Greenwood Council Meeting Wednesday, February 21, 2024 at 6:00pm Council Chambers The meeting was called to order by Mayor Hansen. Roll call- Nelson, Hinker, Bolf and Ashbeck all present. Also present Clerk/ Treasurer Kayla Schar, Utility Director Trent Johnson, Street Supervisor Dave Hinker, Chief of Police Bernie Bock and Attorney Bonnie Wachsmuth. New Business: 1. Discussion regarding the rebidding for Library project. Library Board would like to keep everything from the previous bidding the same and would like to rebid to allow more time for bidders to get documents in. Hinker motioned to approve the rebidding for the library project. Bolf seconded the motion. All ayes, motion carried. 2. Discussion with Harold Dillenbeck regarding Black River Bowmen Club. The club met last month. They would like to get membership numbers up to be able to cover the costs of insurance to continue the Club. Lease option and agreement tabled to March 20, 2024 meeting to allow Black River Bowmen’s Club to provide documentation. 3. Dan Knoeck met with council to go over the Change Order #5 for the Miller Street project. Matching the Construction Crew days to actual. Bolf motioned to approve Change Order #5, Ashbeck seconded the motion. All ayes. Motion carried. 4. Bolf motioned to approve the consent for joint representation for Quarles & Brady to represent Wisconsin Gas in possible easement. Hinker seconded the motion. All ayes. Motion carried. 5. Nelson motioned to approve the easement for Wisconsin Gas off Depot Street. Ashbeck seconded the motion. All ayes, motion carried. 6. Dave Hinker discussed the use of summer help and their hours. Hinker motioned to allow the use of Summer help for up to 20 hours a week anything above and beyond would need approval from Mayor or Council. Bolf seconded the motion. All ayes, motion carried. 7. Dave Hinker discussed street sweeping from 2023 and the needs for 2024. Bolf motioned to approve the street sweeping bid for 3 years with Whirlwind Street sweeping for $8300/ year. Ashbeck seconded the motion. All ayes. Motion carried. 8. Discussion regarding traffic control on School Street. DOT representative was unable to attend. Further discussion tabled until a later date. Nelson motioned to table the discussion. Bolf seconded the motion, all ayes. Motion carried. 9. Marie Martens agrees to take over the Miss Greenwood Account. Bolf motioned to allow Marie Martens to make purchases and receipt donations on behalf of the Miss Greenwood Account. Nelson seconded the motion. All ayes. Motion carried. 10. Discussion regarding traffic calming measures in places where children are present. The Greenwood Street Department and Police Department presented the use of a flashing beacon that would be installed onto the existing school signs. The beacons are programmable to specific times of day and will be paid for by the Clark County Health Department Grant. Bolf motioned to approve the project. Hinker seconded the motion. All ayes, motion carried. 11. Discussion regarding Emergency Communications Systems maintenance contract for the sirens in town. The cost of the contract is $900. Bolf motioned to table the maintenance contract. Ashbeck seconded the motion. All ayes. Motion carried. 12. Nelson motioned to approve the bills as presented. Bolf seconded the motion. Roll call vote, all ayes. Motion carried. 13. Ashbeck motioned to approve the minutes as written. Nelson seconded the motion. All ayes. Motion carried. 14. Bolf motioned to adjourn.
