Wilson-Yes, King-Yes, Phillips-Yes Council met in regular session with additional members present: Police Chief Steve Dorsey, Administrator Virgil Giles, Zoning Inspector Cles Inmon, and Fiscal Officer Jennifer Meyer. Visitor’s Tom Hall and Moe Moore Clerks Report: Jennifer Meyer announced if anyone on council would like to have a pre- engagement meeting with the auditors they are available. Lloyd moved to accept council minutes of the January 21st, 2020 meeting; R. Wilson seconded. Vote as followed: Lloyd Yes, T. Wilson Yes, R. Wilson Yes, King Yes, Phillips Yes. T. Visitor’s Addressing: Moe Moore spoke on behalf of the proposed tax levy for building a new high school. He had a meeting with the fire department and was now addressing council to see if they had any questions he could answer for them. Concerns over the children walking through the parking lot to enter the facilities was a safety issue. Moe will come back to the next council meeting to follow up and answer any further questions. Chief Dorsey asked Moe about possibly annexing the school into the Village’s limits for safety reasons, Moe answered that he didn’t know about that. Tom Hall spoke about the property at 57 Townsend St. He is at council to listen and learn a little more about any plans stating that it has deteriorating quickly, has kids hanging out around it, is infested with rodents and is an eye sore. Chief talked to the county auditor and the property was turned over to the land bank. Virgil stated, The Huron County Land Bank has been established for a couple of years and the commissioners is currently working on the bi-laws and administrating personnel to it. They are currently working on the funding. Carol Knapp is the administrator of the land bank in Huron County. If the Village would be interested in any properties in the land bank it would be 57 Townsend because we already own a section of the property. The land bank tries to get properties back to useable taxable property. Mr. Hall would just like to see the eye sore removed and the Mayor stated that we have been working on this for two years. Committee Mtgs. Fire Board 03/02/20 @ 7:00 PM Records Committee 05/05/20 @ 6:30 PM Ambulance Board 03/02/20 @ 5:00 PM Lynne Phillips gave an update on the meetings with the ambulance board. The bulk of the meeting was taken up by Ashley Ballah, Executive Director of North Central EMS. North Central EMS is looking increase rates. Greenwich, Ohio 44837 (419) 752-2441 Lynne states she will ask that question. The mayor states that it is a real concern when the fire department is going to 99 percent of the calls. Lynne stated that resources are being taken away from the Village when the Police Department goes on these runs. The Mayor thanked Lynne for the Update. Administrators report: Virgil Giles states, there has been two water main breaks one was losing around 15,000 gallons and one was losing around 30,000 gallons a day. The utility guys worked to fix them and the new employees are working really well. Chief’s Report: Chief Dorsey states, the yearend reports were emailed today with a little increase on activity with the truck issue. EMS calls are up and other calls are up but not by much. Greenwich is still a nice place to live and people are pretty safe here. He will discuss the zoning issues and he would like to get started on the annexation for the school. Four summons were issued in zoning and will have two of them in court on Monday. There are other listings that the Police Department are looking at. The people at 37 Main will be getting out of jail on February 10th and will be issued their summons. The residents on Gifford St has till the 10th of February to get her property cleaned up. The residents on W Union was advised that they will need to get a new permit to build a fence. They Mayor states that residents have 7 days to remove their own trash and it starts from the date of pickup. When garbage is picked up on Monday the clock starts for the residents to get their garbage cleared. Mr. Lloyd is grateful that the Village is being more aggressive on summonses. Chief states, the Huron County auditor is getting a list together on the properties that went through the court to be sold by auction. Properties could be sold for $100.00 and there are 4 properties located in Greenwich. Randy Wilson would like to have Chief check out the Police cruiser on Facebook Marketplace. Zoning Inspector: Next meeting Cles will have a list of all properties that need to be cleaned up. Cles will be working on the buildings downtown and will work with the Chief to get the properties to be possibly torn down. People are still coming to get permits and that he is still driving around to catch people needing one. Solicitor’s Report: Attorney Palmer states that he will be working on legislation for a resolution that the Mayor and Virgil are working on for the Water Pollution Control Loan Fund and that he will have it ready for the next meeting. Mayor’s Report: Mayor Sallee states he has been having interviews for the council position and should have something ready for the next council meeting and he would like to get started on annexation as well before baseball, softball and planting season.
