Any person desiring to address the Council shall.first secure the permission ofthe presiding officer and shall give his name and address.for the record. All remarks shall be addressed to the Council as a body and not to any member thereof unless permission to do so is .first granted by the presiding officer. City of Groveland Minutes Recreation Advisory Committee (RAC) November 10, 2020 The Recreation Advisory Committee (RAC) held a regularly scheduled meeting on Tuesday, November 10, 2020 via virtual Zoom meeting number 834 9803 4811. Chairperson Amanda Traywick called the meeting to order at 6:37 p.m. with the following committee members present: Vice Chairperson Karyn Norwood, Paula Hall, Margie Jones, and Chuck Kenzig. Absent were David Badillo and School Representative Ryan Wright. City officials present were Parks and Recreation Director Mike Walker and Recording Secretary Leota "Dodie" Barger. GUEST SPEAKER. PRESENTATONS, AND PROCLAMATIONS David Barth - Park Evaluation Form Presentation Mr. Barth provided an overview of the Park Evaluation Form, explained scoring criteria and answered questions for the RAC Committee. PUBLIC COMMENTS No public comments were received by the Recording Secretary to be read into the record by the start time of this meeting. CONSENT AGENDA Approval of the October 13, 2020 RAC Meeting Minutes: Motion: Vice Chairperson Karyn Norwood moved for approval of the October 13, 2020 Meeting Minutes; seconded by Committee Member Chuck Kenzig. All Committee Members approved via roll call. OLD BUSINESS 1. Update on Lake David Park - South Project Parks and Recreation Director Mike Walker noted the de-watering process has been completed and the area has been back filled with clean fill. The electrical and piping has been installed for the restrooms and splash pad. The framework is in place for pouring the splash pad foundation, which has been pushed back to Friday, November 13th due to the impending hurricane. The restroom sections have been delivered and will be put in place on Thursday, November 12th . The old parking lot pavement was ground up and the asphalt has been removed down to bare ground. The new parking lot and landscaping will be the last things to go in. Committee Member Chuck Kenzig asked about the possibility of doing some renovations to the Lake David Community Center and asked if there were any plans to reopen it in the near future. llPage Director Walker noted the Lake David Community Center does need some tender loving care but as far as reopening at this time, it is not anticipated in the near future. Committee Member Margie Jones noted that she drives by the park every day and sees the work taking place and she thinks it looks good. 2. Lake David Shoreline Vegetation Removal Director Mike Walker noted a company has been hired to remove the vegetation around Lake David from the Boardwalk to the Volleyball Court as permitted by FWC and that process is currently taking place. There is an additional area permitted from the Volleyball Court extending approximately 250 feet farther down the lake but he would like to continue down South Lake Avenue so he will be submitting a permit request to FWC to extend it around the curve on South Lake Avenue. Cost for the extension is unknown at this time. Committee Member Paula Hall asked if once the process to remove the vegetation is completed, the Parks Staff will be able to take care of the upkeep to prevent regrowth and Director Walker said the Parks Department would maintain the area by spraying to control growth. 3. Capital Improvements - Park Cameras Director Mike Walker noted funding in this Budget year exists for camera installation at the following: Cherry Lake Park $10,000 J.T. Memorial Park $4,200 Lake David Park $3,800 Contracts have been reviewed and returned to the company to complete installation and should be in place by January 1, 2021. Committee Member Paula Hall asked if it would really take that long to install the cameras in consideration of the recent vandalism. We have used police cameras in the past and would like us to reach out to see if they have any cameras available to use right now. Director Mike Walker noted the timeframe does have some leeway built into it. He also noted the restroom window at Cherry Lake Park was broken yesterday. In talking with the police, the possibility of using their cameras was discussed but their cameras require motion to activate them and that would not work at Cherry Lake Park. Vice Chairperson Karyn Norwood asked if we could post signs in the parks stating the area is under surveillance and vandals will be fined and/or prosecuted. She also suggested installing cameras on light poles. 