Greenwood Council Meeting Wednesday, July 17, 2024 at 6:00pm Council Chambers The meeting was called to order by Mayor Hansen. Roll call- Nelson, Hinker, Bolf and Ashbeck all present. Also present Clerk/ Treasurer Kayla Schar, Utility Director Trent Johnson, Public Works Director Eddie Herrick, and Attorney Bonnie Wachsmuth. Members of the public present Josh Collins, Tara and Shane Halopka, Karen Hurd, Pat Klinke. Public Appearance: 1. Karen Hurd spoke with council regarding her campaign for the 69th Assembly District. Old Business: 1. Discussion on the possibility of amending ordinance 7-1-13 Prohibited and Protected Animals. Collins requested to be able to keep 6 ducks and 6 quails at their residence. Collins spoke with neighbors as requested by the Common Council at the June 19th meeting. Schar presented comments from neighbors that could not attend the meeting that were not in favor of allowing the keeping of fowl in the residential districts due to various reasons. Bolf motioned to amend ordinance 7-1-13(E)(2) to add “unless approved by Common Council.” No second. Motion failed. New Business: 1. Discussion on the possibility of allowing an additional accessory building at 401 W Miller Street. Halopka would like to place a small removeable storage shed on their property behind their existing accessory building. Ordinance 13-1-140 (B)(1) states “In any residential district, in addition to the principal building, a detached garage or attached garage and one (1) additional accessory building may be placed on a lot.” Bolf motioned to refer to Planning and Zoning for a variance request. Ashbeck seconded the motion. All ayes. Motion carried. 2. Hinker motioned to approve the seeking of funds for Greenwood Welcome signs if approved by the Planning and Zoning committee. Bolf seconded the motion. All ayes. Motion carried. 3. Bolf motioned to approve placing the retired Police Department printer on Wisconsin Surplus Online Auction site. Nelson seconded the motion. All ayes. Motion carried. 4. Ashbeck motioned to approve the agent for Kwik Trip #315 Megan Kreitlow. Nelson seconded the motion. All ayes. Motion carried. 5. Ashbeck motioned to approve operators’ licenses for Warren Leschinsky and Emily Scott at Sawmill Saloon. Bolf seconded the motion. All ayes. Motion carried. 6. Discussion and update on storm shelter options for Greenwood residents. No motions made. 7. Discussion on the placement of an old truck at the Branstiter Museum for decoration. Council directed the discussion to be sent to the Museum committee for recommendation. 8. Nelson motioned to amend ordinance 10-1-64 Compression Breaks to read “Any vehicle that is equipped with an engine compression brake device is required to have a muffler in good working condition to prevent excessive noise. No person may operate a vehicle in violation of this provision on a highway or street in the City of Greenwood.” Hinker seconded the motion. All ayes. Motion carried. 9. Ashbeck motioned to approve the bills and vouchers as presented. Bolf seconded the motion. Roll call vote. All ayes, motion carried. 10. Nelson motioned to approve the minutes from June 5 th and June 19th meetings. Ashbeck seconded the motion. All ayes. Motion carried. 11. Nelson motioned to adjourn. Bolf seconded the motion.
