Greenwood Council Meeting
Wednesday, October 18, 2023 at 6:00pm
Council Chambers
The meeting was called to order by Mayor Hansen. Roll call- Nelson, Hinker, Bolf and Ashbeck all present. Also present
Clerk/ Treasurer Kayla Schar, Chief of Police Bernie Bock, Public Works Director Eddie Herrick, Library Director Amber
Brill, Attorney Bonnie Wachsmuth, Morgan and Parmley representative Larry Gotham and Harold Dillenbeck
representative of Bowman’s Club. Present for public comment Travis and Jenny Petke, Pat Klinke and John Becker.
Public Appearances
1. Klinke expressed liking the trees at the Greenwood Area Library as they are. Hinker questioned if there is a way to
position the cameras that will allow them to keep the trees currently on the property without obstructing the view of
the camera. Bock explained he will look at options with IT Department and if a tree removal is necessary, he will
bring it back to council.
2. Petke expressed concerns with the cameras noting that with the cameras he would also like to see increased police
presence in the area and recourse for others actions. Bock explained that the cameras would be used to help with
the recourse of actions. Petke stated there are other issues happening in the city and we cannot place cameras up
everywhere. Petke expressed he would like to see the individuals that are causing the issues to be held accountable
for their actions. Bock explained that due the age of most of the individuals he is unable to make consequences for
the children. He stated that for children under a certain age all he is able to do it make a juvenile referral to Social
Services and they take care of it from there. Wachsmuth explained that juveniles can be sited over the age of 12.
Petke would like to see citations issued to individuals. Bock explained again that if they are of age to get a citation
he will and does issue citations but if they are under 12, he is not able to write a citation to them. Wachsmuth
expressed having the cameras will provide evidence that will help the police department be able to write citations
that will hold up in court. Bock expressed to the public that he agrees that accountability needs to happen and he
wishes there is more that he could do but his hands are tied. He shared that he lives in the City and chose to raise
his child here and he also doesn’t like seeing issues happen that are beyond his control. It frustrates him just as
much as it does them.
New Business:
1. Discussion regarding August 2nd meeting minutes. Bolf provided to council a sheet of corrections that she would
like to see made for the August 2nd meeting minutes. Wachsmuth commented that the sheet of corrections was not
provided by the Clerk. Ashbeck stated that he does not feel we should be amending minutes from almost 3 months
ago since they were previously approved. Bolf expressed that she feels that if there are minutes that are wrong, we
should admit it and fix them. Schar stated that she doesn’t believe that they were wrong. Schar stated that she
knows there are parts of the minutes that Cheri Lenz is asking to be changed that she did say. Schar expressed that
she wrote the minutes up the next day and when the council read them at the following meeting they agreed to the
minutes without changes. Bolf admitted that she did not read the minutes thoroughly prior to voting on them.
Hinker motioned to leave the minutes as is. He stated he knows what was said but could not recall who stated it. He
agrees the minutes that were written originally and its content were correct. Attorney Wachsmuth stated if there is
no motions made then the minutes will stay as previously written and approved. Schar questioned if Bolf would
like to make a motion to change the minutes as she provided. Bolf stated she did not want to make a motion.
2. Attorney Wachsmuth provided the agreement that she had drafted up for the Bowmans Club. Wachsmuth stated
she went on Wisconsin Financial Institutions and could not verify that the Bowmans Club existed with the State of
Wisconsin. Schar questioned if it would help if Bowmans Club would reconvene and get the club up and running
again. Get a list of members ect. Dillenbeck shared that he was working on getting the club together again with
paying members and would like to meet with Council in February to discuss and agreement further. Dillenbeck
would like to see a lease on a yearly basis. Wachsmuth questioned the structure on the property and stated that if
someone were to get hurt the City could get sued. Hinker questioned who takes care of the building when or if the
Bowman’s Club dissolves. Ashbeck motioned to table to discussion till February. Hinker seconded the motion, all
ayes. Motion carried.
