Wilson-Yes, King-Yes, Phillips-Yes Council met in regular session with additional members present: Police Chief Steve Dorsey, Administrator Virgil Giles, Zoning Inspector Cles Inmon, and Fiscal Officer Jennifer Meyer. Visitor Moe Moore Clerks Report: Jennifer Meyer advised council about a letter received concerning a name change on a liquor permit being changed from Wakeman Oil Co to DANOP LTD and asked if they would like to have a hearing to not except the change. No hearing is needed. Jennifer also advised council about CiVista bank coming to Village hall to inform employees on an account that is for anyone receiving payroll through direct deposit. The meeting time is February 26th, 2020 between the hours of 8:00 am to 10:00 am. Open to all Village employees and anyone can speak with the bank individually as well. Visitor’s Addressing: Moe Moore spoke on behalf of the school levy answering any further question that were not answered during the last council meeting. One question was asked about bussing, Moe answered that it still needs to be worked out. Another question was the cost of demolition, Moe answered, $387,000.00 to demo and the state will cover $216,000.00. Moe stated that the technology we need will have in the future, will come from the students today and that we need to give them a good school to go to. Moe thanked everyone for listening. Fire Board 03/02/20 @ 7:00 PM Records Committee 05/05/20 @ 6:30 PM Ambulance Board 03/02/20 @ 5:00 PM Police Committee 03/17/20 @ 6:00 PM Administrators report: Virgil Giles updated council on the power rates that ended for the year of 2019, the cost to Greenwich was $102.00 per megawatt hour. And it was .8% lower than 2018. Greenwich used over 14,000 megawatt hours of energy. Virgil also informed council that he is still waiting on the proposed contract from AEP on the substation, and there was a 6 inch water main break on Countryside that was repaired. He states, the Average water rate for 2018 in Ohio is based off of a 7700 gal a month usage, and was $639.00 and Greenwich is at $523.00 and for sewer the average rate in Ohio is $715.00 and Greenwich is at $386.00 annually. Chief’s Report: Chief states that there is no news on the traffic camera. The police department has been busy with 220 calls this year already. Domestic violence calls are picking up due to the weather and people being stuck inside. Set for March 17th, 2020 @ 6:00 pm. In zoning, there were 4 summonses issued, most of them paid waivers and the garbage is still there. He will continue to cite them and at some point the Village may have clean it up. The only recourse is to clean it up and take them to court or we can go at it hard and cite them every day. Palmer asked if the case for Larry Sanders can be closed, Chief stated yes. Chief also states that anyone coming to the Bank meeting can come to the Police Department to get an ID picture made, it takes about 5 minutes to create one. Zoning Inspector: Cles received a call concerning land on S. Pleasant that is attached to Gifford but that the chief had answered his question. Chief states, that the word is getting out that the police department is citing for trash. Cles stated that zoning is going good. Solicitor’s Report: N/A Mayor’s Report: Mayor had done some interviews and feels that he has picked the best candidate to fill the vacant position for council with Mr. Hunter. Attorney Palmer stated that if Mr. Hunter had any questions on any documents that comes across on council, he can reach out to any of the resources here on council or feel free to contact him.
