Council met in regular session with additional members present: Police Chief Steve Dorsey, Administrator Virgil Giles, Zoning Inspector Cles Inmon, and Fiscal Officer Jennifer Meyer. Clerks Report: Jennifer Meyer reminded council of the flower fund donation for the New Year and advised that the state audit will take place starting 1/22/2020. R. Chief’s Report: Chief Dorsey states that the PD is handling a lot mental health issues within the Village. Also stating, the police logs are up to date. Zoning Inspector: Cles States that he had made a call to the state concerning the property at 4 Main St adding that no one is doing anything about them parking on the tree lawn and it looks bad. Chief Dorsey explained that the owner’s daughter is living there and that they are parking in the tree law because there is nothing stopping them and park there since there is stone. The daughter told Chief that she did not realize she could park in the lot across the street. They have installed two new septic tanks in the driveway and if they drive over them the tanks will collapse. The residents at 4 Main are not sure what they are going to do with the home. It is in a commercial zone. They wanted to start a veteran’s home but had to install a sprinkler system with was extremely expensive. They are thinking about making it into two apartments and are now fixing the inside of the home after doing some outside repairs. At the point that they make a decision on what they are going to do with it, they will get a hold of Cles to get the proper permits. Only three people are living at the home at this time. Chief stated that the garbage has been cleaned up and that the people were able to get trash service through Rumpke. A comment was made about 4 Gifford St, advising 3 to 4 refrigerators need to be removed and that 6 W Union, has 4 Vacuums, a few refrigerators and bags of garbage that need to be cleaned up. Chief states he will send letters, he cannot find information on our current letters giving residents 20 days to clean up properties and will now be giving people 5 days. A comment was made about the conditional use permits are not being done when a business wants to go into a residential neighborhood. Solicitor’s Report: N/A Mayor’s Report: N/A Council Discussion: Unfinished Business: N/A New Business: Pertaining to Resolution No 2020-R-1 by title only, Chief stated that his employees advise him that it does not matter with them if the village goes to direct deposit. Duly noted that R. Wilson is not happy with the new resolution and Mr. King states if an employee wanted to they could open a separate account with a bank to have the direct deposit go into it to keep it separated from their main accounts. Mr. Lloyd states that it is a guaranteed payment of the payroll checks and it is easier for the finance office. T.