3. Herrick explained the Public Works recommendation to narrow Central Ave at Main Street to 42’. When the DOT
comes through in 2025 to resurface Hwy 73, they will also take care of the curb ramps. DOT will pay for the
recommended “bump out” in preparation for the road narrowing as long as they can do the bump out during their
2025 project. Schar presented pictures of what the road would look like at 42’. Bolf didn’t feel that it would be
wide enough at 42’ when she reviewed prior to the meeting. Herrick questioned Gotham what the typical road
width would be for residential. Gotham answered that they typically do plans for 33’ residential streets. Gotham
explained if there is a question regarding the ability to make the turns you could always extend the no parking to
25’ or further if necessary. Petke questioned if they could do angled parking down towards the school. Herrick
averaged the cost per sq ft to $22. Narrowing the road would cut around 4,162.5 sqft and would be a cost savings
of around $91,575. Schar mentioned the additional cost if we change plans after DOT plans their 2025 project there
will be about an $8,000 increase in costs for new or replaced curb ramps. Hansen proposed narrowing the road to
46’ instead of 42’. Hinker motioned to narrow the road to 46’ and eliminating sidewalk on south side of Central.
Bolf seconded the motion. All ayes. Motion carried.
4. Discussion regarding placing 3 cameras at Greenwood Area Library for the safety and security of the park and
library users. Bock presented to Council the need for cameras at the Library for issues that have taken place and the
concerns of citizens. Computer TR provided a quote for 3 cameras in the amount of $1,964. Hinker questioned the
urgency of the cameras. Bock explained there is no urgency that the City would work with our IT provider and
could install the cameras when weather permits. Bock explained the importance of needing a timeframe for things
that happen to be able to take care of the complaints in a timely manner. Bolf questioned how data would be stored.
Bock explained that the data over time does rewrite over itself. The new cameras would go on a system that the
City is currently using. Bock requested to also remove a pine tree that would obstruct the view of one of the
cameras. Hinkter questioned what the cameras would show. Bock explained the cameras are not a high-definition
camera but you would be able to tell who would be causing issues or in the case of a fight who the aggressor was.
Schar would like to question if IT would be able to use the Cat6 that the City has on hand. Nelson motioned to
approve the Camera purchase and installation at the Greenwood Area Library. Ashbeck seconded the motion. All
ayes. Motion carried.
5. Gotham reviewed the final pay request with change orders amending the actual quantities of materials used for the
River Crossing project payable to Haas Construction. Project is completed and looks as it should. No present
issues. Hinker motioned to approve the pay request for $63,261.60. Bolf seconded the motion. All ayes motion
carried.
6. No discussion made on pay request No.3 for Haas project A or B. Clerical error. Agenda should have read pay
request No. 4.
7. Discussion regarding if someone calls the City Attorney what can she discuss and with who. Ashbeck stated the
attorney should not have to field calls from the general public. Wachsmuth stated that she does not have other
people from other municipalities call her. Bolf asked that Wachsmuth tell the public to contact City Hall or their
City Rep to field the questions. No motions made.
8. Discussion regarding safety shores for trench as well as the old library door to sell. Ashbeck motioned to place
items for sale on the Wisconsin Surplus site. Nelson seconded the motion. All ayes. Motion carried.
9. Ashbeck motioned to approve the bills and vouchers as presented. Nelson seconded the motion. Roll call vote. All
ayes. Motion carried.
10. Nelson motioned to approve the minutes as written. Ashbeck seconded the motion. All ayes. Motion carried.
Reports:
1. Bock mentioned ordering signs stating Engine Break Mufflers Required. Permit was obtained with the DOT.
Ordinances will need to be amended. Bock would like to see if they could put another reduce speed ahead sign on
the top of the hill on 73 coming into town.
2. Herrick presented what the street department has been working on over the last month. Miller Street is completed.
3. Johnson reported that the clarifier project is still being worked on. Utility Dept. is currently jetting sewers.
4. Schar presented that the land that was placed for sale needs to be surveyed into 2 parcels. Once it is surveyed it will
go online. OSHA will be inspecting City properties on Monday, October 23 rd. Schar reported employee trainings
provided by Del Horn. Reviewed all city buildings, policies, procedures and trainings to make sure we are in
compliance. City Hall will be closed Friday, October 20th for Workhorse conference in Wausau.
5. Brill went over circulation at the library and programing at the Library for the next month. Library handicap
accessible door was installed and is working appropriately.
6. Wachsmuth reviewed state statues confirming that the City should not pay for goods or services with cash. Land
annexing process should be finished soon. Survey was completed.
