Greenwood Council Meeting
Wednesday, November 15, 2023 at 6:00pm
Council Chambers
The meeting was called to order by Mayor Hansen. Roll call- Nelson, Hinker, Bolf and Ashbeck all present.
Also present Clerk/ Treasurer Kayla Schar and Attorney Bonnie Wachsmuth.
New Business:
1. Discussion regarding change order No. 5 for River Crossing Project. Nelson motioned to approve the
change order for $5,900 for two 8” valves. Bolf seconded the motion. All ayes. Motion carried.
2. Ashbeck motioned to approve the pay request for the $5,900. Hinker seconded the motion. All ayes.
Motion carried.
3. Nelson motioned to approve the health insurance through Security Health Plan SimplyOne HMO. Bolf
seconded the motion. All ayes. Motion carried.
4. Ashbeck motioned to approve the operators license for Warren Leschinsky. Nelson seconded the
motion. All ayes. Motion carried.
5. Nelson motioned to approve the purchase of the submersible mixer from Crane Engineering for $6,800.
Ashbeck seconded the motion. All ayes. Motion carried.
6. Bolf motioned to approve the Energenecs Maintenance Agreement for 2024 for a total of $2,372.00.
Hinker seconded the motion. All ayes. Motion carried.
7. Hinker motioned to approve moving the funds from First State Bank to Forward Bank due to the closure
of First State Bank. Ashbeck seconded the motion. All ayes. Motion carried.
8. Discussion regarding a conditional use permit for a wireless communications tower to be located within
the highway business district in parcel 231.0563.000. Public Hearing took place at Clark Electric on
November 14th at 6:00pm. Citizens present during the public hearing expressed their concerns regarding
the installation of a communications tower. The Planning and Zoning committee recommended the
denial of the conditional use permit. Hinker motioned to deny the conditional use permit for a wireless
communications tower to be located within the highway business district in parcel 231.0563.000 based
on the determination under 13-1-66 Conditional Use Standards.
a. It will be detrimental to the comfort of our citizens.
b. It would be an impairment with the adjoining land.
c. It would be and impediment to future developments.
d. Concerns that the site access road off of State Highway 73 is permitted.
e. Insufficient information in the collocation affidavit.
Ashbeck seconded the motion. All ayes. Motion carried.
9. Ashbeck motioned to deny the Structure Location Permit as recommended by the Planning and Zoning
Commission because of insufficient information in the collocation affidavit. Nelson seconded the
motion. All ayes motion carried.
10. Nelson motioned to deny the Wireless Telecommunications Facility Permit as recommended by the
Planning and Zoning Commission because of insufficient information in the collocation affidavit.
Ashbeck seconded the motion. All ayes motion carried.
11. Ashbeck motioned to approve the 2024 Library budget as recommended by the Finance Committee for
$74,617.47. Hinker seconded the motion. All ayes. Motion carried.
12. Bolf motioned to approve the bills and vouchers as presented. Nelson seconded the motion. All ayes.
Motion carried.
13. Nelson motioned to approve the minutes as written. Bolf seconded the motion. All ayes. Motion carried.
14. Nelson motioned to adjourn. Bolf seconded the motion. All ayes. Motion carried.
