Greenwood Council Meeting Wednesday, July 19, 2023 at 6:00pm Council Chambers The meeting was called to order by Mayor Hansen. Roll call- Nelson, Hinker, Bolf and Ashbeck all present. Also present Clerk/ Treasurer Kayla Schar, Utility Director Trent Johnson, Chief of Police Bernie Bock, Public Works Director and Attorney Bonnie Wachsmuth. Old Business: 1. Discussion on Bowmans Club. Clerk received copy on insurance information. Council would like to see an agreement between the City and the Bowmans Club. Clerk asked to invite the Bowmans Club to the following Council meeting. New Business: 1. Ashbeck motioned to approve the operators licenses as presented. Nelson seconded the motion. All ayes. Motion carried. 2. Nelson motioned o approve the Class “B” Beer and Class “B” Winery licenses for 1891 Winery LLC with operators presented. Ashbeck seconded the motion. All ayes. Motion carried. 3. Nelson motioned to approve the Fair Housing Month Proclamation, proclaiming July 2023 to be Fair Housing Month. Bolf seconded the motion. All ayes. Motion carried. 4. Bolf motioned to approve the Contract Change Order No. 1 with Haas in the amount of $11,835.30 for Federal Wage Rates on Project B Lift Station Rd. Hinker seconded the motion. All ayes. Motion carried. 5. Bolf motioned to approve the Contract Change Order No. 2 with Haas in the amount of $19,291 for additional trucking costs due to CTH G bridge weight limit posting. Ashbeck seconded the motion. All ayes. Motion carried. 6. Hinker motioned to approve pay request number 1 for project A in the amount of $18,940 and project B in the amount of $14,190. Nelson seconded the motion. All ayes. Motion carried. 7. Nelson motioned to approve the River Crossing Reconstruction stabilization changes with costs between $7,500 and $10,000. Hinker seconded the motion. All ayes. Motion carried. 8. Hinker motioned to approve the recommendation of the fund’s reallocation from 2023 budget. Moving the surplus of funds from Police wages to pay for CIMs Cemetery Software $15,400 and American Asphalt of Wisconsin for asphalt at George Scherer Park $19,340. Ashbeck seconded the motion. All ayes. Motion carried. 9. Ashbeck motioned to approve the crushing of the remainder of the rock pile for $35,000-$48,000. Bolf seconded the motion. All ayes. Motion carried. 10. Ashbeck motioned to approve the agreement with CIMS Cemetery Information Management Systems for $15,400. Hinker seconded the motion. All ayes. Motion carried. 11. Ashbeck motioned to approve the asphalt agreement for George Scherer park for $19,340. Nelson seconded the motion. All ayes. Motion carried. 12. Discussion was made regarding the fireworks and how the funding works. Clerk explained the City pays $4,000 for Fireworks for the last several years. The City typically receives around $3,000 in donations each year to cover a portion of the expense and the remaining amount is levied for. Fire Chief, Del Horn, expressed concerns regarding the increase in the cost of the fireworks. To keep the show similar to years past he has donated personal funds. Council discussed several ways of trying to increase donations to be able to increase the fireworks budget. Council also expressed the possibility of having the fireworks display on a Friday or Saturday to bring in more of a crowd to enjoy the show. No motions were made. 13. Nelson motioned to approve the bills and vouchers as presented. Bolf seconded the motion. Roll call vote. All ayes. Motion carried. 14. Nelson motioned to approve the minutes as written.
