street came in with taxes added.
Clerk to send tax exemption and then will pay. Training for Virgil and Betty will take place as
soon as arrival, Mike Lloyd, Jerry Shoemaker and Randy Wilson are also interested in
training. Van Felver will be hired as new utility worker.
Chief’s Report: Market Street, Seminary Street and Sunset Drive are having problems with
someone harassing the neighborhoods. Domestics have been high for unknown reason.
Chief changed Painter from Zoning on Fridays to Wednesdays.
Zoning Inspector: Cles noted property on 41 Tilton St.; needs police attention, Chief and
Solicitor will handle from here.
Solicitor’s Report: Attorney Palmer is working on annexation to have ready for the meeting
on 10/6/18. Laws have changed since he last looked at them.
Mayor’s Report: Mayor wanted to explain to council that the promotion for Sciortino is for
rank only, no pay increase.

Council Discussion: The discussion was on the Ordinance 2018-11, starting with Chief
who does not think a beer garden should be located next to playground where children
would be playing. Mayor noted that the beer garden could be located anywhere in park.
Travis stated that his vote would not change if taken again. Everyone seemed to enter into
conversation of why or why not this should be un-tabled. King ask if the beer garden would
be available 365 days a year with response of yes. This is not a 3-day activity during
Firemen’s Festival. Mayor seemed on edge that business in council never seems to get
finished. Numerous properties in village should already be further along on investigating and
turned over to solicitor.
