Greenwood Council Meeting Wednesday, November 1, 2023 at 6:00pm Council Chambers The meeting was called to order by Mayor Hansen. Roll call- Nelson, Hinker, Bolf and Ashbeck all present. Also present Clerk/ Treasurer Kayla Schar and Attorney Bonnie Wachsmuth. New Business: 1. Discussion regarding pay request No. 4 for Haas Miller Street project A. Bolf motioned to approve pay request in the amount of $306,872.47. Nelson seconded the motion. All ayes, motion carried. 2. Discussion regarding pay request No. 4 for Hass Miller Street project B. Nelson motioned to approve pay request in the amount of $21,130.84. Ashbeck seconded the motion. All ayes, motion carried. 3. Discussion regarding change order No. 5 for River Crossing project. Council questioned why a change order is being requested after the project has been completed for almost a year. Council would like to verify with Utility Director that the 2 additional valves were needed and were installed. Bolf motioned to table until November 15th meeting. Nelson seconded the motion. All ayes, motion carried. 4. Nelson motioned to table the pay request for the additional valves until the November 15 th meeting. Ashbeck seconded the motion. All ayes. Motion carried. 5. Discussion regarding sidewalk replacement at 301 S Main Street. No motions made. 6. Nelson motioned to approve personnel committee recommendation for 2024 wage increases as recommended. Ashbeck seconded the motion. All ayes, motion carried. 7. Discussion regarding the bidding for Library project. Council would allow 5% bid bond or a 5% certified check for bid security and 100% performance & payment bond or 10% certified check or a 100% irrevocable letter of credit to maximize the amount of local bidders. Hinker motioned to bid the Library project as recommended by Ratsch Engineering. Bolf seconded the motion. All ayes, motion carried. 8. Discussion regarding the minutes procedure and how Council would like to see them written. No motions made. 9. Nelson motioned to adjourn. Ashbeck seconded the motion. All ayes, motion carried.
