Groveland Code of Ordinances Sec. 2-58 (I). Any person desiring to address the Council shall first secure
the permission ofthe presiding officer and shall give his name and address for the record. All remarks shall
be addressed to the Council as a body and not to any member thereof unless permission to do so is first
granted by the presiding officer. Unless further time is granted by the presiding officer or the council,
member of the public shall limit their discussion or address to no more than five minutes. No question shall
be asked a council member or city official except through the presiding officer.
If your address is exempt from public record you are not required to state it. In addition, do not give out
your Social Security Number, phone number, email address or any other information you do not want others
to have access to as the meetings are recorded and those recordings are considered public record.

Recreation Advisory Committee (RAC)
Tuesday,December10,2019
The Groveland Recreation Advisory Committee (RAC) held a regularly scheduled
meeting on Tuesday, December 10, 2019 in the Lake David Center, located at450 South
Lake Avenue, Groveland, FL 34736. Vice Chair Amanda Traywick called the meeting to
order at 6:32 p.m. The following Committee Members were present: Briggett Brannon ;
Paula Hall; Margie Jones; and Council Liaison Mike Smith . City Officials present were
Mike Walker, Parks & Recreation Director; and Ciara Bender, Recording Secretary.
Absent: Chair David Badillo; Committee Member Karyn Norwood ; and Youth
Representative Ryan Wright.
GUEST SPEAKER, PRESENTATIONS AND PROCLAMATIONS

CONSENT AGENDA
1. Approval of November 11, 2019 RAC Meeting Minutes.
Motion:
Motion by Committee Member Hall to approve the November 11, 2019
RAC Meeting Minutes; seconded by Committee Member Brannon.
Motion passed with all members present voting aye.
OLD BUSINESS
1. Wilson Lake Park Update
Parks & Recreation Director Mike Walker reported Phase I of the Wilson Lake
Park, with the exception of the restroom portion , was completed. That is being
completed offsite and will be moved to the park once it is finished .
2. Lake David Park Update
Mr. Walker reported the renovations for Lake David Park were moving along as
planned . He also reported a $30,000 costs savings due to being able to repurpose
bricks that had been stored at a facility on Sampey Road . Mr. Walker advised the
road work would take at least (3) three months to complete, as water and electric
will be run underneath during the paving process. Several power poles would also
be removed and replaced underground during this time.
Mr. Walker advised of changes to be made to the Amphitheater. He reported it
would be more efficient to include electricity during building stages, vs. adding it at
a later time. The changes include adding support beams ($25,000}, installing
electricity ($32,000), running conduit ($300), and to eventually run Wi-Fi ($2 ,500).
These increases would be presented in further detail during the January
Community Redevelopment Agency (CRA) Meeting.
Committee Member Hall expressed her concern with comments made by Liaison
Council Member Smith at a previous Council Meeting. Mr. Smith clarified it was
not his intentions to belittle the Committee's efforts. Rather he praised the RAC for
doing such a good job of moving in the direction of performing as an advisory body.
Where in the past and under previous leadership, the group seemed more of an
events coordinating group than an advisory board .
3. Holiday Parade and Festival
Mr. Walker reported on the events scheduled for the upcoming Christmas Parade
and Festival. Friday night, Santa will be at the Festival Park Gazebo. There will
be arts and crafts. A candy cane hunt will take place; a Frosty the Snowman movie
would be provided; and the Christmas tree would be lit. Several vendors will be
participating. The parade is scheduled for Saturday morning . The festival will follow
the parade.
NEW BUSINESS
1. City Asset Naming - Wilson Lake Parkway
Mr. Walker advised public notice would be provided for the recommended name
of the park on Wilson Lake Parkway via newspaper and social media, as well as
Groveland's website and meeting agendas.
Motion:
Motion by Committee Member Hall to recommend Cherry Lake Park as
the name for the new park on Wilson Lake Parkway; seconded by
Committee Member Jones.
Public Comment:
Council Member Dina Sweatt thanked the Committee for not naming the
park after a person .
Motion passed with all members present voting aye.
