COUNCIL 12-16-24 – 112 MINUTES OF THE REGULAR CITY COUNCIL MEETING OF THE CITY OF GROSSE POINTE WOODS HELD ON MONDAY, DECEMBER 16, 2024, IN THE COUNCIL- COURTROOM OF THE ROBERT E. NOVITKE MUNICIPAL CENTER, 20025 MACK PLAZA DR., GROSSE POINTE WOODS, MICHIGAN. The meeting was called to order at 7:05 p.m. by Mayor Bryant. Motion carried by the following vote: Yes: Brown, Bryant, Gafa, Granger, Koester, McConaghy, Motschall No: None Absent: None Mayor Bryant removed Item 6C3, Tree Commission Minutes dated November 6, 2024, from the Consent Agenda and placed it on the regular agenda for discussion. 3  COUNCIL 12-16-24 – 115 City Administrator Schulte provided the following statement: The November 6, 2024, Tree Commission minutes are on tonight’s city council consent agenda under Commission Minutes to be Received and Placed on File. As outlined in my email to the council, the minutes contain several inaccuracies and misconceptions. Therefore, administration is recommending that city council make an official note at tonight’s meeting reflecting that the Tree Commission comments “do not accurately reflect the city’s position on topics discussed under New Business.” These topics include: memorial trees, the city’s tree canopy, Mack Avenue, and the front lawn of city hall. Councilmember Koester stated that the comments from City Administrator Schulte were reasonable and understood his reaction. He also commented that being in attendance at the Tree Commission meeting, he believes the Commission was merely opining their perceptions, which is not necessarily aligned with administration’s perspective. Motion by Motschall, seconded by McConaghy, that the City Council note City Administrator Schulte’s statement and receive and place on file the revised Tree Commission Minutes dated November 6, 2024. Motion carried by the following vote: Yes: Brown, Bryant, Gafa, Granger, Koester, McConaghy, Motschall No: None Absent: None THE MEETING WAS THEREUPON OPENED AT 7:10 P.M. FOR A PUBLIC HEARING TO HEAR THE APPLICATION OF ROBERT PALMER AND GEMMA ZITZMANN, 1488 ROSLYN RD., GROSSE POINTE WOODS, WHO IS REQUESTING TO INSTALL A 5’ PRIVACY FENCE ALONG THE EAST PROPERTY LOT LINE OF 1488 ROSLYN RD. THE FENCE APPLICATION WILL REQUIRE A PUBLIC HEARING IN ACCORDANCE WITH SECTION 8-280, FRONT YARD FENCES, AND 8-284A(3), EXCEPTIONS-SPECIAL CIRCUMSTANCES, DUE TO THE FACT THAT THE FENCE WOULD BE INSTALLED STARTING AT THE FRONT MAIN BUILDING LINE CORNER AND THAT A FENCE LOCATED IN THE FRONT YARD IS LIMITED TO A MAXIMUM HEIGHT OF 30 INCHES. Motion by Gafa, seconded by McConaghy, that for purposes of the public hearing, the following items be received and placed on file: 4  COUNCIL 12-16-24 – 116 1. Parcel Map Motion carried by the following vote: Yes: Brown, Bryant, Gafa, Granger, Koester, McConaghy, Motschall No: None Absent: None The Chair asked if anyone from the audience wished to speak in favor of the proposed request. The following individual was heard: 1. Bob Palmer, 1488 Roslyn Rd., Petitioner who also submitted written consent from his adjacent neighbors. The Chair asked if anyone from the audience wished to speak in opposition to the proposed request. No one wished to be heard. Motion by Motschall, seconded by Koester, that the public hearing be closed at 7:15 p.m. PASSED UNANIMOUSLY. Motion by Granger, seconded by Koester, that the City Council concur with the Building Official’s recommendation and approve the fence installation for 1488 Roslyn Road due to the hardships portrayed.