2I Page Director Mike Walker noted the cameras being installed at Cherry Lake Park are in fact being installed on the light poles. Vice Chairperson Karyn Norwood also asked if we could contract with the company that is installing the cameras to provide afterhours monitoring. Director Mike Walker noted we are using ADT as arranged by the City's IT Department. We would need Wi-Fi to receive live feeds and we do not have Wi-Fi at Cherry Lake Park. Vice Chairperson Karyn Norwood suggested we look into solar panels as an option that would allow the City to reduce the costs associated with lighting, cameras, monitoring and Wi-Fi and in fact could generate income for the City. Director Mike Walker noted he would look into solar options and suggested she include this suggestion in her park evaluation. Committee Member Chuck Kenzig asked about the type of cameras being installed as to whether they were pan/zoom cameras or fixed. Director Mike Walker noted the City's IT Department is handling the camera installation and he would check and get back to them with the information requested. Committee Member Paula Hall asked if IT researched the cameras and what happens if IT does not get the right type of cameras. Director Mike Walker stated her would make sure we have the right cameras. Vice Chairperson Karyn Norwood stated there are parking issues as some of the parks and suggested we look into covered parking which can be done in conjunction with solar panels Chairperson Amanda Traywick asked what the expense of the broken window at Cherry Lake Park will be, as well as the expense of the basketball court, and how many cameras are going in, what direction they will be pointed, and will they be covered to protect them from the sun. Director Mike Walker said the cameras would be pointed at the basketball court, restroom entrance and parking lot. We are not sure of the cost on the window at this time however we have one on hand and it will be replaced by the end of this week. So far as the basketball court, it hasn't been completed because we hadn't decided if we were going to go the route of insurance but the City's deductible is $5,000 so to replace only 31Page the tiles that were damaged would be in the area of $5,000 and replacing half court to ensure consistency in tile color would be $14,000. Committee Member Paula Hall noted the committee's plan from several years ago included fencing around the court and that is in the past but going forward, shouldn't we put a fence around the court before we spend the money to fix the damaged tiles. Vice Chairperson Karyn Norwood agreed that there needed to be fencing . Director Mike Walker said we can look into fencing but stated he never had fencing around any of the courts at previous parks he managed and we cannot put fences around every court and then have to rip them out every time we expand the park. Vice Chairperson Karyn Norwood suggested we put up cement pole barriers around the court to keep the quads and vehicles off the court. Committee Member Paula Hall asked who is going to make the decision whether to go thru insurance or let the taxpayers cover the court repair. Director Mike Walker reiterated that the City's deductible is $5,000, which is the cost to replace the damaged tiles, and we have to fix them because we are now in a position where someone could get hurt on the damaged tiles. Committee Member Chuck Kenzig asked when the CIP program is due. Director Mike Walker noted we will not touch it until July then it goes to City Council in September to be adopted and it will go into effect on October 1st • Committee Member Chuck Kenzig asked for a copy of the CIP and Director Mike Walker noted he would provide each committee member with a copy. Chairperson Amanda Traywick noted she believes the cameras will be a deterrent but we still need to protect the court with some type of barrier. Committee Member Paula Hall suggested that if we are concerned about liability maybe we should just close the courts and that might incite someone to report who damaged the court. 41Page NEW BUSINESS 1. Upcoming Events - Mike Walker - Parks, Facilities and Community Services Director a. Farmers Market Director Mike Walker noted the next Farmers Market is this Friday, November 13th from 5:00 pm to 9:00 pm. All but one vendor from the October market is returning and we have added one additional vendor. There will be live entertainment with 70's/80's style music. Committee Member Chuck Kenzig noted that sunset is now at 5:30 pm, should we consider moving the start date earlier. Director Mike Walker explained we need to be consistent and allow time for people to get home from work to be able to attend. Chairperson Amanda Traywick asked when we will be expanding the vendors and noted that we need to make sure we are responding to vendor's requests. Director Mike Walker acknowledged the issue of vendors not receiving return phone calls and it has been addressed. In regards to growing the event in this era of COVID, it is very difficult with all of the required social distancing and observing CDC guidelines. Vice Chairperson Karyn Norwood asked if we are doing fundraising to support the young