Greenwood Council Meeting Wednesday, October 4, 2023 at 6:00pm Council Chambers The meeting was called to order by Mayor Hansen. Roll call- Nelson, Hinker, Bolf and Ashbeck all present. Also present Clerk/ Treasurer Kayla Schar. New Business: 1. Discussion regarding an over layment on a small portion of Wolf’s Alley for $2,700 with American Asphalt of Wisconsin. Ashbeck motioned to approve the overlayment. Nelson seconded the motion. All ayes. Motion carried. 2. Discussion on Local Road Improvement Project application. MSA will submit the application for the City with a cost of $1,500. Public Works would like to repair Central and Stafford if granted the funds. MSA felt the odds to get funding would be higher due to the location of the project. Hinker motioned to allow MSA to do the application for LRIP funds for $1500. Ashbeck seconded the motion. 3 ayes. Bolf nay. Motion carried. 3. Discussion took place regarding the narrowing of Central Ave at Main Street. Schar explained Public Works would like to do a “bump out” in 2025 when DOT does the curb ramps for HWY 73, in preparation of narrowing Central when funds become available. Schar explained they would like to narrow the road to match the full length of Central. Bolf questioned the reasoning behind narrowing the road. Schar explained it would cut back on the cost of the road to build as well as maintenance and snow removal. Bolf questioned why we couldn’t just make the rest of the road larger. Schar explained a typical road is 37’the road is already larger than that. Schar also explained in order to widen the road we would need to purchase land and that is not something the City is able to do. Bolf questioned the cost of the bump out. Schar explained that the DOT will cover the cost of the bump out during their project in 2025 but they will not cover the costs outside of their project. Hansen explained this is for the future to help cut costs. If the City does not get the funding for the LRIP we would not be able to do the full project. Bolf would like to see how much narrowing the street would save the City. Dean motioned to table to the following meeting. Bolf seconded the motion. All ayes. Motion carried. 4. Ashbeck motioned to approve the Police Union Contract as recommended by the Personnel Committee. Nelson seconded the motion. All ayes. Motion carried. 5. Ashbeck motioned to invite Kayla Schar into closed session. Nelson seconded the motion. Roll call vote. All ayes. Motion carried. 6. Hinker motioned to enter into closed session. Ashbeck seconded the motion. Roll call vote. All ayes. Motion carried. 7. Ashbeck motioned to adjourn close d session and reconvene into open session. Nelson seconded the motion. Roll call vote. All ayes. Motion carried. 8. Ashbeck motioned to divide parcel 231.0605.016 into a 1 acre and 3 acre lots and place for sale on the Wisconsin Public Surplus site with a minimum bid of $5,000. Land must have a home built on it within 3 years after the closing. If a home is not built within 3 years the property will revert back to the city OR the land owner will have to pay a $1,000 fine per year until a home is built. Hinker seconded the motion. All ayes. Motion carried. Ashbeck motioned to add to the motion that the land will be advertised no less than one month. Bolf seconded the motion. All ayes motion carried. 9. Ashbeck motioned to adjourn.
