Greenwood Council Meeting Wednesday, March 15, 2023 at 6:00pm Council Chambers The meeting was called to order by Mayor Hansen. Roll call- Schecklman, Ashbeck, Jordan, and Nelson all present. Also present Clerk/ Treasurer Kayla Schar, Attorney Bonnie Wachsmuth, Utility Director Trent Johnson, Street Supervisor Dave Hinker, and Chief of Police Bernie Bock. New Business: 1. Ashbeck motioned to approve the finance committee recommendation to use the remaining $44,719 ARPA funds towards police wages. Schecklman seconded the motion. All ayes. Motion carried. 2. Discussion was made on the ponds located in parcel 231.0565.000. Public works department recommends the City keeping them. No motions made. 3. Schecklman motioned to approve the purchase of a Clarifier at the Treatment Plant. Nelson seconded the motion. All ayes. Motion carried. 4. Schecklman motioned to place the city mowing out for bids for 2023-2026 to be bid out at each location separately. Ashbeck seconded the motion. All ayes. Motion carried. 5. Nelson motioned to place asphalt for city street projects out for sealed bids to be awarded at the April 19 th council meeting. Schecklman seconded the motion. All ayes. Motion carried. 6. Schecklman motioned to place concrete, curb and gutter for city street projects out for sealed bids to be awarded at the April 19th council meeting. Ashbeck seconded the motion. All ayes. Motion carried. 7. Schecklman motioned to contract street sweeping out to Whirlwind Sweeping for $170/ hr. Nelson seconded the motion. All ayes. Motion carried. 8. Schecklman motioned to place public works equipment for sale on sealed bids to be awarded at the April 19 th council meeting. Nelson seconded the motion. All ayes. Motion carried. 9. Ashbeck motioned to allow Clerk Schar to open a DNR funding account for the Safe Water Drinking Loan and other DNR funding. Schecklman seconded the motion. All ayes. Motion carried. 10. Schecklman motioned to approve the survey of parcel 231.0565.000 with the agreement that the buyer will pay the cost of the land survey in place of the land bid cost. Ashbeck seconded the motion. All ayes. Motion carried. 11. Nelson motioned to approve the creation of the ordinance for annexing parcel 010.0038.000 into the City. Schecklman seconded the motion. All ayes. Motion carried. 12. Schecklman motioned to approve the bills and vouchers as presented. Ashbeck seconded the motion. Roll call vote. All ayes. Motion carried. 13. Nelson motioned to approve the minutes as written.