explorers and noted this had been discussed at the October meeting. Director Mike Walker noted he spoke with City Attorney regarding this issue and she stated "it is not a function of the RAC to be in the food concession business" and she recommended that not be done. We can identify a fundraising effort and it would need to go before the City Council for approval. Vice Chairperson Karyn Norwood noted they could sell t-shirts and maybe do something quarterly. It would be a good way to get out in the community and make residents aware of the RAC. b. December Holiday Events Director Mike Walker presented committee members with the artwork for the Christmas Parade and all committee members voiced their approval. He noted the parade date has been set for December 12th at 10:00 am and we are moving forward with a traditional parade while encouraging social distancing and SI Page adhering to CDC guidelines. After reaching out to last years' participants, we have so far confirmed the return of 17. The Tree Lighting was originally planned to coincide with the Farmers Market on Friday, December 11 th but it was decided they should be separate events to control crowd size. We are looking at either the 4 th or 5th for the Tree Lighting along with Santa and Mrs. Claus. The Tree Lighting will be moved from Downtown Festival Park to the water fountain at Veterans Memorial Park. We will reach out to Ryan to see if South Lake High School band will perform. The Tree Lighting will be at 6:30 or 6:45 pm. Santa and Mrs. Claus could be at the Puryear building on the stage or we could use the Puryear building for Santa's workshop for the children and then have them come out to see Santa and Mrs. Claus by the tree. We are also looking at holding a Movie in the Park on December 13th showing "Polar Express". Committee Member Paula Hall suggested it was the same people attending all events so is there really a need to break the events out. Director Mike Walker responded that Santa and Mrs. Claus would bring out a younger crowd that more than likely would not be attending the Farmers Market so there is value in separating the events. c. Holiday Grand Marshals Director Mike Walker verified the Grand Marshals have been contacted by the Mayor via letter, and he also reached out to confirm it. Both gentlemen are very excited about the event. Chairperson Amanda Traywick proposed we provide each of the Grand Marshals with a plaque and Director Mike Walker said he would take care of it. d. Let's Eat Initiative - Cherry Lake Park Food Trucks Director Mike Walker noted this began around June in an effort to help during the restaurant closures due to COVID and they work with Food Truck Crazy, more or less a booking agent who then schedules the food trucks to our event. We do not have a dollar amount but everyone seems to be doing well and we will continue the event. 61Page REPORTS a. Committee Member Reports Vice Chairperson Karyn Norwood noted she attended two of the three workshops for the Parks Master Plan and she also attended the Fire Department's Community Outreach Day. She signed the fire truck and provided names of family members who have been affected by Breast Cancer. Committee Member Chuck Kenzig noted he attended the Parks Master Plan workshop as well and thinks the consultant is doing a good job. He also touched base on several grants that he is working on particularly a Recreational Trails Program (RTP) grant, application dates 2/1/21 thru 3/1/21 and The Whole Kids Foundation which teaches kids how to grow vegetables. He asked Director Walker if the City provide a yearly program guide for Parks and Recreations programs throughout the year. Director Walker noted a printed program is a great idea and he is also looking into getting kiosks in the park. Committee Member Paula Hall noted she had the honor of working the poles and congratulated the Mayor on her win. She also attended Council Woman Sweat's husband's wake and helped out with preparing food and set up. She also plans to attend the food truck events and asked how the public would be advised of inclement weather. Director Mike Walker noted we work very closely with our communication team and they would put something on Facebook immediately. Committee Member Margie Jones participated in one of the Parks Master Plan workshops via the phone and then went to one of the meetings in person and it was very informative. She is also still working at J.T. Memorial Park. Chairperson Amanda Traywick participated in the workshops and also attended the City Council meetings via Zoom. She attended the Trunk or Treat and also worked the poles and congratulated the Mayor. She also attended Council Woman Sweat's husband's memorial, prepared food, and helped serve. She continues to watch the progress at Lake David, it is very exciting, and she is very pleased. 7JPage Adiournment Chairperson Amanda Traywick asked for a motion to adjourn the meeting.
