Council Liaison Report PUBLIC COMMENT ADJOURNMENT Groveland Code of Ordinances Sec. 2-58 (f). Any person desiring to address the Council shall first secure the permission of the presiding officer and shall give his name and address for the record. All remarks shall be addressed to the Council as a body and not to any member thereof unless permission to do so is first granted by the presiding officer. Unless further time is granted by the presiding officer or the council, member of the public shall limit their discussion or address to no more than five minutes. No question shall be asked a council member or city official except through the presiding officer. If your address is exempt from public record you are not required to state it. In addition, do not give out your Social Security Number, phone number, email address or any other information you do not want others to have access to as the meetings are recorded and those recordings are considered public record. Pursuant to the provisions of Chap. 286, F.S., Sec. 286.0105, if a person decides to appeal any decision made by this body with respect to any matter considered at this meeting, he or she will need a record of the proceedings, and that for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made, which record may include the testimony and evidence upon which the appeal is to be based and is advised to make such arrangements at his or her own expense. *In accordance with the Americans with Disabilities Act and Section 286.26, Florida Statute, persons with disabilities needing special accommodation to participate in this meeting should contact the City Clerk’s Office no later than 5:00 p.m. the day of the meeting.  City of Groveland Minutes Recreation Advisory Committee (RAC) Tuesday, November 12, 2019 The Recreation Advisory Committee (RAC) held a regularly scheduled meeting on Tuesday, November 12, 2019 at the Lake David Center located at 450 S. Lake Avenue Groveland, Florida 34736. Chair David Badillo called the meeting to order at 6:30 p.m. with the following members present: Amanda Traywick, Paula Hall, Margie Jones, Karyn Norwood, and Council Liaison Mike Smith. City officials present were Parks and Recreation Director Mike Walker, and Recording Secretary Denise Noak. Absent: Secretary Briggett Brannon, excused. Youth Representative Ryan Wright, excused. OPENING CEREMONIES Chair Badillo lead the Pledge of Allegiance. GUEST SPEAKERS, PRESENTATIONS AND PROCLAMATIONS None. CONSENT AGENDA Consideration of Approval: • September 10, 2019 RAC Meeting Minutes • October 8, 2019 RAC Meeting Minutes Motion: Vice Chair Traywick moved for approval of the September 10, 2019 RAC Meeting Minutes; seconded by Committee Member Norwood. Public Comment: None The motion passed with all members present voting aye. Motion: Committee Member Hall moved for approval of the October 8, 2019 RAC Meeting Minutes; seconded by Vice Chair Traywick. Public Comment: None. The motion passed with all members present voting aye. OLD BUSINESS 1. Wilson Lake Park Update Parks and Recreation Director Walker stated a walk-through was conducted and there were minor issues, which the contractor will address. The restrooms are scheduled to be erected next. 2. Lake David Park Update Parks and Recreation Director Walker commented South Lake Avenue would be closing for a number of weeks to accommodate for the completion of the north side of the park. Final completion of the park is currently set for May. Committee Member Jones inquired if the aquatic weeds in and around Lake David would be eradicated. Parks and Recreation Director Walker stated they would be removed. NEW BUSINESS 3. Christmas Parade and Festival Parks and Recreation Director Walker distributed the event flyers, vendor application, and parade entry forms for the festival. He reviewed the parade and festival event schedule. Committee Member Hall asked of the food and craft vendor set up times. Parks and Recreation Director Walker stated the vendors would be sent an email regarding their set up times. Vice Chair Traywick inquired when the winners would be announced. Parks and Recreation Director Walker indicated the RAC Committee will select the winners prior to the parade and the winners will have their trophies displayed during the parade. Committee Member Norwood asked of the process for judging of the dancers and bands. Parks and Recreation Director Walker will work on the process. Parks and Recreation Director Walker stated the Committee needs to recommend a Grand Marshall for the parade. Motion: Vice Chair Traywick recommended Mrs. Laverne Griffin as the Grand Marshall; seconded by Committee Member Norwood. Public Comment: None.  The motion passed 4 to 1 with Committee Member Hall voting in opposition. The Committee collectively agreed to recommend a second choice for Grand Marshall in the event Laverne Griffin was not available. Motion: Vice Chair Traywick recommended Carroll Fullmer as the second choice for Grand Marshall; seconded by Committee Member Jones. Public Comment: None. The motion passed with all members present voting aye. REPORTS a. Committee Member Reports Committee Member Hall reported on her tour of Wilson Lake Parkway, the Truck or Treat event, and the Veterans Day event. Committee Member Norwood noted Tom Petranoff has selected to reside in Clermont; however, he was still interested in locating his javelin training facility in Groveland. Chair Badillo had nothing to report at this time. Vice Chair Traywick reported she attended the recent City Council meetings, the Truck or Treat event, and the Veterans Day event. She thanked Parks and Recreation Director Walker for his hard work and going above and beyond for the City of Groveland. Committee Member Jones reported she attended the Truck or Treat and Veterans Day events. b. Council Liaison Report Council Liaison Smith noted the Veterans Day event was very nice. He thanked the RAC Committee and Parks and Recreation Director Walker for their teamwork and accomplishments. Parks and Recreation Director Walker will email the park naming recommendations he has received for the committee to review. PUBLIC COMMENT Mayor Evelyn Wilson inquired if there would be a Holiday Decorating judging event this year. Parks and Recreation Director Walker will look into how to proceed. The Committee suggested the residents submit entry pictures to the City to select the winners. They agreed that City Council Members and RAC Members should not be eligible.
