Greenwood Council Meeting
Wednesday, September 20, 2023 at 6:00pm
Council Chambers
The meeting was called to order by Mayor Hansen. Roll call- Nelson, Hinker, Bolf and Ashbeck all present. Also
present Clerk/ Treasurer Kayla Schar, Chief of Police Bernie Bock, Street Supervisor Dave Hinker, Attorney Bonnie
Wachsmuth, MSA representative Dan Knoeck. Present for public comment Cheri Lenz.
Public Comment:
1. Cheri Lenz presented Council with a letter that she provided to Mayor Hansen. Lenz requested names as well
as content to be changed in the August 2, 2023 meeting minutes to reflect what she felt occurred that
evening.
New Business:
1. Dan Knoeck presented to Council an update on the Miller Street project. Everything is coming along well.
Funding submissions are being done according to plans. Request for approval of pay request No. 3 for Haas
project A in the amount of $711,966.54. Bolf motioned to approve the pay request as presented. Hinker
seconded the motion. All ayes, motion carried.
2. Nelson motioned to approve pay request No. 3 for Haas project B in the amount of $54,177.99 as
recommended by Knoeck. Ashbeck seconded the motion. All ayes, motion carried.
3. Ashbeck motioned to approve change order No. 3 with Haas for the Miller Street project for the addition of
new storm sewer manhole 14A, geo-grid subgrade reinforcement, and manhole and water valve casting
adjustment rings as recommended by Knoeck. All items are eligible for funding under the CDBG. Bolf
seconded the motion. All ayes, motion carried.
4. Discussion was made on the August 2, 2023 minutes. Bonnie explained to Council that they have the ability
to decide what is to be changed as to how they remember it occurring. Bonnie also shared that during public
comment only one member should be commenting at a time. Ashbeck questioned what happens for the City
if they change the minutes. Wachsmuth explained it is a concern to change minutes that have been read and
approved by Council already. Bolf felt it is important to change the names of who said what if they agreed
that they were the ones that stated it as long as we weren’t changing the content of what was said. Nelson
expressed that she didn’t agree with the insertions. Schar pointed out discrepancies that she saw in the letter,
Ashbeck agreed to a discrepancy. Hinker stated he felt the content was correct but the names may have been
inaccurate. Lenz commented that she would at least like the inaccuracy of the names changed. Bolf
questioned if the changes are bolded in the publishing of the minutes. Bonnie explained the minutes would
just be stated as amended minutes and the minutes would be republished. Hinker stated he knows what was
stated but he cannot recall who stated it. Ashbeck agreed with Hinker’s statement. Bolf stated she would like
the changes made that Joan Hoeper and Cheri Lenz signed off and agreed upon as long as we weren’t
changing the content. Schar clarified Bolf would only like the names changed. Bolf then stated she would
like to include some content of the letter. Schar pointed out a part of the letter that Lenz corrected in one
place that she didn’t state something that Hoeper stated it, however the next paragraph read that Lenz agreed
that she did state it. Bonnie explained to Council again that they should not be changing things based on what
the public states should be changed. They need to be correcting minutes based on how they remember things
occurring. Hansen questioned if we could table the discussion to a later date to allow Council can look back
at the minutes. Bolf motioned to table the discussion to a later date. Ashbeck seconded the motion. All ayes,
motion carried.
5. Hinker explained where FFA would like to place a guard rail at George Scherer Park for additional safety
during pulling events. FFA will be assisted by Tim Raese to put the guard rail in place. No funding is being
requested. Nelson motioned to approve the recommendation by the Park and Rec committee to allow the
installation of the guard rails at George Scherer Park as presented. Ashbeck seconded the motion. All ayes,
motion carried.
6. Schar presented the 3 bids that were received for crack sealing; Superior Sealers $25,000, Petersen Seal
Coating $39,603.20, and Fahrner Asphalt Sealers $70,338. Schar explained $25,000 has been budgeted.
Ashbeck questioned if there were any roads that would be replaced in the future if we should crack seal
them. Dave Hinker explained we are only crack sealing the newer roads. Bolf questioned if there is a reason
we should pick one company over the other. She was explained to by rest of Council and Schar that price
would be the choosing factor. Ashbeck motioned to approve the bid from Superior Sealers for $25,000.
Hinker seconded the motion. All ayes, motion carried.
7. Dave Hinker explained that $10,000 is budgeted for sidewalks. One place in particular that needed to be
replaced is in front of City Hall and a few other spots on Main Street. Ashbeck agreed the spot in front of
City Hall does need to be replaced. Bolf questioned who gets the concrete. Dave Hinker explained that they
will be doing the work and getting the concrete. Dave explained we had a rough estimate of how many
squares we would be able to do on sidewalks. Bolf motioned to allow the City to replace the sidewalks that
were needing to be replaced within the $10,000 budget. Nelson seconded the motion. All ayes, motion
carried.
8. Schar explained a few companies have not received our checks and did not cash them. Schar did a stop
payment and reissued checks. Nelson motioned to approve the bills and vouchers as presented. Ashbeck
seconded the motion. Roll call vote, all ayes. Motion carried.
9. Ashbeck motioned to approve the minutes as written. Hinker seconded the motion. All ayes, motion carried.
Reports:
1. Bolf questioned if the street department could trim the trees growing over the stop sign on Hunt at Hendren.
Dave Hinker will have that taken care of by end of week.
Nelson questioned if Miller Street was narrowed. Dave explained they straightened the road out during the
project.
2. Schar notified council that First State Bank is closing in Greenwood. She would like to eventually move the
funds from there to Forward Bank to remain local.
Schar spoke to council on the upcoming LRIP funding. She would like to work with MSA to possibly do an
application for Central Ave replacement.
Schar also shared with Council that a Planning and Zoning meeting will be set up shortly to discuss land sale
offers that have been brought to City Hall.
3. Nelson expressed to Council that Mary Denk came into the office prior to Summerfest and raised her voice
to Kayla and Nelson stated no one should be spoken to the way she had spoken to Kayla. Dave agreed that he
also did not like the way Mary spoke to her and he spoke to Denk regarding it. Bock agreed that employees
should not be yelled at in their office and if it happens again, he will cite individuals with disorderly conduct.
Bock explained his officers have recently been treated poorly by residents as well and they have been
instructed not to deal with it and to walk away. Wachsmuth also shared that she has citizens contacting her
asking her questions. None of her other municipalities allow the Citizens to contact her for legal advice.
Nelson stated public should be reaching out to Council and not Wachsmuth.
4. Hansen gave a brief report and update on the Greenwood Area Library. Hansen shared a few upcoming
events at the Library.
Bolf motioned to adjourn. Ashbeck seconded the motion. All ayes, motion carried.
